Book excerpt: Graham Clarke and Moss Madden 1. 1 Background In the mid 1990s there were a number of papers in regional science that questioned the relevance and purpose of the entire sub-discipline. Bailly and Coffey (1994) for example, talked of 'regional science in crisis'. They argued that there were two fundamental problems. First, regional science was too theoretical in the sense that many of its products were models that could neither be calibrated (too complex) or operationalised (too abstract) in the real world. They suggested that regional science had not sufficiently demonstrated that it can address real-world problems and subsequently lacked a focus on relevant policy issues. Second, they argued that regional science had become too narrow in focus and had moved away too far from real people and their daily concerns or struggles in life. This was not the first time we had witnessed these sorts of arguments, both from outside the discipline and from within. Sayer (1976) was perhaps the first to argue for a shift from a model-based focus in regional science to one based on political economy. Breheny (1984) criticised the 'deep ignorance among regional scientists of the nature of practical policy making and implementation' (see also Rodwin (1987) for similar views in the mid 1980s). Such self-reflection is a feature of many disciplines as they reach maturity. There have been many similar reflections in geography (Johnston 1996, Barnes 1996) and economics (see the collection in the January edition of the Economic Journal 1991).

Book excerpt: Voluntary environmental agreements (VEAs) – generally agreements between government and business – have been regarded by many as a key new instrument for meeting environmental objectives in a flexible manner. Their performance to date has, however, also led to considerable criticism, with several parties arguing that they are methods for avoiding real action that goes beyond "business-as-usual". Is either of these positions justified? The aim of this book is to highlight and learn the lessons from existing experience, looking not just at results but also at specific elements of agreements and also at the process of the agreement itself. Lessons are drawn from experience from across the world, covering the full range of environmental challenges, and from the perspective of key stakeholder groups. Importantly, the book also presents tools for assessing and improving existing agreements and includes recommendations and guidelines for future agreements in key areas such as climate change. It also deals at length with the problem of how such agreements might be used in developing and transitional economies. The overall view of the book is that there is a real potential for the future use of VEAs as part of the policy mix and as a tool for sharing the responsibility for meeting environmental objectives. For the agreements to play this role, however, significant steps are needed to ensure that they are effective, efficient, equitable and appropriately linked to a portfolio of other instruments. The book is divided into four sections. First, existing agreements, their development and efficacy are considered; second, the prospects for voluntary agreements in developing and transitional economies are discussed; third, a range of authors examine the role of VEAs as part of the policy mix to combat climate change; and, finally, the book concludes with an examination of how new tools for evaluating and improving VEAs could be utilized in the future. Direct effects of environments on activities in consuming can occur through constraints that environments impose. Environment can also have indirect effects on consumption through enduring modification of internalized constructs which enter heuristics for decisions on activities. The importance of environments to consumption is increased by the definitional dependence of status on the judgements of others. This study examines microprocessing in consumer activities for status as it interacts with structure in the environments of these activities. The importance of environments in status activities provides the basis for a seperate, but related inquiry into observed differences in the form they take across societies. Conjecture on the consequences of differences in the structure of environments for consumption that typify a society is studied in the narrative statements by members of comparison societies and in the content of print advertising in these societies. Evolutionary processes which could establish observed differences in structure across societies are also considered in both their systematic and random components. I review models of random drift and stochastic resonance as candidate forms for generating observed structure in environments.
