Book excerpt: Over the past two decades, economic theory has extended its field of application to non-market goods such as environmental resources and health. Although it is impossible to assign a price to these goods on the basis of market mechanisms alone, the fact that they have no price does not mean that they have no value. One technique in which economists have shown a marked interest is the contingent valuation method (CVM), which has mainly been used to assign a monetary value to environmental goods. It was first applied to natural resources used for recreational purposes. CVM has been applied to health only recently, so that studies in this field are relatively more scarce than those dealing with the environment, although several valuation methodology surveys are available. There has hitherto been no book which has drawn together and analyzed recent contingent valuations in the field of transport accidents. Contingent Valuation, Transport Safety and the Value of Life provides an overview of the experiments conducted in Europe (Denmark, France, the U.K., Sweden and Switzerland). While a number of contributions are critical, others show how the estimates obtained in the area of road transport can be used to assess the adverse health effects of other causes, such as public transport accidents or air pollution.

Book excerpt: Evidence has come to light regarding the impact of benzene emissions from road transport, the incidence of asthmatic attacks and the possible toll of particulate matter from diesel engines on human health. This book examines the issues and argues that, without a fundamental change in policy, it is inevitable that the transport sector will continue to impose increasing costs on the natural environment, human health and the economy. It also quantifies the external costs of road transport and suggests new measures, such as road pricing and financial incentives, to pave the way to a sustainable transport system.

Book excerpt: Blueprint 3 is the direct sequel to the ground-breaking Blueprint for a Green Economy. Taking the argument much further, David Pearce and his colleagues show how progress towards sustainability in the UK can be measured. They set out the conditions for sustainable development and the measures of economic progress these imply, before looking in detail at all the main areas of economic activity to which the measures are applicable. The result is a wide-ranging and cogent critique of existing policies which also offers new options - options which will require far-reaching reform of this country's existing political and institutional structure. Blueprint 3 will be a touchstone for future discussions of all the major policy areas.

Available in PDF, EPUB and Kindle. Book excerpt: Traffic psychology is a rapidly expanding and broad field within applied psychology with a considerable volume of research activities and a growing network of academic strands of enquiry. The discipline primarily focuses on the behaviour of road users and the psychological processes underlying these behaviours, looking at issues such as cognition, distraction, fatigue, personality and social aspects, often delivering practical applications and educational interventions. Traffic psychology has been the focus of research for almost as long as the motor car has been in existence and was first recognised as a discipline in 1990 when the International Association of Applied Psychology formed Division 13: Traffic and Transportation Psychology. The benefits of understanding traffic psychology are being increasingly recognised by a whole host of organisations keen to improve road safety or minimise health and safety risks when travelling in vehicles. The objective of this volume is to describe and discuss recent advances in the study of traffic psychology, with a major focus on how the field contributes to the understanding of at-risk road-user behaviour. The intended readerships include road-safety researchers from a variety of different academic backgrounds, senior practitioners in the field including regulatory authorities, the private and public sector personnel, and vehicle manufacturers concerned with improving road safety.

Available in PDF, EPUB and Kindle. Book excerpt: Due to factors such as congestion and pollution there is increased public and academic interest in road user charging. Until now the debate has focused on the economic theory of road user charging. However, a cogent economic case does not necessarily ensure public acceptance and subsequent implementation. This book seeks to provide an academic account of how such schemes might be implemented. It deals with how the decision-making process should be undertaken in order to secure political and public acceptability. This book bridges the gap between economic theory and public policy making and suggests policy options as a means of combating road traffic congestion in urban areas. The book includes a chapter on the Central London congestion charging scheme detailing the various factors which have resulted in its successful implementation. This is essential reading for academics, advanced students of transport, economics, public policy and the environment, and policy makers at the international, national and local levels.
