Available in PDF, EPUB and Kindle. Book excerpt: Over the last half century scholars from a range of disciplines have attempted to theorise silence. Naively we tend to think of silence negatively, as a lack, an emptiness. Yet silence studies shows that silence is more than mere absence. All speech incorporates silence, not only in the gaps between words or the pauses that facilitate turn taking, but in the omissions that result from the necessary selectivity of communicative acts. Thus silence is significant in and of itself; it is a sign that has socially-constructed (albeit context -dependent and ambiguous) meanings. To date, studies of science communication have focussed on what is said rather than what is not said. They have highlighted the content of communication rather than its form, and have largely ignored the gaps, pauses and lacunae that are an essential, and meaningful, part of any communicative act. Both the sociology of science and the history of science have also failed to highlight the varied functions of silence in the practice of science, despite interests in tacit knowledge and cultures of secrecy. Through a range of case studies from historical and contemporary situations, this volume draws attention to the significance of silence, its different qualities and uses, and the nature, function and meaning of silence for science and technology studies.

Book Synopsis Citizen Participation in Democratic Europe by : Alberto Alemanno
Download or read book Citizen Participation in Democratic Europe written by Alberto Alemanno and published by ECPR Press. This book was released on 2021-02-05 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the European Union undergoes a major, self-proclaimed democratic exercise the Conference on the Future of Europe and approaches Treaty change, this volume offers a new model of citizen participation to address Europe's long-standing democracy challenge, and respond to the aftermath of the COVID-19 pandemic. Proposed are a set of democratic innovations, ranging from citizens assemblies to regulatory gaming to citizens initiatives and lobbying, which are complementary, not antagonistic, to existing representative democracy across the European continent. These innovations are emerging bottom-up across the continent and getting traction at local, national and EU level in a new era powered by technology. This book brings together academics as well as practitioners to give a forward-looking, holistic view of the realities of EU citizen participation across the spectrum of participatory opportunities. They all converge in arguing that, after many years of proven experimentation, the EU must institutionalize supranational, participative and deliberative, democratic channels to complement representative democracy and each other, and ultimately improve the effectiveness of EU citizen participation. While this institutional approach will not magically treat the EU democratic malaise, it should make the system more intelligible, accessible, and ultimately responsive to citizen demand without necessarily undertaking Treaty reform. The attempt to harness citizen participation to help address the current EU crisis needs the type of multi-faceted approach presented in this book. One that recognises the potential of existing and new democratic mechanisms, and also, importantly, the links between different instruments of citizen participation to improve the overall quality of EU's democratic system.

Book Synopsis Is American Science in Decline? by : Yu Xie
Download or read book Is American Science in Decline? written by Yu Xie and published by Harvard University Press. This book was released on 2012-06-11 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: Alarmists argue that the United States urgently needs more and better-trained scientists to compete with the rest of the world. Their critics counter that, far from facing a shortage, we are producing a glut of young scientists with poor employment prospects. Both camps have issued reports in recent years that predict the looming decline of American science. Drawing on their extensive analysis of national data sets, Yu Xie and Alexandra Killewald have welcome news to share: American science is in good health. Is American Science in Decline? does reveal areas of concern, namely scientists’ low earnings, the increasing competition they face from Asia, and the declining number of doctorates who secure academic positions. But the authors argue that the values inherent in American culture make the country highly conducive to science for the foreseeable future. They do not see globalization as a threat but rather a potential benefit, since it promotes efficiency in science through knowledge-sharing. In an age when other countries are catching up, American science will inevitably become less dominant, even though it is not in decline relative to its own past. As technology continues to change the American economy, better-educated workers with a range of skills will be in demand. So as a matter of policy, the authors urge that science education not be detached from general education.
