It argues that protecting the British Isles from invasion was the foundation upon which all other plans for the defence of the Empire were built up. Home defence determined the amount of resources available for other tasks and the relative focus of the Army and Navy, as both played an important role in preventing an invasion. As politicians were reluctant to prepare for offensive British participation in a future war, home defence became the means by which the government contributed to an ill-defined British 'grand' strategy. The Royal Navy formed the backbone of British defensive preparations. However, after 1905 the Navy came to view the threat of a German invasion of the British Isles as a far more credible threat than is commonly realised. As the Army became more closely associated with operations in France, the Navy thus devoted an ever-greater amount of time and effort to safeguarding the vulnerable east coast. In this manner preventing an invasion came to exert a 'very insidious' effect on the Navy by the outbreak of War in 1914. This book explains how and why this came to pass, and what it can tell us about the role of government in forming strategy.

Peter Hahn explores the triangular relationship between the United States, Great Britain, and Egypt in order to analyze the justifications and implications of American policy in the region and within the context of a broader Cold War strategy. This work is the first comprehensive scholarly account of relations between those countries during this period. Hahn shows how the United States sought to establish stability in Egypt and the Middle East to preserve Western interests, deny the resources of the region to the Soviet Union, and prevent the outbreak of war. He demonstrates that American officials' desire to recognize Egyptian nationalistic aspirations was constrained by their strategic imperatives in the Middle East and by the demands of the Anglo-American alliance. Using many recently declassified American and British political and military documents, Hahn offers a comprehensive view of the intricacies of alliance diplomacy and multilateral relations. He sketches the United States' growing involvement in Egyptian affairs and its accumulation of commitments to Middle East security and stability and shows that these events paralleled the decline of British influence in the region. Hahn identifies the individuals and agencies that formulated American policy toward Egypt and discusses the influence of domestic and international issues on the direction of policy. He also explains and analyzes the tactics devised by American officials to advance their interests in Egypt, judging their soundness and success.

Book excerpt: The third historic meeting of Allied leaders in 1943 (Casablanca and Trident occurred earlier in the year), the Quadrant Conference (also called the Quebec Conference) was held from August 14 to 24 in Quebec City, Canada. President Franklin D. Roosevelt, British prime minister Winston S. Churchill, and the Combined Chiefs of Staff attended the conference, and Canadian prime minister Mackenzie King served as host. The opening of a second front in northern France, code-named Operation Overlord, was extensively discussed at the conference. Ultimately, the Allied leaders decided that Overlord was to be the main effort in Europe for the next year, with a target invasion date of May 1, 1944.
