Available in PDF, EPUB and Kindle. Book excerpt: While Americans are generally aware of China's ambitions as a global economic and military superpower, few understand just how deeply and assertively that country has already sought to influence American society. As the authors of this volume write, it is time for a wake-up call. In documenting the extent of Beijing's expanding influence operations inside the United States, they aim to raise awareness of China's efforts to penetrate and sway a range of American institutions: state and local governments, academic institutions, think tanks, media, and businesses. And they highlight other aspects of the propagandistic “discourse war” waged by the Chinese government and Communist Party leaders that are less expected and more alarming, such as their view of Chinese Americans as members of a worldwide Chinese diaspora that owes undefined allegiance to the so-called Motherland.Featuring ideas and policy proposals from leading China specialists, China's Influence and American Interests argues that a successful future relationship requires a rebalancing toward greater transparency, reciprocity, and fairness. Throughout, the authors also strongly state the importance of avoiding casting aspersions on Chinese and on Chinese Americans, who constitute a vital portion of American society. But if the United States is to fare well in this increasingly adversarial relationship with China, Americans must have a far better sense of that country's ambitions and methods than they do now.

Book excerpt: The Tibetan Policy Act of 2002 (TPA) is a core legislative measure guiding U.S. policy toward Tibet. Its stated purpose is "to support the aspirations of the Tibetan people to safeguard their distinct identity." Among other provisions, the TPA establishes in statute the State Department position of Special Coordinator for Tibetan Issues and defines the Special Coordinator's "central objective" as being "to promote substantive dialogue" between the government of the People's Republic of China and Tibet's exiled spiritual leader, the Dalai Lama, or his representatives. The Special Coordinator is also required, among other duties, to "coordinate United States Government policies, programs, and projects concerning Tibet"; "vigorously promote the policy of seeking to protect the distinct religious, cultural, linguistic, and national identity of Tibet"; and press for "improved respect for human rights."

Book excerpt: Despite apparently consistent statements in 4 decades, the U.S. ¿one China¿ policy concerning Taiwan remains somewhat ambiguous and subject to different interpretations. Apart from questions about what the ¿one China¿ policy entails, issues have arisen about whether U.S. Presidents have stated clear positions and have changed or should change policy, affecting U.S. interests in security and democracy. Contents of this report: (1) U.S. Policy on ¿One China¿: Has U.S. Policy Changed?; Overview of Policy Issues; (2) Highlights of Key Statements by Washington, Beijing, and Taipei: Statements During the Admin. of Nixon, Ford, Carter, Reagan, George H. W. Bush, Clinton, George W. Bush, Clinton, and Obama. A print on demand report.

Book excerpt: This detailed history offers the most comprehensive account available of Tibetan nationalism, Sino-Tibetan relations, and the issue of Tibetan self-determination. Warren Smith explores Tibet's ethnic and national origins, the birth of the Tibetan state, the Buddhist state and its relations with China, Tibet's quest for independence, and the Chinese takeover of Tibet after 1950. Focusing especially on post-1950 Tibet under Chinese Communist rule, Smith analyzes Marxist-Leninist and Chinese Communist Party nationalities theory and policy, their application in Tibet, and the consequent rise of Tibetan nationalism. Concluding that the essence of the Tibetan issue is self-determination, Smith bolsters his argument with a comprehensive analysis of modern Tibetan and Chinese political histories.

Book excerpt: Upon coming to power in 1949, the Chinese Communist government proclaimed that its stance toward ethnic minorities--who comprise approximatelyeight percent of China’s population--differed from that of previous regimes and that it would help preserve the linguistic and cultural heritage of the fifty-five official "minority nationalities." However, minority culture suffered widespread destruction in the early decades of the People’s Republic of China, and minority areas still lag far behind Han (majority) areas economically. Since the mid-1990s, both domestic and foreign developments have refocused government attention on the inhabitants of China’s minority regions, their relationship to the Chinese state, and their foreign ties. Intense economic development of and Han settlement in China’s remote minority regions threaten to displace indigenous populations, post-Soviet establishment of independent countries composed mainly of Muslim and Turkic-speaking peoples presents questions for related groups in China, freedom of Mongolia from Soviet control raises the specter of a pan-Mongolian movement encompassing Chinese Mongols, and international groups press for a more autonomous or even independent Tibet. In Governing China’s Multiethnic Frontiers, leading scholars examine the Chinese government’s administration of its ethnic minority regions, particularly border areas where ethnicity is at times a volatile issue and where separatist movements are feared. Seven essays focus on the Muslim Hui, multiethnic southwest China, Inner Mongolia, Xinjiang, and Tibet. Together these studies provide an overview of government relations with key minority populations, against which one can view evolving dialogues and disputes.

Book excerpt: Drawing upon his deep knowledge of the Tibetan culture and people, Goldstein takes us through the history of Tibet, concentrating on the political and cultural negotiations over the status of Tibet from the turn of the century to the present. He describes the role of Tibet in Chinese politics, the feeble and conflicting responses of foreign governments, overtures and rebuffs on both sides, and the nationalistic emotions that are inextricably entwined in the political debate. Ultimately, he presents a plan for a reasoned compromise, identifying key aspects of the conflict and appealing to the United States to play an active diplomatic role.

Book excerpt: Grounded on a series of first-hand interviews with Chinese government officials, this book examines China's accession to the World Trade Organization, providing an 'inside' look at Chinese WTO accession negotiations. Presenting a systematic political economy model in analyzing Beijing's decision-making mechanisms, the book argues that China's WTO policy making is a state-led, leadership driven, and top-down process. Feng explores how China's determined political elite partly bypassed and partly restructured a largely reluctant and resistant bureaucracy, under constant pressure from an increasingly globalized international system. By addressing China's accession to the WTO from a political analysis perspective, the book provides a theoretically informed and intriguing examination of China's foreign economic policy making regime. The book highlights contemporary debates relating to state and institutionalist theory and provides new and useful insights into a significant development of this century.
