Book excerpt: The ability to defend in a democracy requires justification because this form of government is fundamentally based on the freedom, development, and diversity of its citizens. Since the outbreak of the Ukraine war in 2022, we know that we can no longer afford the self-satisfied luxury of not being able to defend ourselves. Armed forces in a democracy are, however, tied to commitments and attitudes, just as the goal of achieving defensibility is tied to the Inner Leadership of the Bundeswehr. The goal of this book is to find the axioms of Inner Leadership that do not require further justification, which will then serve as the foundation for democratic armed forces. The author first develops a system that identifies five axioms of Inner Leadership. These include the principle of community, democratic principle, and principle of personality. Additionally, the principles of complementarity and identity are discussed, as well as the unity of opposites. For the specific case of the profession of soldiers, the necessity of defending freedom with a weapon in hand must be thoroughly justified. From these considerations, approaches to simplify the Bundeswehr emerge. One cannot avoid granting democratic commanders trust and freedom of action.

Book excerpt: Using Nietzsche's categories of monumentalist, antiquarian and critical history, the author examines the historical and theoretical contexts of the collapse of the GDR in 1989 and looks at the positive and negative legacies of the GDR for the PDS (the successor party to the East German Communists). He contends that the Stalinization of the GDR itself was the product not just of the Cold War but of a longer inter-systemic struggle between the competing primacies of politics and economics and that the end of the GDR has to be seen as a consequence of the global collapse of the social imperative under the pressure of the re-emergence of the market-state since the mid-1970s. The PDS is therefore stuck in dilemma in which any attempt to "arrive in the Federal Republic" (Brie) is criticized as a readiness to accept the dominance of the market over society whereas any attempt to prioritize social imperatives over the market is attacked as a form of unreconstructed Stalinism. The book offers some suggestions as to how to escape from this dilemma by returning to the critical rather than monumentalist and antiquarian traditions of the workers' movement.

The results vary across cases even though overcompliance is observed in certain cases. The regularity arising from the different case studies is related to the determinants of the environmental outcomes that are observed. When environmental directives are implemented they are likely to interact with parallel policy processes and these interactions can exert a strong positive or negative influence on the success of the policy in question. The central policy problem is the fact that these interactions are very difficult to anticipate at the policy formulation stage. It leads the authors to propose that effective environmental policy should therefore be adaptable in order to cope with these unanticipated effects.

Interspersed between these most commonly named elements are the following: First, the high political integrating force of the German Model after WWII was based on the adoption and transformation of corporatist political structures from National Socialist Germany. Liberal capitalism was (re)introduced under political competition between Christian Democrats and Social Democrats, who eventually found common ground in the politically mediated compromise between capital and labor: “This compromise was negotiated and institutionalized at a time when the communist wing of the workers movement and the authoritarian voices of German capital – for various reasons – were excluded from political participation” (Streeck, 1999, p. 15; translation: SB). The partnership between firms and unions manifested itself in manifold institutional structures. Apart from the social partners’ autonomy in matters of wage policy, worker codetermination at plant level and in operations is regarded as one of the special achievements of the German Model and has contributed substantially to social peace. The political coordination forms of concerted action, round tables, as well as modernization and crisis cartels gave birth to a highly complex political decision-making structure which, based on a federalist setup, has rightly been called “negotiation state” (Esser, 1998, p. 123). Second, the material foundation of this “Social Democratic class compromise” (Buci-Glucksmann & Therborn, 1981) consisted in the Federal Republic’s – in the words of Göste Esping-Andersen – “conservative-liberal” form of welfare state.

When this phenomenon combines with technological acceleration and the increasing pace of life, time seems to flow ever faster, making our relationships to each other and the world fluid and problematic. It is as if we are standing on "slipping slopes," a steep social terrain that is itself in motion and in turn demands faster lives and technology. As Rosa deftly shows, this self-reinforcing feedback loop fundamentally determines the character of modern life.
