Corresponding to the instrumental function of technology, they are designed to direct the forces of nature according to human purposes. Yet, as soon as the realm of mere skills is exceeded, the intended useful results can only be achieved through planned and preconceived action processes involving the deliberately considered application of well designed tools and devices. This is to say that in all complex cases theoretical reasoning becomes an indispensable means to accomplish the pragmatic technological aims. Hence the abstracting from the actual concrete function of technology opens the way to concentrate attention on the general conceptual framework involved. If this approach is adopted the relevant knowledge and the procedures applied clearly exhibit a logic of their own. This point of view leads to a methodological and even an epistemological analysis of the theoretical structure and the specific methods of procedure characteristic of modern technology. Investigations of this kind, that can be described as belonging to an ana lytical philosophy of technology, form the topic of this anthology. The type of research in question here is closely akin to that of the philosophy of science. But it is an astonishing fact that the commonly accepted and carefully investigated philosophy of science has not yet found its counterpart in an established philosophy of technology.

From the middle of the nineteenth century until the outbreak of World War I, the European chemical industry influenced not only the production and control of science and technology, but also made significant contributions towards economic development, as well as bringing about profound changes in working and living enviromnents. It is a highly complex heritage, both rich and threatening, that calls for close scrutinity. Fortunately, a unique opportunity to explore the historical development of the European chemical industry from a variety of novel standpoints, was made possible during 1993 as part of the European Science Foundation (ESF) programme called 'The Evolution of Chemistry in Europe, 1789-1939.' This process of exploration has taken place through three workshops, each dealing with different time periods. The workshop concerned with the period 1850-1914, which corresponds roughly to the so-called Second Industrial Revolution, was held in Maastricht, The Netherlands, on 23-25 March 1995. This volume is the outcome of that workshop. The other workshops dealing with European chemical industry were held in Liege in 1994, covering the First Industrial Revolution period, 1789-1850, and Strasbourg in 1996, covering the period between the two World Wars.

Book excerpt: The interrelations of science and technology as an object of study seem to have drawn the attention of a number of disciplines: the history of both science and technology, sociology, economics and economic history, and even the philosophy of science. The question that comes to mind is whether the phenomenon itself is new or if advances in the disciplines involved account for this novel interest, or, in fact, if both are intercon nected. When the editors set out to plan this volume, their more or less explicit conviction was that the relationship of science and technology did reveal a new configuration and that the disciplines concerned with 1tS analysis failed at least in part to deal with the change because of conceptual and methodological preconceptions. To say this does not imply a verdict on the insufficiency of one and the superiority of any other one disciplinary approach. Rather, the situation is much more complex. In economics, for example, the interest in the relationship between science and technology is deeply influenced by the theoretical problem of accounting for the factors of economic growth. The primary concern is with technology and the problem is whether the market induces technological advances or whether they induce new demands that explain the subsequent diffusion of new technologies. Science is generally considered to be an exogenous factor not directly subject to market forces and, therefore, appears to be of no interest.

I first left the university to pursue a career in metallurgical research and nuclear technology. But I soon found myself drawn back to the uni versity to 'round out' an overly specialized education. It was along this path that I was 'waylaid' into philosophy by teachers like H. L. Van Breda and Bernard Boelen. The philosophy department at Duquesne University was then (1958-1962) a veritable "little Louvain," and the Belgian-Dutch connection exposed me to (among other visiting scholars) Jean Ladriere and Joe Kockelmans, who planted the seeds which eventually led me to the hybrid discipline of a hermeneutics of natural science, and prompted me soon after graduation to make the first of numerous extended visits to Belgium and Germany. The endeavor to learn French and German led me to the task of translating the phenomenological literature bearing especially on natural science and on Heidegger. The talk in the sixties was of a "continental divide" in philosophy between Europe and the Anglo-American world. But in designing my courses in the philosophy of science, I naturally gravitated to the works of Hanson, Kuhn, Polanyi and Toulmin without at first fully realizing why I felt such a strong kinship with them, beyond their common anti positivism.
