For a brief period in the mid-twentieth century, China had the makings of a professional, apolitical military force. The Rise and Fall of an Officer Corps tells the story of that moment in the military history of modern China—how it came to be, why it ultimately failed, and what it meant for China at home and abroad. Between 1942 and 1955 a cadre of highly trained, nationalistic, and cosmopolitan Chinese officers created a professional, depoliticized military, a force that could effectively represent the aspirations of China as a world power. Drawing on multiple archival sources and Chinese military journals, author Eric Setzekorn charts the development of this new army as a critical cultural and political force with extensive connections to foreign powers. During this period, military officers were the primary actors in an intergovernmental partnership between the United States and the Republic of China. The partnership gave officers access to educational opportunities and technological transfers that were central to their professional ideals. Setzekorn’s account of the career of General Sun Li-jen, an American-educated Chinese army officer, illustrates the rise of this new sense of professionalism as well as its decline after 1953. Setzekorn then traces the failure of the army-building project to a renewed politicization of military forces, marked by a purge of key military leaders in 1955 by Chiang Kai-shek and his Koumintang (KMT) party. By focusing on this important chapter in Chinese military history, Setzekorn’s work also highlights broader patterns of military transformation during the pivotal period from World War II through the early Cold War. But unlike South Korea and Japan, where large firms have been the major exporters, before the late 1980s Taiwan’s successful exporters were overwhelmingly small- and medium-sized enterprises (SMEs). The SMEs became the engine of the entire economy, yet for many years the state virtually ignored the SMEs and their role as exporters. What factors account for the success of the SMEs and their benign neglect by the state? The key was a strict division of labor: state and large private enterprises jointly monopolized the domestic market. This gave the SMEs a free run in export markets. How did this industrial structure come into being? The author argues that it was an unintended consequence of the state’s policy toward the private sector and its political strategies for managing societal forces. Indeed, Taiwan’s unique industrial structure was shaped by both the witting and the unwitting interactions of the state and the private sector. Moreover, as the author shows, this industrial policy was a product of the internal politics of the economic bureaucracy, and the formulation and implementation of economic policy hinged on mechanisms for solving differences within the state. "

Using the 1930s as a historical reference, the contributions question role of international organizations during conflicts, war and crises, gaining insights into their function as peacekeeping forces in the 21st century. While chapter one discusses the historicity of international organizations and the availability of sources, the second chapter deliberates on Eurocentrism and science policy, considering the converging of newly created epistemic communities and old diplomatic elites. Chapter 3 sheds light on international organizations as platforms, expanding the field of research from the diversity of organizations to the patterns of global governance. The final chapter turns to the question of how international organizations invented and introduced new fields of action, pointing to the antithetic role of standardization, the preservation of cultural heritage and the difficulties in reaching a non-Western approach.
