It is distinct from its predecessors in four respects. First, it places more emphasis on donor assistance strategy as essential to support the crucial, domestic reforms which have been identified. Second, it stresses that better use of investment is the key issue. This requires not only appropriate pricing policies, but also adequate management capacity in the government and a more active role for nongovernmental institutions in the private sector. Third, it analyzes the growing debt servicing burden of these countries in the context of their overall requirements for foreign exchange. Finally, the report draws attention to the long term constraints to development, which include population growth, human resource development, technological change, and the erosion of natural resources. Unless these issues receive continuing and increased attention, development in Africa will continue to be frustrated.
