The subsequent independence of Montenegro and Kosovo brought the total number to seven. Balkan scholar and diplomat to the region Mieczyslaw P. Boduszynski examines four of those states—Croatia, Slovenia, Macedonia, and the Federal Republic of Yugoslavia—and traces their divergent paths toward democracy and Euro-Atlantic integration over the past two decades. Boduszynski argues that regime change in the Yugoslav successor states was powerfully shaped by both internal and external forces: the economic conditions on the eve of independence and transition and the incentives offered by the European Union and other Western actors to encourage economic and political liberalization. He shows how these factors contributed to differing formulations of democracy in each state. The author engages with the vexing problems of creating and sustaining democracy when circumstances are not entirely supportive of the effort. He employs innovative concepts to measure the quality of and prospects for democracy in the Balkan region, arguing that procedural indicators of democratization do not adequately describe the stability of liberalism in post-communist states. This unique perspective on developments in the region provides relevant lessons for regime change in the larger post-communist world. Scholars, practitioners, and policymakers will find the book to be a compelling contribution to the study of comparative politics, democratization, and European integration.

Book excerpt: Saw Myat Sandy’s study deals with theoretical and empirical analysis of the political transitions in former Yugoslavia and Burma, the present day Myanmar. It covers the transition period of both states from the late 1980s until present. The author examines the democratic transition in both states, where the process has been ‘unsuccessfully accomplished’, i.e. after a very promising beginning sooner or later undermined by the challenges of the transition, which threatened to reverse, what was gained by democratisation. In this dissertation, Saw Myat Sandy argues that the democratic transition in both states became an extended process of transition’ because of its multi-ethnic societies. The democratisation in former Yugoslavia led to disintegration, and in Myanmar it is proving to be an intractable one and has become almost un-resolvable to anyone’s satisfaction. Myanmar today suffers from on-going political instabilities that cause political and social fragmentations but does not demonstrate that it will fall into conventional Balkan scenarios. This dissertation analyses if Myanmar’s political transition will follow the former Yugoslavian fate by using the transition theoretical framework and highlighting the empirical facts on the problems of ethnicity and other political factors that relate to these democratisation processes. The theoretical approaches are based on the ‘democratic transition and consolidation theories’ argued by Juan J. Linz, Alfred Stepan and Samuel Huntington. As opposed to many quantitative studies, relevant dimensions will gradually appear in this qualitative case study. The theoretical perspectives that apply are equally significant and supplement each other and relate to its national experience. The study contributes to the conventional theoretical debate and aims to offer the understanding for the need to expand the link between ethnicity and political transitions in transition theories. It proposes a heuristic method to integrate the dynamic of ethnicity in political transition theories.

Book excerpt: This short paper aims to provide an overall assessment of the transitional justice processes in the countries emerging from the violent break-up of the former Yugoslavia by focusing on the issues of reparations for victims of the armed conflicts. These states are Croatia, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia (FYROM), Serbia, and Kosovo. The issue of reparations for victims can be seen as one measure of the breadth and depth of the transitional justice process within these countries. Evidently, dealing with a violent past comes at a cost - political, economic, and social - and requires gradually changing public attitudes through education and increasing public awareness, which in turn requires political will and courageous and good political leadership. The paper will focus on two main transitional justice initiatives. First, it will address the role of the International Criminal Tribunal for the former Yugoslavia (ICTY) in supporting transitional justice processes in these states, with particular reference to the issues of reparations for victims and reconciliation. The Tribunal's activity and apparent achievements are contrasted with perceptions of, and general public attitudes towards, its work. Second, the paper will address a proposal coming from the civil society for creating a regional truth and reconciliation commission in the Balkans. While these two issues will form the primary focus on this paper, it should also be noted that many issues connected to the evaluation of transitional justice processes and societal transformation in the states emerging from the former Yugoslavia are likely to raise further questions, which cannot be adequately addressed in a paper of this scope.

For decades Yugoslavia had been developing its own model of socialism based on workers' self-management and the increasing use of the market mechanism. As a result, many scholars view the Yugoslav economy differently from other socialist systems. In this book, Dr Milica Uvalic demonstrates how some of the fundamental features of the Yugoslav economy have remained similar to those characterising other socialist economies. Dr Uvalic focuses on theoretical and empirical issues related to investment in Yugoslavia since 1965. She examines investment policies, sources of finance, macroeconomic performance, enterprise incentives, and current property reforms in relation to Western theory on investment behaviour in the labour-managed firm and Kornai's theory on socialist economies. In line with Kornai's theory, the author argues that investment reforms have not led to substantially changed enterprise behaviour, which illustrates the limited results to be expected from partial reforms in a socialist economy. The fundamental problems in Yugoslavia are thus generic to socialist economic systems, rather that the specific characteristic of self-management.
