An apparent feature about this transformation, however, is that Africa’s youth appear to have been left out. This book critically examines the extent and consequences of the marginalization of African youth. It questions conventional wisdoms about data trends, aspirational goals, and common policy interventions surrounding Africa’s youth that have been variously propagated in both the development studies literature and in mainstream donor policy reports. The book explores macro trends from both a temporal and cross-regional perspective in order to highlight what is distinct about contemporary African youth and whether their prospects and behaviours do actually vary from their counterparts in other regions of the world or from previous generations of African youth. Such studies include cross-country analyses of youth employment patterns and modes of political participation, in-depth examination of the behaviours and aspirations of the urban youth, and critical reflections on the impact of rural employment initiatives, vocational education, and learnership programmes. The incorporation of multiple methods and disciplines, as well as its attention to policy issues, ensures that the book will be of great interest to graduate students, researchers, and professional researchers whose work lies at the intersection of African area studies and development studies as well as those focused on development economics, political science, and public policy and administration.

Book excerpt: Despite impressive progress in the economic performance of many African countries in recent years, youth unemployment remains one of the continent’s main socioeconomic and political problems. This study employs panel data covering 49 African countries for the period 2000–2017 to provide the first attempt to explicitly examine the dynamic relationship between quality foundational skills, measured by basic education quality (teacher-pupil ratio), and youth unemployment, while considering the conditional role of institutional capacity, measured by control of corruption, regulatory quality, and financial development. The empirical estimation in this paper is based on a two-step system generalized method of moments (SGMM), in order to control for unobserved heterogeneity and potential endogeneity of all the explanatory variables. The following are the main findings: First, youth unemployment is persistent in Africa. Second, quality of basic education exerts a negative impact on youth unemployment. Third, greater control of corruption, improved regulatory quality, and better structured financial sectors strengthen the effect of quality basic education in reducing youth unemployment. These findings provide a clear policy pathway for reducting youth unemployment. In particular, we recommend that better quality basic education, a well-structured financial structure, and institutional quality should constitute a fundamental component of the policy mix to reduce youth unemployment in Africa.

This paper discusses the specific barriers that youth face in accessing employment in Sub-Saharan Africa, and the ways in which young women's employment is constrained above and beyond the constraints faced by male youth. The paper synthesizes the emerging lessons from a growing evidence base on interventions that aim to support young women's employment, and identifies knowledge gaps and priority research questions for the future. The objective is to develop a gender-informed policy and research agenda on youth employment that can guide practitioners, development partners, and researchers who seek to advance young women's empowerment and employment in the context of youth employment programming and policy making.

In 2016, it was projected that, given the country’s growing youth population, 300,000 new jobs would need to be created each year to absorb the increasing numbers of unemployed young people. Yet the employment structure of the Ghanaian economy has not changed much from several decades ago. Most jobs are low skill, requiring limited cognitive or technology know-how, reflected in low earnings and work of lower quality. An additional challenge for Ghana is the need to create access to an adequate number of high-quality, productive jobs. This report seeks to increase knowledge about Ghana’s job landscape and youth employment programs to assist policy makers and key stakeholders in identifying ways to improve the effectiveness of these programs and strengthen coordination among major stakeholders. Focused, strategic, short- to medium-term and long-term responses are required to address current unemployment and underemployment challenges. Effective coordination and synergies among youth employment programs are needed to avoid duplication of effort while the country’s economic structure transforms. Effective private sector participation in skills development and employment programs is recommended. The report posits interventions in five priority areas that are not new but could potentially make an impact through scaling up: (1) agriculture and agribusiness, (2) apprenticeship (skills training), (3) entrepreneurship, (4) high-yielding areas (renewable energy†“solar, construction, tourism, sports, and green jobs), and (5) preemployment support services. Finally, with the fast-changing nature of work due to technology and artificial intelligence, Ghana needs to develop an education and training system that is versatile and helps young people to adapt and thrive in the twenty-first century world of work.

Are policymakers responding to the youth employment challenge? Or will there be widespread unemployment, social instability, and an exodus to cities and abroad? Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. Governments have adopted youth employment as a priority, but policies often do not address the specific needs of rural populations. Youth and Jobs in Rural Africa emphasizes that by going beyond stylized facts and drawing on more granular analysis, we can design effective policies to turn Africa's youth problem into an opportunity for rural transformation.

This includes the South African version of the Arab Spring, where young people riot or agitate for extreme political and social change because of a belief that access to education and jobs is only possible through social status or corruption (Spring), fair access to a high number of jobs supported by Chinese interventions (Summer), a technology- driven decline in the number of jobs where merit- based access for youth is granted (Fall), and the collapse of the economy, with the economy collapsing and youth becoming increasingly desperate (Winter). The author then presents five strategies to fight youth unemployment, including training of youth to start businesses, stimulating small- and medium- sized enterprises, and sending unemployed youth abroad for skills development and to where their labour is needed. This book will be of interest to scholars of South African politics and economics, labour economics and youth studies, and readers with an interest in tackling youth unemployment independent of the country.
