Book excerpt: This study investigated the relative importance of youth and lack of driving experience as contributors to the over representation of young drivers in traffic crashes. Interviews were conducted with drivers aged 16-29 to collect information on their personal characteristics, travel patterns and crash histories. After allowing for differences in exposure (time spent driving), crash involvement was found to be associated with lack of driving experience and with high levels of recklessness. Recklessness was higher amongst young drivers. Drivers who obtain a licence relatively early were no more reckless than those who are licensed when somewhat older Young males were significantly more reckless than young females but did not have higher crash risk (after controlling for exposure). Thus, skill levels may be higher among young males, compensating for their greater recklessness. Although experience was found to be more important than age in determining crash risk, the high correlaton between the two means that the issue cannot be resolved beyond all doubt. Future research should directly address the skill and motivational variables elevant to crash risk, rather than relying on experience nd age as proxies. The present study has taken an mportant step in this direction by demonstrating that ecklessness is a better predictor of young driver crash nvolvement than age. Book excerpt: A theoretical model of the determinants of young driver crash risk is outlined and some methodogical issues concerning types of available data, measures of crash risk and measures of exposure to risk are discussed. Within this framework, published literature on young driver crashes in Australia and other countries is reviewed. The general nature and magnitude of the problem is described in terms of data on fatal and serious injury crashes derived from mass databases; information from more detailed studies of sub-sets of crashes is used to provide a more comprehensive description of the patterns of occurrence & charateristic of young driver crashes. Information is discussed in relation to driver age, experience and gender, time of crash occurrence, passenger characteristics, crash type, pre-crash vehicle manoeuvres, driver errors, and alcohol and seatbelt offenses. Information is discussed within the framework of a theoretical model in which the major determinants of risk are : drivers' personal characteristics (skill, motivation) and their exposure to crash risk (both quantitative and qualitative factors). The review found that young drivers' skills are less developed than those of older drivers; research is required to define the types and amounts of experience needed to become a 'fully skilled ' driver; that young driver motivation differs in some important ways from that of older drivers; that decisions made prior to driving influence drivers' subsequent exposure to crash risk, independent of their actual driving performance; and that there is insufficient evidence to reach any clear conclusion on the issue of the 'young problem driver '. Book excerpt: "The goal of this research project was to develop a methodology to assist the Wisconsin Department of Transportation (WisDOT) in the evaluation of effectiveness of teen driver education programs over the short and long terms. The research effort was divided into two phases. Phase I focused on the development of an evaluative methodology that was based upon a review of the relevant literature and Wisconsin-specific policies and available data sources. This review culminated in a program assessment tool focused on four contributing areas of teen driver training and education: 1) Guardian Involvement; 2) Driver Education and Training Curricula Requirements; 3) GDL Coordination; and 4) Instructor Qualifications. The proposed methodology was presented to the Project Oversight Committee and was validated through two rounds of pilot testing using materials provided by programs and schools under the oversight of both WisDOT and the Wisconsin Department of Public Instruction. The resulting methodology informed the Phase II implementation plan recommendations. Work products included within this report are an annotated bibliography; a knowledge base documenting best practices and Wisconsin-specific data sources; a methodology that may be used to analyze and evaluate the effectiveness of driver-training programs as they relate to the demonstrated safety and behavior of teen drivers in Wisconsin; and a three-phase implementation plan."--Technical report documentation page.

Book excerpt: This report presents an overview of results in other reports in this series which separately analysed Australian and USA mass crash databases. The focus was on identifying differences between the crash patterns of young and mature car drivers which occur consistently across databases, as well as consistent differences between daytime and night time crash patterns. Results showed that day/night differences were often large, and usually of similar magnitude for both young and mature drivers. Higher young driver compared to mature driver involvement was shown for single vehicle crashes, crashes occurring on curves or slopes, travelling above the speed limit or at excessive speed, and crashes where 'loss of control ' was identified as a casual factor.
