Book excerpt: [Truncated abstract] The central objective of this thesis is to trace the trajectory of Southern Rhodesia's immigration policies and restrictions between 1890 and 1965, to explore what they reveal about the government's nation-building project and analyse how this project stimulated the development of an imagined white Southern Rhodesian national identity. Between British conquest in 1890 and the announcement of a Unilateral Declaration of Independence (UDI) in 1965, the colony of Southern Rhodesia was developed as a 'white man's country.' During this period the minority white population never exceeded 250 000, yet by UDI this relatively small community had developed a unique, imagined and overarching white national identity. The Southern Rhodesian government was heavily involved in this process and employed immigrant selection processes to ensure that those entering the colony would 'fit' into the existing white community and cultivate rather than challenge the social structure. The colony's immigration laws, migration schemes and practices of inclusion and exclusion therefore provide the historian with a useful lens through which the myth of imperial nation-building and the changing structures of a distinctive, racialised national identity can be examined. Due to the strict selection of men for the Cecil Rhodes's Pioneer Column and the introduction of early restrictive immigration policies, a nascent white national identity first began to emerge in the first three decades of British South African Company (BSAC) rule following the initial conquest of Southern Rhodesia in 1890 until the attainment of Responsible Government in 1923. This emerging national identity had to be imagined and engineered because in reality the white population was disparate and divided; but regardless of the actual inequalities and social rifts that prevailed, the white community and the BSAC government were united behind the common goal of maintaining white supremacy. During the interwar years the new Southern Rhodesian settler government attempted to encourage an increasing number of British migrants to the developing colony but still wanted to ensure that all migrants would assimilate into the white community and thus maintained a restrictive immigration policy. Even so, by the outbreak of World War II, the white settler population was still much smaller than the African majority, and in the post-WWII period it became clear that more British men and women were needed if white supremacy was to be maintained in the face of growing African nationalist opposition and rapid decolonisation...

That is, until now. In this book Luise White highlights the crucial tension between Rhodesia as it imagined itself and Rhodesia as it was imagined outside the country. Using official documents, novels, memoirs, and conversations with participants in the events taking place between 1965, when Rhodesia unilaterally declared independence from Britain, and 1980 when indigenous African rule was established through the creation of the state of Zimbabwe, White reveals that Rhodesians represented their state as a kind of utopian place where white people dared to stand up for themselves and did what needed to be done. It was imagined to be a place vastly better than the decolonized dystopias to its north. In all these representations, race trumped all else including any notion of nation. Outside Rhodesia, on the other hand, it was considered a white supremacist utopia, a country that had taken its own independence rather than let white people live under black rule. Even as Rhodesia edged toward majority rule to end international sanctions and a protracted guerilla war, racialized notions of citizenship persisted. One man, one vote, became the natural logic of decolonization of this illegally independent minority-ruled renegade state. Voter qualification with its minutia of which income was equivalent to how many years of schooling, and how African incomes or years of schooling could be rendered equivalent to whites, illustrated the core of ideas about, and experiences of, racial domination. White s account of the politics of decolonization in this unprecedented historical situation reveals much about the general processes occurring elsewhere on the African continent."

A Matter of Weeks Rather than Months recounts the action and reaction to Ian Smith's unilateral declaration of Rhodesia's independence, the second such declaration since the American one of 1776. It examines the dilemmas of both sides. Smith's problem was how to legitimise his rebellion to secure crucial investment capital, markets, trade and more. His antagonist, the British Prime Minister, Harold Wilson, was determined not to transfer sovereignty until Rhodesia accepted African majority rule in common with the rest of Africa. Given British feelings for their Rhodesian kith and kin and Rhodesia's landlocked position, Wilson eschewed the use of force. He could only impose sanctions but hoped they would defeat Smith 'in a matter weeks rather than months'. The Rhodesians, however, evaded the sanctions with such success that they forced Wilson to negotiate a settlement. Negotiations were nevertheless doomed because the self-confident Rhodesians would not accept a period of direct British rule while rapid progress to majority rule was made or the imposition of restraints on powers they had possessed since gaining self-government in 1923. In tune with their allies in the African National Congress of South Africa, the Rhodesian or Zimbabwean African nationalists had already adopted the Marxist concept of the 'Armed Struggle' as a means to power. Sponsored by the Communist Bloc, its surrogates and allies, they began a series of armed incursions from their safe haven in Zambia. Although bloodily and easily repulsed, they would learn from their mistakes as the Rhodesian forces would discover in the 1970s. Consequently, this is a tale of sanctions, negotiations and counter-insurgency warfare.
