Book excerpt: These are but a few of my recollections of the Cotter Mill from its 1958 Fremont County, Colorado inauguration to the year 2000 when General Atomics obtained the mill, four sections of industrial and rural real estate, assets and obligations for the sum of $1,000,000, or the value of a couple of neighboring homes. Contrary to popular opinion, early Cotter was not welcomed with open arms by Canon City society. As a matter of fact early employees were openly referred to as, "The unwelcome foreign element." Individual and collective efforts changed the atmosphere, especially when Cotter conveyed bargain basement priced water to a beleaguered private golf course. (29) Lynn Boughton was Cotter's Assistant Chief Chemist from 1958 to 1964 and Chief Chemist until he resigned in 1979. Lynn was my husband. We were in love and happily married for fifty-two years. We were also business partners, best friends, and sounding boards. On the subject of Cotter, Lynn talked-I listened; especially when our real estate was included in a Super Fund site, when his illness appeared related to nuclear exposure, and even more closely when his illness was proven to be indisputably caused by working with nuclear material; an illness that took his life in 2001. My memory is reasonably good, but certainly not flawless. My comments should not be taken as fact but as probably not too far wrong. After Lynn's death, I donated thousands of his documents to The University of Colorado Boulder Archives. ***** The future rests on the past but new ownerships, new administration, new bureaucracies always believe they start with a "clean slate" ignoring the past as they persist in repeating the same mistakes. In dealing with nuclear materials, mistakes affect, not only fortunes, but the health and property of neighbors and future generations. Deyon Boughton

Available in PDF, EPUB and Kindle. Book excerpt: Australia’s Nuclear Policy: Reconciling Strategic, Economic and Normative Interests critically re-evaluates Australia’s engagement with nuclear weapons, nuclear power and the nuclear fuel cycle since the dawn of the nuclear age. The authors develop a holistic conception of ’nuclear policy’ that extends across the three distinct but related spheres - strategic, economic and normative - that have arisen from the basic ’dual-use’ dilemma of nuclear technology. Existing scholarship on Australia’s nuclear policy has generally grappled with each of these spheres in isolation. In a fresh evaluation of the field, the authors investigate the broader aims of Australian nuclear policy and detail how successive Australian governments have engaged with nuclear issues since 1945. Through its holistic approach, the book demonstrates the logic of seemingly conflicting policy positions at the heart of Australian nuclear policy, including simultaneous reliance on US extended deterrence and the pursuit of nuclear disarmament. Such apparent contradictions highlight the complex relationships between different ends and means of nuclear policy. How successive Australian governments of different political shades have attempted to reconcile these in their nuclear policy over time is a central part of the history and future of Australia’s engagement with the nuclear fuel cycle.

Book excerpt: A team of Intelligence agents try to prevent an impending terrorist attack, but are thwarted by bureaucratic hurdles in this darkly humorous debut written by a former CIA agent Maddie James and her colleagues are terrorism experts working in a crumbling intelligence agency. They are certain another big terrorist attack is coming, but in a post-9/11 election year the Administration is stressing its victories in the War on Terror—and few want to hear the team’s warnings. Reluctantly, Maddie’s given a team of five analysts to focus on the impending threat. The crew labors through bureaucratic obstacles, personal problems, and a blossoming romance between its senior members, Doc and Fran. They come heartbreakingly close to stopping the attack, but fail to predict a surprising twist in the terrorists’ plot. In the wake of tragedy, the Administration pins blame on Iran despite lack of evidence—so Maddie and her team try to investigate. With dark humor and a razor-sharp tone, they fight back against office politics, government cover-ups and blackmail in order to set the record straight. A keenly crafted debut that could only be written by an ex-CIA agent, Intelligence will please fans of Wag the Dog and Primary Colors. Susan Hasler is featured in the HBO documentary "MANHUNT" about the female analysts who worked so hard to capture Bin Ladin.

Available in PDF, EPUB and Kindle. Book excerpt: This collection examines the foreign and domestic policies of President George W Bush's administration. The analysis begins with an account of how highly polarized - in terms of public opinion and electoral patterns - this presidency has proved to be (in a chapter by the editors). This is followed by chapters on the use of unilateral executive powers (by Louis Fisher and William Howell) and pre-rogative powers (by Richard Pious). Because the policy choices of the Bush presidency have had such fundamental effects both in domestic policy and in US foreign policy, three contributors (Thomas Langston, John Burke, James Pfiffner) then address the processes of decision making especially in respect to the war against Iraq. How the administration governs by a recurring process of campaigning is examined in chapters on public opinion and war (by Gary Jacobson), the promotional presidency (by Larry Jacobs), mobilizing congressional support for war (by Scott Blinder) and the White House communications system (by Martha Kumar). Finally the way in which the Bush White House relates to congress and the process of building congressional coalitions to enact laws is the subject of chapters on 'executive style' of this administration (by Charles O Jones) and the failure to reform social security (by Fiona Ross). It will be essential reading for anyone wishing to understand one of the most controversial administrations in recent years.

Available in PDF, EPUB and Kindle. Book excerpt: This volume brings together more than three decades of research and writings by Professor Ramesh Thakur on the challenges posed by nuclear weapons. Following an introduction to the current nuclear state of play, the book addresses the challenge of nuclear weapons in three parts. Part I describes the scholar-practitioner interface in trying to come to grips with this challenge, the main policy impact on security strategy, and the various future nuclear scenarios. Part II addresses regional nuclear challenges from the South Pacific to East, South and West Asia and thereby highlights serious deficiencies in the normative architecture of the nuclear arms control and disarmament regime. In the third and final part, the chapters discuss regional nuclear-weapon-free zones, NPT anomalies (and their implications for the future of the nuclear arms control regime) and, finally, assess the global governance architecture of nuclear security in light of the three Nuclear Security Summits between 2010 and 2014. The concluding chapter argues for moving towards a world of progressively reduced nuclear weapons in numbers, reduced salience of nuclear weapons in national security doctrines and deployments, and, ultimately, a denuclearized world. This book will be of much interest to students of nuclear proliferation, global governance, international organisations, diplomacy and security studies.

Book excerpt: What can photographs reveal about Canada’s nuclear footprint? The Bomb in the Wilderness contends that photography is central to how we interpret and remember nuclear activities. The impact and global reach of Canada’s nuclear programs have been felt ever since the atomic bombs dropped on Japan in 1945. But do photographs alert viewers to nuclear threat, numb them to its dangers, or actually do both? John O’Brian’s wide-ranging and personal account of the nuclear era presents and discusses over a hundred photographs, ranging from military images to the atomic ephemera of consumer culture. His fascinating analysis ensures that we do not look away.

Book excerpt: The decade 2004-14- when the two United Progressive Alliance (UPA) governments, led by prime minister Manmohan Singh, were in office- was a remarkable milestone in the history of India's diplomacy. The period saw a significant transformation in the way India deals with the external world. Under the quiet and active leadership of prime minister Manmohan Singh, India established important strategic partnerships, managed key security challenges, carved out a position of influence in core domains of global governance, and fostered the economic development and socio-political stability of its neighbourhood. The ten years of UPA rule has been a crucial passage in the evolution of India's foreign policy, and yet this period has been-until now-curiously understudied. This book bridges this puzzling gap in the literature. In this book, seventeen eminent scholars of international relations, drawn from leading universities around the world, examine and debate India's diplomacy during this period. This is the first comprehensive assessment of the transformations brought by the UPA governments in India's foreign policy. It offers a wide-ranging analysis of India's bilateral relations and engagements with important geographic regions, as well as insight into India's diplomacy on major issue areas such as international trade, nuclear policy, maritime security, energy, and UN Security Council reform.

Book excerpt: Bestselling author James B. Stewart's newsbreaking investigation of our era's most high-profile perjurers, revealing the alarming extent of this national epidemic. Our system of justice rests on a simple proposition: that witnesses will raise their hands and tell the truth. In Tangled Webs, James B. Stewart reveals in vivid detail the consequences of the perjury epidemic that has swept our country, undermining the very foundation of our courts. With many prosecutors, investigators, and participants speaking for the first time, Tangled Webs goes behind the scene of the trials of media and homemaking entrepreneur Martha Stewart; top White House political adviser Lewis "Scooter" Libby; home-run king Barry Bonds; and Wall Street money manager Bernard Madoff. The saga of Martha Stewart's conviction captured the nation, but until now no one has answered the most basic question: Why would Stewart risk prison, put her entire empire in jeopardy, and lie repeatedly to government investigators to save a few hundred thousand dollars in stock gains? Moreover, how exactly was the notoriously meticulous Stewart brought down? Drawing on the accounts of then-deputy attorney general James Comey and U.S. Attorney Patrick Fitzgerald, Stewart sheds new light on the Libby investigation, making clear how far into the White House the Valerie Plame CIA scandal extended, and why Libby took the fall. In San Francisco, Giants home-run king Barry Bonds faces trial due to his testimony before a grand jury investigating the use of illegal steroids in sports. Bonds was warned explicitly that the only crime he faced was perjury. Stewart unlocks the story behind the mounting evidence that he nonetheless lied under oath. Bernie Madoff's Ponzi scheme is infamous, but less well known is how he eluded detection for so long in the face of repeated investigations. Of the four he is the only one who has admitted to lying. The perjury outbreak is symptomatic of a broader breakdown of ethics in American life. It isn't just the judicial system that relies on an honor code: Academia, business, medicine, and government all depend on it. Tangled Webs explores the age-old tensions between greed and justice, self-interest and public interest, loyalty and duty. At a time when Americans seem hungry for moral leadership and clarity, Tangled Webs reaffirms the importance of truth.

Available in PDF, EPUB and Kindle. Book excerpt: There is much debate about the scope of international law, its compatibility with individual state practice, its enforceability and the recent and limited degree to which it is institutionalized. This collection of essays seeks to address the issue of access to justice, the related element of domestic rule of law which does not yet figure significantly in debates about international rule of law. Even in cases in which laws are passed, institutions are present and key players are ethically committed to the rule of law, those whom the laws are intended to protect may be unable to secure protection. This is an issue in most domestic jurisdictions but also one which poses severe problems for international justice worldwide. The book will be of interest to academics and practitioners of international law, environmental law, transitional justice, international development, human rights, ethics, international relations and political theory.
