Book excerpt: Ever since the First World War, socialists have considered imperialism a calamity: responsible for militarism, economic stagnation, and assaults on democracy in the metropolitan countries, an impediment to economic and cultural development in the Third World. So widespread has this view become that it is shared, in its essentials, not only by Marxists but also by an entire school of liberal development economists. Bill Warren breaks with this traditional outlook, arguing that the theory of imperialism, one of Marxism's most influential concepts, is not only contradicted by the facts, but has diluted and distorted Marxism itself. In particular, Warren disputes the claim that "monopoly capitalism" represents the ultimate stage of senile capitalism and sets out to refute the notion that imperialism is a regressive force impeding or distorting economic development in the Third World. The book argues on the contrary that direct colonialism powerfully impelled social change in Asia and Africa, laying the foundation for a vibrant indigenous capitalism. Finally, it takes issue with the conventional view that postwar economic performance in the Third World has been disastrous, presenting a powerful empirical case that the gap between rich and poor countries is actually narrowing. There was no single volume given over to a concise treatment of these organizations. of the international organizations themselves can be con The annual reports sulted, of course, but as a rule these are not noted for being brief and to the point (the items of importance have to be fished out of a sea of useless detail), nor do they go in for criticism of their own activities. In selecting the organizations to be dealt with in the book I was guided by the influence they exert. I have left out those whose activities consist mainly in the drafting recommendations to which, however meritorious they may be, little or no attention is paid. Some of them are included in the Introduction, which provides a summary of a number of institutions not discussed separately in the body of the work. There are, however, two exceptions: the Organization for Economic Cooperation and Development (OECD) as the organization replacing the Organization for European Economic Cooperation (OEEC), and the United Nations Conference on Trade and Development (UNCTAD) whose meetings have succeeded in drawing much attention of the press.

Book excerpt: A great many socio-economic events of the utmost importance have taken place in rapid succession in the historically short period of hardly more than three decades. After the Second World War the pace of socio-economic progress has experienced an unprecedented acceleration. This is nothing new in itself. Social formations and the corresponding productive forces prior w socialism had also followed each other at a rapidly increasing rate. Acceleration can also be witnessed in the accumulation of human knowledge, in the fielc;ls of science and technology. Parallel with the development of the productive forces, the growth of population has been exponential. More than one and a half thousand years were needed for the world population to double since the beginning of our era, whereas it takes now less than 40 years. The emergence of capitalism, the appearance of mechanized mass production brought about a radical change in the general progress of human civilization. It opened up the machine age. The classics of Marxism highly appreciated the new power and labour machines and the resulting growth in production, and stated that the productive forces created under capitalism had far surpassed those brought about by all earlier societies taken together. This is true even though the technology of that time looked upon in hindsight had produced hardly more than primitive steam engines and simple labour machines which have by now become, for the most part, relics of technical history.
