Book excerpt: Updates from unremarked dates material used in the Institute's vacation schools at Surrey University, which over the past 15 years have become the de-facto industry standard in satellite communications. The approach concentrates on the design and planning of systems, includes little theory, and just quotes equations rather than deriving them. New material has been added on the history and background of the field; the business aspects of satellite communications; and on new applications in mobile and personal communication systems, multimedia systems, military business and small satellites, navigation, and positioning. Graduate, undergraduate, and practicing engineers should benefit from the treatment. Annotation copyrighted by Book News, Inc., Portland, OR

Book excerpt: The possibilities of Direct Broadcast by Satellite (DBS) have provoked serious debate in modern telecommunications circles, raising vital questions of state sovereignty, cultural interaction, and the functioning of political and economic systems. In this ground-breaking study, Dr. Luther identifies the social, political, and economic factors underlying the evolving international controversy and situates the debate in the larger arena of postwar power relationships, including the rise of socialist and Third World countries. Placing these issues in a unique historical framework, she discusses the rise of international regulation through the International Telecommunications Union (ITU), the role of radio interests in the United States, and the legitimizing effect of the then-emerging mass communications research and scholarship. Dr. Luther also devotes particular attention to the First Amendment and "free flow" arguments put forth by the United States in support of an unfettered international transmission of radio and television signals via satellite. A provocative, insightful work, The United States and the Direct Broadcast Satellite will do much to help clarify the ongoing DBS debate.

Book excerpt: Increasingly, international legal arrangements imagine future worlds or create space for experts to articulate how the future can be conceptualized and managed. With the increased specialization of international law, a series of functional regimes and sub-regimes has emerged, each with their own imageries, vocabularies, expert-knowledge, and rules to translate our hopes and fears for the future into action in the present. At issue in the development of these regimes are not just competing predictions of the future based on what we know about what has happened in the past and what we know is happening in the present. Rather, these regimes seek to deal with futures about which we know very little or nothing at all; futures that are inherently uncertain and even potentially catastrophic; futures for which we need to find ways to identify, conceptualise, manage, and regulate risks the existence of which we can possibly only speculate about. This book explores how the future is imagined, articulated, and managed across the various fields of international law, including the use of force, maritime security, international economic and environmental law, and human rights. It investigates how the future is construed in these various areas; how the costs of risk, risk regulation, risk assessment, and risk management are distributed in international law; the effect of uncertain futures on the subjects of international law; and the way in which international law operates when faced with catastrophic or existential risk.

Book excerpt: From the 1967 live satellite program "Our World" to MTV music videos in Indonesia, from French television in Senegal to the global syndication of African American sitcoms, and from representations of terrorism on German television to the international Teletubbies phenomenon, TV lies at the nexus of globalization and transnational culture. Planet TV provides an overview of the rapidly changing landscape of global television, combining previously published essays by pioneers of the study of television with new work by cutting-edge television scholars who refine and extend intellectual debates in the field. Organized thematically, the volume explores such issues as cultural imperialism, nationalism, postcolonialism, transnationalism, ethnicity and cultural hybridity. These themes are illuminated by concrete examples and case studies derived from empirical work on global television industries, programs, and audiences in diverse social, historical, and cultural contexts. Developing a new critical framework for exploring the political, economic, sociological and technological dimensions of television cultures, and countering the assumption that global television is merely a result of the current dominance of the West in world affairs, Planet TV demonstrates that the global dimensions of television were imagined into existence very early on in its contentious history. Parks and Kumar have assembled the critical moments in television's past in order to understand its present and future. Contributors include Ien Ang, Arjun Appadurai, Jose B. Capino, Michael Curtin, Jo Ellen Fair, John Fiske, Faye Ginsburg, R. Harindranath, Timothy Havens, Edward S. Herman, Michele Hilmes, Olaf Hoerschelmann, Shanti Kumar, Moya Luckett, Robert McChesney, Divya C. McMillin, Nicholas Mirzoeff, David Morley, Hamid Naficy, Lisa Parks, James Schwoch, John Sinclair, R. Anderson Sutton, Serra Tinic, John Tomlinson, and Mimi White.
