Book excerpt: The evaluation of reproductive, maternal, newborn, and child health (RMNCH) by the Disease Control Priorities, Third Edition (DCP3) focuses on maternal conditions, childhood illness, and malnutrition. Specifically, the chapters address acute illness and undernutrition in children, principally under age 5. It also covers maternal mortality, morbidity, stillbirth, and influences to pregnancy and pre-pregnancy. Volume 3 focuses on developments since the publication of DCP2 and will also include the transition to older childhood, in particular, the overlap and commonality with the child development volume. The DCP3 evaluation of these conditions produced three key findings: 1. There is significant difficulty in measuring the burden of key conditions such as unintended pregnancy, unsafe abortion, nonsexually transmitted infections, infertility, and violence against women. 2. Investments in the continuum of care can have significant returns for improved and equitable access, health, poverty, and health systems. 3. There is a large difference in how RMNCH conditions affect different income groups; investments in RMNCH can lessen the disparity in terms of both health and financial risk.

The Maternal and Child Health Bureau (MCHB), which supports the MCH Training Program, ensures that graduate programs and professional schools selected to receive training grants provide students and faculty with a focus on women and children (including infants and adolescents) in their teaching, research, and service. By attracting attention to children's needs within a public health framework that also emphasizes such MCH values as family-centered and culturally competent care, the program aims ultimately to influence all aspects of maternal and child health throughout the nation. The program supports a set of key leadership activities, all of which promote Title V goals. This report details the MCH Training Program's history and accomplishments in four areas: (1) training students for leadership; (2) developing new fields and providing information and expertise; (3) supporting faculty; and (4) enhancing collaboration. The report also includes a more in-depth discussion of two training priorities: adolescent health and leadership education in neurodevelopmental and related disabilities. In general, this training fails to recognize that behavioral health disorders are among the largest challenges in child health and that changing cognitive, affective, and behavioral health outcomes for children will require new and more integrated forms of care at a population level in the United States. To examine the need for workforce development across the range of health care professions working with children and families, as well as to identify innovative training models and levers to enhance training, the Forum on Promoting Children's Cognitive, Affective, and Behavioral Health held a workshop in November 2016. Workshop panelists and participants discussed the needs for workforce development across the range of health care professions working with children, youth, and families, and identified innovative training models and levers for change to enhance training.
