Book excerpt: This report documents the lessons learned during the evolution of the Virginia Department of Transportation's pilot project to use an automatic vehicle location (AVL) system during winter maintenance operations in an urban setting. AVL is a technology that locates vehicles using a global positioning system, monitors activities associated with the vehicle, transmits the location and activity information to a remote site, and displays the information on maps that are geo-referenced. An AVL system displays real time information concerning the location and activity of vehicles and archives that information over an extended period for later analysis. The pilot project extended over three winter seasons from 1997 through 2000. Because of operational and institutional issues, system problems, and the mild winters during the life of the study, no financially quantifiable savings could be determined. The researchers concluded that AVL technology tracks vehicles performing winter maintenance operations to an acceptable degree of accuracy in a sufficiently timely manner and offered several suggestions to facilitate implementation.

Depending on the complexity desired, many tools and equipment can comprise these systems, including truck controllers, data collection devices, communication devices, plow sensors, and software. This equipment allows agencies to better manage and analyze their winter maintenance operations. There are also numerous choices agencies have in what GPS/AVL solutions to employ, as well as how to effectively use them. The project included four main tasks: conducting a national search of available literature about winter maintenance GPS/AVL solutions, equipment, and technology, developing a survey for state and local agencies to collect data on their experiences with GPS/AVL systems, developing an equipment guide about GPS/AVL equipment based on the literature search and survey results, and developing a synthesis of policies focused on issues and considerations relating to the implementation of GPS/AVL technology for winter maintenance. The following report documents the process of completing the four tasks and the findings on GPS/AVL equipment and vendors.

Book excerpt: This project developed an AVL system for INDOT that utilized the statewide wireless network, SAFE-T. This option was chosen after doing a cost analysis of commercial AVL systems that use cellular data communications. The system developed provides real time information collected during snow and ice removal. Information includes weather and road conditions, truck speed, amount of chemicals spread, time, location, plow position, and road temperature. This information is displayed on INDOT GIS maps available through a browser on the INDOT network. The data is also transferred to the MDSS that INDOT uses in winter activities. This system experienced significant data transfer problems and consequently was eliminated as a viable AVL alternative. Therefore other commercial AVL systems were evaluated in this study. Other activities included investigating other hardware options for data collection and data transfer. Also, a hotspot method for data transfer was tested to do batch data transfer. A summer AVL application for paint stripping was developed. Two other commercial systems were evaluated, IWAPI and ThomTech. The IWAPI system was evaluated over three winter seasons and ThomTech for the 08-09 season. Both systems experienced data transfer problems which seems to be the biggest issue with AVL systems. Overall most users were satisfied with how the systems operated and with the information being collected and reported. The project exposed issues that exist with all types of AVL systems. There are plusses and minuses, and costs and benefits. These are described in the report. One outcome is that AVL systems are not a panacea, they offer better information and benefits, but are they economically justifiable? An internal INDOT study was performed during the 08-09 season that shows a savings of $10,000,000 in salt costs that can be attributed to some degree the use of AVL and MDSS.

Book excerpt: This report covers Phase Two(b) of a long-term in-house advanced vehicle research program of the Arizona Department of Transportation (ADOT) and its Arizona Transportation Research Center (ATRC). The focus of the research evolved early to winter maintenance topics. Phase Two(b), this fourth year of the program, addresses the 2001-02 winter season. ADOT's Phase One snowplow research (1997-2000) was a joint effort with California to field test the Caltrans advanced snowplow (ASP) in Arizona conditions. ADOT crews evaluated the Caltrans ASP lane-guidance system in four-week test cycles for two consecutive winters at a six-mile test loop of embedded roadway magnets near Flagstaff. ADOT's key goal In Phase Two (2000-01) was to acquire and test its own snowplow driver-assistance system. ADOT procured a 3M Lane Awareness System, with 5 miles of 3M magnetic striping tape to develop a second field site. Testing also continued with Caltrans to compare both lane guidance systems in similar conditions, however, system problems with both concept snowplows severely reduced the ability of ADOT and its partners to effectively evaluate either concept. In this current Phase Two(b), the 2001-02 winter, ADOT's testing and evaluation could proceed as the system problems of the previous winter had been resolved. The goals were based on same-day training for ADOT drivers with both advanced snowplow systems. However, the side-by-side operational testing of the Caltrans and 3M systems was limited by a total lack of snowfall in the Flagstaff area during the five weeks that the Caltrans RoadView plow was in Arizona. The Caltrans RoadView team did conduct night testing with ADOT drivers so that their performance could be monitored and evaluated ADOT's own evaluation effort experienced only a few major storms all winter; and the ADOT-3M plow operated effectively in these storms. Overall, both systems showed their effectiveness and reliability in 2001-02, but the weather provided few opportunities to document the key advantages for either system. By this point in the program, after four winters of field tests, it had also become clear to the project sponsors that the current cost of either system was prohibitive for Arizona. As a result, it was decided to shift the future research focus in 2002-03 (Phase Three) from roadway-based guidance systems to commercial on-board driver-warning systems.
