Book excerpt: The Defense Manpower Data Center (DMDC) conducted several studies to assess the presence of nonresponse bias in estimates from the 2012 Workplace and Gender Relations Survey of Active Duty Members (2012 WGRA). The objective of this research was to assess the extent of nonresponse bias for the estimated rate of unwanted sexual contact (USC rate) in the active duty military. The level of nonresponse bias (NRB) can vary for every question on the survey, but DMDC focused on the USC rate because this is the central question on the survey. Nonresponse bias occurs when survey respondents are systematically different from the nonrespondents. Nonresponse bias can occur with high or low survey response rates, but the decrease in survey response rates in the past decade has resulted in a greater focus on potential NRB. DMDC investigated the presence of nonresponse bias using many different methods, and this paper summarizes the following methods and results: 1. Analyze response rates from 2012 WGRA and other DMDC surveys, 2. Evaluate composition of sample compared with survey respondents, 3. Assess how effectively DMDC weighting reduces nonresponse bias, 4. Use late respondents as a proxy for nonrespondents, 5. Use hard-to-reach (HTR) respondents as a proxy for nonrespondents, 6. Analyze item missing data for USC question, 7. Analyze whether past USC victims' respond to later WGRA surveys at different rates. Based on these studies, it is unlikely that the 2012 WGRA overestimates the USC rate, and there is some evidence that the survey underestimates the USC rate, although the level of nonresponse bias appears to be modest.

This report provides initial top-line active-duty Coast Guard estimates from the resulting RAND Military Workplace Study, which invited close to 560,000 service members to participate in a survey fielded in August and September of 2014. The RMWS takes an approach to counting individuals in the military who experienced sexual assault, sexual harassment, or gender discrimination that measures the incidence of specific crimes and violations. Our measurement of sexual assault aligns closely with the definitions and criteria in the Uniform Code of Military Justice (UCMJ) for Article 120 crimes. The survey measures of sexual harassment and gender discrimination, which together we refer to as sex-based military equal opportunity (MEO) violations, use criteria drawn from DoD Directive 1350.2. Compared with past surveys that were designed to measure a climate of sexual misconduct associated with illegal behavior, the approach used in the RMWS offers greater precision in estimating the number of crimes and MEO violations that have occurred."--Publisher's website.

This report describes the results of analyses run within the Army sample of the 2018 WGRA. These analyses sorted the sexual assault and sexual harassment experiences of victims into separate types based on the behaviors involved, the context and location of the events, the perpetrator characteristics, and the victim characteristics. This process defined five types of sexual assault and eight types of sexual harassment. The report describes these types of sexual assault and sexual harassment and assesses how common each type is in the Army. The report describes a breadth of both sexual assault and sexual harassment experiences that go beyond those typically discussed in prevention materials, and that might cause some to reassess common stereotypes about sexual assault and sexual harassment. This more detailed description of these experiences should inform Army prevention and response efforts to ensure they reflect the full range of experiences that are prevalent in the Army.

In this report, RAND researchers examine evidence from the 2016 and 2018 Workplace and Gender Relations Survey of Active Duty Members (WGRA) survey to estimate the proportion of military sexual assaults that are against LGB service members and others who do not describe themselves as identifying as heterosexual. They find that assaults on the minority of service members who do not describe themselves as heterosexual constitute almost half of the military's sexual assault numbers. The authors discuss sexual assault risks for these individuals and recommend modifying prevention programs to better address a large and previously unquantified proportion of all military sexual assaults.

Book excerpt: The recent introduction of women into the special forces of the United States military has reignited the debate on how women will integrate into these previously all male roles. Drawing on the Job-Demand-Control-Support (JDCS) model and focusing on the support aspect of this model, this study examines the role of sex discrimination and sexual harassment, two commonly experienced actions by members of a gender-homogeneous team, on voluntary retention. The author tests five hypotheses and three gender-related sub-hypothesis concerning the effects of sex discrimination and sexual harassment on retention via perceived organizational support and workplace satisfaction. Multilevel structural equation models were produced using data from the public use version of the 2012 Workplace and Gender Relations Survey of Active Members. Finding show there is no significant gender differences in the direct effects of sex discrimination and sexual harassment on retention. However, there is a gender difference in the indirect paths of sex via perceived organizational support and workplace satisfaction. This study informs the JDCS model by suggesting that perceived organizational support is constructed and influences job-related outcome differently for males and females.
