A global study carried out by the FAO Investment Centre and the International Food Policy Research Institute, with support from the CGIAR Research Programme on Policies, Institutions and Markets and the FAO Research and Extension Unit, looks at agriculture human capital investments, from trends to promising initiatives. One of the nine featured case studies comes from the State of Mississippi in the United States of America. Agencies from i) formal education systems; (ii) nonformal education systems; (iii) state governmental agencies; and (iv) advocacy and commodity groups collaborated to develop agriculture human capital among youth and adults. Agency documents, representatives and clients described technical skills and functional skills developed, resulting in benefits like increased agricultural productivity, reduced expenses, higher individual or farm income, networks linking farmers and other producers, a better prepared workforce and a strong agriculture industry with good economic returns. First, it aims to learn from small and medium sized agrifood manufacturers about the role they play in food systems transformation in Senegal and the policy reforms required to harness their potential. Second, and more specifically, it gleans lessons from structured interviews with Senegalese rice millers, based on their day-to-day realities, highlighting the business creativity used by these firms in order to deal with difficult enabling environments. Third, the methodology adopts a food systems approach to analyze the target enterprises; cross fertilizing different disciplinary perspectives in order to develop evidence for the public sector on integrated policy making that better supports the role of small agrifood enterprises in sustainable transformation. Finally, the study shares ideas about innovations related to procurement, operations, logistics, finance, marketing and sales, human resources, and strategic partnerships. Many of them have been pushed out of the mainstream because of an economy and society where the odds are stacked against them; others have chosen to be on the outskirts of twenty-first-century America. These men are disconnected from work, personal relationships, family and children, and civic and community life. They may be angry at government, employers, women, and "the system" in general—and millions of them have done time in prison and have cast aside many social norms. Sadly, too many of these men are unsure what it means to be a man in contemporary society. Wives or partners reject them; children are estranged from them; and family, friends, and neighbors are embarrassed by them. Many have disappeared into a netherworld of drugs, alcohol, poor health, loneliness, misogyny, economic insecurity, online gaming, pornography, other off-the-grid corners of the internet, and a fantasy world of starting their own business or even writing the Great American novel. Most of the men described in this book are poorly educated, with low incomes and often with very few prospects for rewarding employment. They are also disproportionately found among millennials, those over 50, and African American men. Increasingly, however, these lost men are discovered even in tony suburbs and throughout the nation. It is a myth that men on the outer corners of society are only lower-middle-class white men dislocated by technology and globalization. Unlike those who primarily blame an unjust economy, government policies, or a culture sanctioning "laziness," Man Out explores the complex interplay between economics and culture. It rejects the politically charged dichotomy of seeing such men as either victims or culprits. These men are hurting, and in turn they are hurting families and hurting America. It is essential to address their problems. Man Out draws on a wide range of data and existing research as well as interviews with several hundred men, women, and a wide variety of economists and other social scientists, social service providers and physicians, and with employers, through a national online survey and in-depth fieldwork in several communities.

Book excerpt: Abstract: We explore the impact of automation and digitalization on labor in the US agrifood system during the COVID-19 pandemic. This study considers each of the primary nodes in the system stretching from consumer through grocery stores and restaurants to last-mile delivery, distribution, food processing, farming, and agri-inputs. Not only automation and digitalization, but also the role of platforms such as Amazon, and food delivery firms such as GrubHub, Instacart, and Uber Eats are discussed. For restaurants, we consider not only dine-in restaurants, but also "ghost kitchens". Furthermore, the possibility that farmers or distributors could disintermediate other nodes and deal directly with consumers is discussed. We conclude that, as a generalization, the further upstream one goes from the consumer, the less immediate and disruptive automation is likely to be for labor. However, our overall conclusion is that, given the current trajectories, labor is becoming increasingly precarious. If

It aims to stimulate discussion and suggest pathways to support local and national governments, and civil society and private sector actors in their efforts to improve the performance and capacity of food systems. The report describes the diversity and ever-changing nature of food systems, with interlinked traditional, modern and informal channels that respond to different market segments and different consumer preferences. It also underscores the importance of targeting support to the type of city and food system. The task is not an easy one. Data are weak and empirical analysis is weaker. As cities’ engagement in urban food issues is relatively new, the institutions, governance mechanisms and capacities needed for effective design, implementation and delivery of this agenda must be strengthened. Finding effective ways to prioritize, mobilize and coordinate contributions from multiple sectors will be essential for achieving food system goals.

Book excerpt: Driven by the fast spread of private irrigation pumps, there has been a rapid expansion of intensive vegetable cultivation in the central Rift Valley in Ethiopia, making it the most important commercial vegetable production cluster in the country. Supporting that “quiet revolution” has been an inflow of migrant laborers – paid through daily, monthly, or piecemeal contracts, with few employment benefits attached to them – and a gig economy as widely-used contractors organize, among others, mechanized land preparation, the digging of wells and ponds, seedling propagation, and loading of trucks. Almost 60 percent of the irrigated area is cultivated by medium-scale tenant farmers relying on short-term rental contracts. It seems that gig economies characterized by flexible contract arrangements implemented by outside contractors, which are increasingly fueling sophisticated sectors in developed countries, are important in these commercial agrarian settings in Africa as well. We further find that the COVID-19 pandemic has led to significant disruptions of this model, as seen by more limited access to services and the unavailability or high price increases in factor markets, especially for labor. We further note large but heterogenous price changes in output markets. The pandemic seems especially to have had important effects on the medium-scale tenant farmers as they depend relatively more than smallholders on outside inputs, labor markets, and these gig economies. However, on the other hand, they benefit more than smallholders from favorable output markets for vegetables.
