This book addresses the changes that were effected in the tactics and organisation of the Dutch armed forces between 1588 and 1688. It shows how in the first decades of this period the Dutch army was transformed from an unreliable band of mercenaries into a disciplined force that could hold its own against the might of Spain. Under the leadership of Maurits of Nassau and his cousin Willem Lodewijk a tactical revolution was achieved that had a profound impact on battle. However, the Dutch army's organisational structure remained unchanged and the Dutch Republic continued to rely on mercenaries and military entrepreneurs. It was not until the latter half of the seventeenth century that the Dutch, under William III of Orange, Captain-General of the Union, introduced revolutionary changes in military organisation and established an efficient standing army. This army withstood attacks by Louis XIV and the Dutch reforms were copied by the English. OLAF VAN NIMWEGEN has held a number of research posts in the Netherlands. He has an extensive publication record in Dutch and has published several articles on the Dutch army in English. Book excerpt: From 1946 to 1949, the Dutch prosecuted more than 1000 Japanese soldiers and civilians for war crimes committed during the occupation of the Netherlands East Indies during World War II. They also prosecuted a small number of Dutch citizens for collaborating with their Japanese occupiers. The war crimes committed by the Japanese against military personnel and civilians in the East Indies were horrific, and included mass murder, murder, torture, mistreatment of prisoners of war, and enforced prostitution. Beginning in 1946, the Dutch convened military tribunals in various locations in the East Indies to hear the evidence of these atrocities and imposed sentences ranging from months and years to death; some 25 percent of those convicted were executed for their crimes. The difficulty arising out of gathering evidence and conducting the trials was exacerbated by the on-going guerrilla war between Dutch authorities and Indonesian revolutionaries and in fact the trials ended abruptly in 1949 when 300 years of Dutch colonial rule ended and Indonesia gained its independence. Until the author began examining and analysing the records of trial from these cases, no English language scholar had published a comprehensive study of these war crimes trials. While the author looks at the war crimes prosecutions of the Japanese in detail this book also breaks new ground in exploring the prosecutions of Dutch citizens alleged to have collaborated with their Japanese occupiers. Anyone with a general interest in World War II and the war in the Pacific, or a specific interest in war crimes and international law, will be interested in this book.

Security sector reform (SSR) has emerged as a promising though poorly understood tool for consolidating stability and establishing sovereignty after conflict. While DDR enables a state to recover the monopoly (or at least the preponderance) of force, SSR provides the opportunity for the state to establish the legitimacy of that monopoly.The essays in this book reflect the diversity of experience in DDR and SSR in various contexts. Despite the considerable experience acquired by the international community, the critical interrelationship between DDR and SSR and the ability to use these mechanisms with consistent success remain less than optimally developed. DDR and SSR are essential tools of modern statecraft, but their successful use is contingent upon our understanding of both the affinities and the tensions between them.
