Book excerpt: The book derives from a meeting of more than 120 scientists, politicians and practitioners from 34 countries - people of very diverse backgrounds - who came together to discuss the extent of gains made by rural women after 25 years of increasingly «gendered» development. It was a time to ask whether agricultural interventions (projects or policies) initiated, funded and implemented in the name of «women's development» had made any difference? The general conclusion was: yes. But, neither as much as needed, nor as sustainable as hoped for. Research reported in this volume shows that women do not automatically gain from development interventions even if they were explicitly singled out for attention, and gains for women in one area of their life can entail losses in another.

Rural households and women in particular have to cope with the lack of labour in agriculture which threatens their food security. For the matrilineal Agni women land ownership appears to be an unexpected burden, rather than a safeguard from poverty. Culture matters, but not in similar ways everywhere. Matrilineal or patrilineal kinship organisation, gender inequality, and norms about sexual relationships very much influence the differences in Agni and migrant women's vulnerability to AIDS. African women are often seen as victims of AIDS. This study shows that women may also use their creativity and social networks to battle and to be resilient against the effects of the illness in their everyday household activities. Using a combination of quantitative statistical data and qualitative methods, this research questions the effectiveness of mainstream AIDS policy and interventions in Côte d'Ivoire. Victimising the poor does not help. Instead, multi-sector policy intervention can mitigate the social effects of AIDS by improving household food security and by changing cultural practices through local leaders who have historical legitimacy and power.

Thirteen studies, based on careful analyses of empirical data in different contexts in Africa, Latin America, and Asia, contribute to this multidisciplinary discussion. This book describes how people develop their own strategies to solve their problems through the use of interpersonal networks, associations, and other community-based arrangements. Moreover, it shows that informal economy actors systematically reposition themselves vis-à-vis the State, markets, international, and national policies with the aim of enhancing their economic and social security, and they may do this either individually or collectively. The book emphasizes how adaptability of the informal economy can be influenced by such factors as the macroeconomic context, access to financial, technological, and information resources, infrastructure, social protection schemes, and the institutional environment within which adaptations occur. Case studies stress the need to reformulate questions relating to policy intervention based on a more thorough understanding of the perspective of informal economy actors.

Furthermore, 18 percent of the area equipped for irrigation is not utilized at all and the intensity of use varies between 50 percent and 80 percent. This highlights the huge potential available for intensifying and expanding irrigated area, provided that the investments required can be successfully mobilized. However, it must be noted that if investments in irrigation are to yield satisfactory returns, investments must also be made in a series of related activities. Current global figures for the amount of private investment in irrigation confirm that good returns can indeed be achieved. Prospects for sub-Saharan Africa would be far more favorable if public development assistance, particularly foreign direct investments, did not show declining trends.
