Book excerpt: Na Wahine Koa: Hawaiian Women for Sovereignty and Demilitarization documents the political lives of four wahine koa (courageous women): Moanike‘ala Akaka, Maxine Kahaulelio, Terrilee Keko‘olani-Raymond, and Loretta Ritte, who are leaders in Hawaiian movements of aloha ‘aina. They narrate the ways they came into activism and talk about what enabled them to sustain their involvement for more than four decades. All four of these warriors emerged as movement organizers in the 1970s, and each touched the Kaho‘olawe struggle during this period. While their lives and political work took different paths in the ensuing decades—whether holding public office, organizing Hawaiian homesteaders, or building international demilitarization alliances—they all maintained strong commitments to Hawaiian and related broader causes for peace, justice, and environmental health into their golden years. They remain koa aloha ‘aina—brave fighters driven by their love for their land and country. The book opens with an introduction written by Noelani Goodyear-Ka‘opua, who is herself a wahine koa, following the path of her predecessors. Philosophy and political theory, historiography, theology, and literature and the arts have, often in dialogue with one another, sought to represent or recalibrate notions of rule. Yet whatever covenant was imagined, sovereign rule has consistently been figured as a male prerogative While in-depth studies of historical women rulers have proliferated in the past decades, these have not systematically explored how all women rulers throughout the entirety of European culture have had to operate in a context that could not think power as female – except in grotesque terms. Strategic Imaginations demonstrates that this constitutive tension can only be brought out by studying women’s political rule in a comparative and longue durée manner. The book offers a collection of essays that brings together studies of female sovereignty from the Polish-Lithuanian to the British Commonwealth, and from the Middle Ages to the genesis of modern democracy. It addresses historical figures and takes stock of the rich yet unsettling imagination of female rule in philosophy, literature and art history. For all the variety of geographical, social, and historical contexts it engages, the book reveals surprising resonances between the strategies women rulers used and the images and practices they adopted in the context of an all-pervasive skepticism toward female rule.

Book excerpt: The acceptance of human rights and minority rights, the increasing role of international financial institutions, and globalization have led many observers to question the continued viability of the sovereign state. Here a leading expert challenges this conclusion. Stephen Krasner contends that states have never been as sovereign as some have supposed. Throughout history, rulers have been motivated by a desire to stay in power, not by some abstract adherence to international principles. Organized hypocrisy--the presence of longstanding norms that are frequently violated--has been an enduring attribute of international relations. Political leaders have usually but not always honored international legal sovereignty, the principle that international recognition should be accorded only to juridically independent sovereign states, while treating Westphalian sovereignty, the principle that states have the right to exclude external authority from their own territory, in a much more provisional way. In some instances violations of the principles of sovereignty have been coercive, as in the imposition of minority rights on newly created states after the First World War or the successor states of Yugoslavia after 1990; at other times cooperative, as in the European Human Rights regime or conditionality agreements with the International Monetary Fund. The author looks at various issues areas to make his argument: minority rights, human rights, sovereign lending, and state creation in the nineteenth and twentieth centuries. Differences in national power and interests, he concludes, not international norms, continue to be the most powerful explanation for the behavior of states.

Violence against women has increased throughout Mexico and in other countries, including Argentina, Costa Rica, Guatemala, and Peru. Law enforcement officials have often failed or refused to undertake investigations and prosecutions, creating a climate of impunity for perpetrators and denying truth and justice to survivors of violence and victims’ relatives. Terrorizing Women is an impassioned yet rigorously analytical response to the escalation in violence against women in Latin America during the past two decades. It is part of a feminist effort to categorize violence rooted in gendered power structures as a violation of human rights. The analytical framework of feminicide is crucial to that effort, as the editors explain in their introduction. They define feminicide as gender-based violence that implicates both the state (directly or indirectly) and individual perpetrators. It is structural violence rooted in social, political, economic, and cultural inequalities. Terrorizing Women brings together essays by feminist and human rights activists, attorneys, and scholars from Latin America and the United States, as well as testimonios by relatives of women who were disappeared or murdered.
