Book excerpt: "This sourcebook aims at providing local governments with the tools to better understand the importance of gender in the decision-making process and to reach better solutions for the communities they serve. For this publication the following key issues of local governance have been selected: participation in local government, land rights, urban planning, service provision, local government financing, violence against women and local economic development. Each of these issues is introduced by a brief gender analysis. Numerous case studies illustrate what local governments can do. Reflection questions and training exercises help trainers to develop successful training events. [...] [The manual] is designed as a companion to other UN-HABITAT training tools, providing local government trainers with the background and tested training methods they need to strengthen the gender dimension in their day-to-day training activities. The source book may also be used as a stand-alone tool, introducing local governments to gender issues and their importance for local government policy-making and project implementation." -- P. iv.

Book excerpt: Women’s minimal leadership role in national and local political spheres remains a serious concern worldwide. The Commonwealth Gender Plan of Action for Gender Equality 2005–2015 calls on governments to introduce measures to promote at least 30 per cent representation of women in parliament, government and business. The Impact of Women’s Political Leadership on Democracy and Development describes the barriers to women’s political participation and explains why the contribution of women is so crucial to democracy. It identifies established strategies – electoral reform (New Zealand), party voluntary quotas (South Africa), and legislative quotas (Bangladesh and India) – that have helped these Commonwealth countries to meet the global target of 30 per cent and thus to effectively advance the participation of women in decision-making at all levels.

Available in PDF, EPUB and Kindle. Book excerpt: Quotas for women in government have swept the globe. Yet we know little about their capacity to upend entrenched social, political, and economic hierarchies. Women, Power, and Property explores this question within the context of India, the world's largest democracy. Brulé employs a research design that maximizes causal inference alongside extensive field research to explain the relationship between political representation, backlash, and economic empowerment. Her findings show that women in government – gatekeepers – catalyze access to fundamental economic rights to property. Women in politics have the power to support constituent rights at critical junctures, such as marriage negotiations, when they can strike integrative solutions to intrahousehold bargaining. Yet there is a paradox: quotas are essential for enforcement of rights, but they generate backlash against women who gain rights without bargaining leverage. In this groundbreaking study, Brulé shows how well-designed quotas can operate as a crucial tool to foster equality and benefit the women they are meant to empower.

While gender roles may differ in certain cultures, many cultures around the world have allowed for the disempowerment and objectification of women. Women today still struggle for gender equality whether it be professionally, socially, or even legally. To examine feminism thoroughly, however, thorough analysis must be conducted on all genders and perceptions. The Research Anthology on Feminist Studies and Gender Perceptions explores the application of feminist theory and women empowerment in the 21st century and the role that gender plays in society. This book analyzes media representation, gender performativity, and theory to present a comprehensive view of gender and society. Covering topics such as masculinity, women empowerment, and gender equality, this two-volume comprehensive major reference work is an essential resource for sociologists, community leaders, human resource managers, activists, students and professors of higher education, researchers, and academicians.

Book excerpt: Local government can be defined as a public entity acting as the sub-unit of a state or of a region, charged with the task of enforcing public policies. There have been many reforms of local government in recent years from the grassroots-led movement that took root in the 90’s to the overarching effects of globalization and decentralization. Local governments must adapt their practices in order to most effectively provide for their constituents. Theoretical Foundations and Discussions on the Reformation Process in Local Government addresses the effects of recent reforms in the political-administrative system of local governments and politics as well as future outlooks. It reviews the challenges, innovations, and lessons from local governments while providing theoretical perspectives on methods for positive reform. This book is a critical reference source for policy makers, government organizations, professionals, and actors in both local and international politics.

Available in PDF, EPUB and Kindle. Book excerpt: The idea that development projects in poor countries are most effective when they harness the agency of women is a well known theme. Most studies of women’s agency in such projects, however, focus on the role of non-governmental organizations in facilitating women’s agency. This book, on the other hand, based on extensive original research, explores how women can effectively mobilize themselves on their own initiative. The book considers poor people in informal settlements in Jakarta, where government schemes for modernizing the city have often led to forced evictions. The book examines different groups of women, analyzes how they have challenged oppressive authority - their husbands, community leaders and local governments - and provides detailed insights into women’s attitudes and what has motivated them. Overall, the book provides a rich picture of women’s empowerment and disempowerment.

Available in PDF, EPUB and Kindle. Book excerpt: Your take-action guide to gender equity First, just to be clear: Leading While Female is not a book about how to get a leadership job. Nor is it about fixing or transforming women into male managers or mindsets. Instead, Arriaga, Stanley, and Lindsey’s bigger ambition is to help both women and men educational leaders confront and close the gender equity gap—a gap that currently denies highly qualified women and women of color opportunities to better serve our millions of public school students. Designed as both a personal and group discussion guide for taking action, Leading While Female draws on the research of feminism, intersectionality, educational leadership, and Cultural Proficiency to help us all: Better understand the impact of faux narratives that foster lack of confidence among girls and women Utilize the Tools of Cultural Proficiency to examine barriers to overcome and support functions to locate for your own career planning Learn from the stories of women leaders who have confronted and overcome barriers to career development, including women of color who were targets of implicit bias Explore and expand the roles and opportunities for our male colleagues to serve as allies, advocates, and mentors. If we look at the data, we can safely say women are doing the work of classroom teaching while disproportionately, men are making administrative and leadership decisions. Here at last is a resource for the breaking down the barriers and leading the way for future generations of women leaders.

Available in PDF, EPUB and Kindle. Book excerpt: It Takes a Candidate serves as the first systematic, nationwide empirical account of the manner in which gender affects political ambition. Based on data from the Citizen Political Ambition Study, a national survey conducted on almost 3,800 'potential candidates', we find that women, even in the highest tiers of professional accomplishment, are substantially less likely than men to demonstrate ambition to seek elected office. Women are less likely than men to be recruited to run for office. They are less likely than men to think they are 'qualified' to run for office. And they are less likely than men to express a willingness to run for office in the future. This gender gap in political ambition persists across generations. Despite cultural evolution and society's changing attitudes toward women in politics, running for public office remains a much less attractive and feasible endeavor for women than men.

Available in PDF, EPUB and Kindle. Book excerpt: How do female municipal leaders influence policymaking in American cities? Can gender determine who gets a say in local politics or what programs cities fund? These are some of the questions raised and answered in Mirya Holman's provocative Women in Politics in the American City. This book provides the first comprehensive evaluation of the influence of gender on the behavior of mayors and city council members in the United States. Holman considers the effects of gender in local, urban politics and analyzes how a leader's gender does-and does not-influence policy preferences, processes, behavior, and outcomes. Holman effectively uses original survey data to evaluate policy attitudes, combined with observations of city council meetings and interviews with leaders and community members. In doing so, she demonstrates the importance of considering the gender of leaders in local office. Women in Politics in the American City emphasizes that the involvement of women in local politics does matter and that it has significant consequences for urban policy as well as state and local democracy.
