Book excerpt: This briefing paper discusses the issue of school finance. The School District Finance and Quality Performance Act and Bond and Interest State Aid Program provide the funding for all unified school districts in Kansas. The Base State Aid Per Pupil is 4,316 dollars. The amount of base state aid per pupil is multiplied by the adjusted full time equivalent enrollment of each district to determine the legal maximum authority for the district. Enrollment adjustments are added to the full-time equivalent enrollment in order to reflect additional costs associated with serving certain pupil populations, transporting pupils, operating smaller and larger enrollment school districts, and adding and operating new school facilities. There is a total of eleven such weights. The General State Aid is determined by subtracting the local effort from legal maximum authority amount. The secondary part of the formula is the local option budget which is know as Supplemental General State Aid may approve Local Option Budget spending in any amount up to 30.0 percent of its State Financial Aid in FY 2007, 31.0 percent in FY 2008 and thereafter. Finally, bond and interest state aid is based on an equalization principle which is designed to provide state aid inversely to school district assessed valuation per pupil. One matching rate is applicable for the duration of bond and interest payment associated with bonds issued prior to July 1, 1992. A different matching rate applies during the life of bonds issued on or after July 1, 1992.

Title I of the Elementary and Secondary Education Act of 1965 (ESEA) requires that schools receiving funds under Title I receive state- and locally-funded services that, taken as a whole, are at least comparable to the state- and locally-funded services provided to non-Title I schools. The purpose of this comparability requirement is to ensure that federal assistance is not compensating for an inequitable distribution of state and local funds that benefits more affluent schools. The Title I comparability requirement allows school districts to demonstrate compliance in a number of ways, including through a district-wide salary schedule, policies to ensure equivalence among schools in certain types of resources, student-instructional staff ratios, and other measures, and does not require districts to use school-level expenditures.
