Book excerpt: President Obama has announced that all U.S. combat operations for the war in Iraq-also called Operation Iraqi Freedom (OIF)-will cease by the end of August 2010. According to the timeline described by Administration officials, the approximately 128,000 U.S. military personnel currently in Iraq would remain there through the Iraqi elections scheduled for January 2010. After that, U.S. forces would decline to no more than 50,000 troops by the end of August 2010. In accordance with the Status of the Forces Agreement signed by Iraq and the United States in November 2008, the remaining 50,000 U.S. troops must leave the country by the end of December 2011. The Congressional Budget Office (CBO) estimates that to comply with that timeline, the Administration will need to withdraw military personnel from Iraq in two stages: one between the Iraqi election and August 2010, when almost 80,000 U.S. troops would be removed over a period of seven months, and the other before the end of calendar year 2011, when 50,000 troops will need to be withdrawn. CBO estimated two broad categories of costs under the Administration's plan and under several alternatives. Some of those costs-which the Department of Defense (DoD) calls operations costs-including incremental military personnel costs attributable to the war in Iraq and costs for fuel, transportation, and maintenance of equipment in Iraq, would decrease proportionately with the number of service members in the country. Such costs, therefore, would be essentially zero by fiscal year 2013 when, under the Administration's plan, no U.S. forces would remain in Iraq. CBO estimated other costs, for activities that DoD labels "equipment reconstitution," that would not decrease proportionately with the number of troops: costs to repair equipment that is used in the war and returned to the United States and costs to replace equipment lost in the conduct of the war. CBO estimates that costs for operations and equipment reconstitution under the Administration's plan would total $51 billion in 2010 and would decline to $3 billion by 2013.

The Congressional Budget Office's (CBO's) research shows that estimates of the total cost of a military conflict with Iraq and such a conflict's aftermath are highly uncertain. They depend on many factors that are unknown at this time, including the size of the actual force that is deployed, the strategy to be used, the duration of the conflict, the number of casualties, the equipment lost, and the need for reconstruction of Iraq's infrastructure. Of the many options being discussed for force structures, CBO examined two representative examples that vary in their emphasis on ground or air forces. Under the assumptions of those examples, CBO estimated that the incremental costs of deploying a force to the Persian Gulf (the costs that would be incurred above those budgeted for routine operations) would be between $9 billion and $13 billion. Prosecuting a war would cost between $6 billion and $9 billion a month, although CBO cannot estimate how long such a war is likely to last. After hostilities end, the costs to return U.S. forces to their home bases would range between $5 billion and $7 billion. Further, the incremental cost of an occupation following combat operations could vary from about $1 billion to $4 billion a month.

Book excerpt: At the request of the Ranking Member of the House Budget Committee, the Congressional Budget Office (CBO) has estimated the funding provided for military and diplomatic operations in Iraq through June 30, 2006, as well as the related costs incurred by the Department of Veterans Affairs (VA) for medical care, disability compensation, and survivor benefits. CBO also has projected the costs of those activities over the next 10 years under two scenarios. According to CBO's estimates, from the time U.S. forces invaded Iraq in March 2003, $290 billion has been allocated for activities in Iraq, of which $254 billion has gone to the DoD and other defense agencies for military operations. In the first scenario, the number of forces deployed in and around Iraq would be reduced from the current level of approximately 190,000 to 140,000 in 2007 and would continue to decline rapidly until all troops were withdrawn from the Iraq theater of operations by the end of 2009. By CBO's estimates, that scenario would require additional appropriations totaling $166 billion for military operations over the 2007-2016 period. In the second scenario, the number of troops deployed to the Iraq theater of operations would decline less rapidly, from 170,000 in 2007 to 40,000 by the end of 2010 and would remain at that lower level through 2016. That scenario would require the appropriation of $368 billion for military operations over the 2007-2016 period. CBO assumes that the costs of establishing Iraqi security forces, conducting diplomatic and consular operations, and providing foreign aid would be roughly the same under both scenarios. Thus, funding for Iraqi security forces could total approximately $15 billion over the next 10 years, and funding for diplomatic operations and foreign aid could cost another $15 billion over the same period. Additional costs for the VA over the 2007-2016 period would sum to approximately $6 billion under the first scenario and $8 billion under the second one.
