In some areas, the lion's share of everyday policy cooperation is shaped by a single institution with alternative and more regional institutions operating in its shadow. In other policy fields, institutional structures appear to be different, seeing a range of non-hierarchical, decentralized, alternative institutions. The Institutional Topology of International Regime Complexes: Mapping Inter-Institutional Structures in Global Governance provides a systematic conceptualization and explanation of the evolution of these varying institutional topologies underlying regime complexes across five issue areas of Global Governance: Intellectual Property Protection, Tax Avoidance, Financial Stability, Development Aid, and Energy Governance. By providing an empirically grounded, network-based conceptualization and mapping of institutional topologies, as well as a theoretical explanation for their variation across policy space and time, the book offers a comprehensive analysis of both the empirical manifestation of inter-institutional structures across various policy fields of Global Governance and the issue specific factors that shape the varying institutional trajectories spurring (de-) centralization. Daßler combines quantitative network analyses with qualitative case studies to trace institutional decentralization processes across five highly relevant issue areas of Global Governance. This volume shows how the nature of issue-specific cooperation problems translates into disparate structures among multilateral institutions occupying the same regime complex. Book excerpt: This work examines the endeavours of the Arabian Peninsula States – namely the Gulf Cooperation Council member States of Bahrain, Kuwait, Oman, Qatar Saudi Arabia and the UAE, as well as Jordan and Yemen as prospective GCC members – in establishing national intellectual property protection regimes which both meet their international treaty obligations and are also congruent with their domestic policy objectives. It uses the WTO’s TRIPS Agreement of 1995 as the universal benchmark against which the region’s laws are assessed. The challenges faced by the States in enforcing their intellectual property laws receive particular attention. Protecting Intellectual Property in the Arabian Peninsula considers the changing nature of the States’ intellectual property laws since 1995. It argues that the decade immediately following the TRIPS Agreement was marked by a period of foreign forces shaping or influencing the character of the States’ intellectual property legislative regimes, primarily through multilateral or bilateral trade-based agreements. The second and current decade, however, see a significant shift away from foreign influences and a move towards domestic and regional imperatives and initiatives taking over. The work also examines regional initiatives for the protection of traditional knowledge and cultural heritage, as areas of intellectual property which fall outside the parameters of the TRIPS Agreement, but which are of significant concern to the States and other developing countries, and to which they are giving increasing attention in terms of providing proper protection.

The existing scholarly literature on EU-China relations is characterised by a dichotomous distinction between material and ideational factors and overemphasises the ‘interest versus value’ motif undergirding EU-China relations. The diplomacy and future direction of the relationship seem as opaque as their extent remains incalculably complex. This book takes us beyond binary motives by introducing a novel theoretical model of diplomatic relationship-building that brings to the fore the more nuanced and latent factors to make sense of EU-China diplomatic relationship-building; the new theory captures the ‘relational’ nature of diplomatic relationship-building by integrating the social layer of ‘intentions’ in understanding international diplomacy. This study further sheds light on the opportunities and challenges in enhancing EU-China relations, through a comparative in-depth investigation of the processes, practices and politics of EU-China climate change and agricultural-trade relations over the past two decades. The book draws on a rich collection of original data, encompassing over 100 interviews with stakeholders of EU-China relations conducted from 2015–2023; strengthened by participant observation at EU and Chinese institutional headquarters and in diplomatic fora that has taken place over the past ten years. Enriching these data are newly disclosed official minutes and documentation regarding EU-China negotiations and cooperation. This book will be of much interest to students of diplomacy studies, Chinese politics, EU politics and international relations in general.
