Hamtramck wrote to North in confidence, but North believes he cannot be faulted for showing the information to Knox, and that his ideas will show Hamtramck to be a good officer. Also hopes Knox will excuse Hamtramck's writing, as [E]nglish is not his mother tongue. Would have liked to present the recommendation to Knox personally but his sore throat has returned and he would like to stay at home as much as possible.

Available in PDF, EPUB and Kindle. Book excerpt: Federal Ground depicts the haphazard and unplanned growth of federal authority in the Northwest and Southwest Territories, the first U.S. territories established under the new territorial system. The nation's foundational documents, particularly the Constitution and the Northwest Ordinance, placed these territories under sole federal jurisdiction and established federal officials to govern them. But, for all their paper authority, these officials rarely controlled events or dictated outcomes. In practice, power in these contested borderlands rested with the regions' pre-existing inhabitants-diverse Native peoples, French villagers, and Anglo-American settlers. These residents nonetheless turned to the new federal government to claim ownership, jurisdiction, protection, and federal money, seeking to obtain rights under federal law. Two areas of governance proved particularly central: contests over property, where plural sources of title created conflicting land claims, and struggles over the right to use violence, in which customary borderlands practice intersected with the federal government's effort to establish a monopoly on force. Over time, as federal officials improvised ad hoc, largely extrajudicial methods to arbitrate residents' claims, they slowly insinuated federal authority deeper into territorial life. This authority survived even after the former territories became Tennessee and Ohio: although these new states spoke a language of equal footing and autonomy, statehood actually offered former territorial citizens the most effective way yet to make claims on the federal government. The federal government, in short, still could not always prescribe the result in the territories, but it set the terms and language of debate-authority that became the foundation for later, more familiar and bureaucratic incarnations of federal power.

Book excerpt: Following the formation of a regular army in 1784, a popular distruct of military power and the generally unsettled nature of national administration kept the army in a continual state of fluctuation, both in terms of organisation and size. Few officers were making a long-term commitment to military service. But by 1860, a professional army career was becoming a way of life. In that year, 41.5 percent of officers had served 30 years, compared to only 2.6 percent in 1797.

Book excerpt: Writes that Jackson must be anxious and surprised that he has not yet heard from Knox on the subject of clothing & rations. The fact is that I have been unable to give you any satisfaction on these points. Writes, Congress came to the determination of raising troops from the necessity of the case, and had the funds necessary to carry their resolutions into effect been at their command, every arrangement depending on the war department would ere now have been at least in a train of execution. But the funds indispensible [sic] for an energetic establishment have been to be provided. [...] I have been steadily of opinion that the public had better suffer all the injuries arising from a want of troops than to raise them without being able to provide for them completely in all respects. under this impression I have made some attempts to influence the rich in support of government, and the ensuing week will determine whether I have been as successful as I have believed. Has not had much success with the monied men of Boston. If Jackson had money, he would encourage him to begin recruitment. Discusses the size and cost of rations, as well as the arms and equipment he ordered for Jackson. Has also asked Mr. [Samuel] Hodgdon to send Jackson the equipment destined for New Hampshire; when that state decides to raise troops, Jackson can forward the equipment to them. Needs to pay taxes on his Falmouth lands and is having trouble raising the money, so asks if he may be able to borrow from Jackson; otherwise they might sell the land. Written and signed for Knox in a secretarial hand.

Book excerpt: Discusses a financial matter involving [William] Duer, [possibly Joseph] Peirce, [Richard] Platt, and Henry Jackson. Encloses a letter (not present) from the Marquis de Lafayette to St. John (possibly Hector St. John de Cr?vecoeur). The letter was passed to St. John by George Washington and was accompanied by other papers discussing affairs of the Society of the Cincinnati (William does not include the other papers mentioned). Discusses financial transactions he apparently conducted on Knox's behalf, including payment of a reward for capturing a deserter from Lieutenant Kersey's troops (see GLC02437.03960). Transmits news of the Constitution and projected location of Congress: Congress have undone yesterday all they had heretofore done with respect the Ordinance, and nothing today has been transacted on the business so that where they will next meet is uncertain. North Carolina has rejected the Constitution by a great Majority.

Later that month, British forces in Canada were reinforced and the Americans were forced to retreat. Thomas had died from smallpox on 2 June 1776. This letter to William was sent to Peter Knox, who evidently forwarded it to William Knox.

Would be happy to consider him for the contract, but his powers are constrained as the Board of Treasury has agreed on the principles of an extensive contract for all the demands of the establishment. The Board is apparently planning to select one contractor to provide payment, clothing, and rations, and other supplies. Seems to suggest it might be possible for Mr. Bruce to contract with the one overarching contractor. Under these circumstances, the profit would be less, but the payments would be more certain. Would be happy to put Mr. Bruce's name into contention. Also discusses the Massachusetts insurgents.

Book excerpt: Writes, The insurgents who were assembled at Worcester in Massachusetts have disbanded- The people at Boston seem to be glad at this event and say it was the effect of fear- But the fact is that the insurgents effected their object, which was to prevent the Court of Common Pleas from proceeding to business. It is probable that the seizing some of the insurgents at Middlesex occasioned a greater number of them to assemble at Worcester than otherwise would have assembled merely on Account of preventing the common Pleas. Adds that it appears that the government planned to bring the insurgents to action but was prevented by uncommonly deep snow. Declares, The commotions of Massachusetts have wrought prodigious changes in the minds of men in that State respecting the Powers of Government every body says they must be strengthned, and that unless this shall be effected, there is no Security for liberty or Property. Hopes to see Washington along with Colonel [Jeremiah] Wadsworth in Philadelphia in a few days. Retained copy.
