Book excerpt: Wildfire smoke has greatly contributed to worsening air quality across the western US, including contributions to in-situ near-surface ozone (O3) production as the precursors react with volatile organic compounds (VOCs), nitrogen oxides (NOxs), and sunlight to produce high concentrations of O3 in urban areas. As wildfire events are projected to increase in the future, it is important to understand how this process may impact the attainment of National Ambient Air Quality Standard (NAAQS) requirements in such regions. This study examines summertime surface O3 concentration during multiday smoke events over the Denver Metro Northern Colorado Front Range (DMNFR) in 2020 and 2021 compared to minimal/no-smoke days in 2019. These cases are identified by analyzing archived air quality data from ground-based monitoring sites where O3 and/or fine particulate matter (PM2.5) concentrations may be elevated. We compare these data to plume densities from NOAA’s Hazard Mapping System (HMS) and visible satellite imagery from NASA’s Earth Observing System Data and Information System (EOSDIS). Proximal ( 400 km radius from DMNFR) and distal ( 400 km radius from DMNFR) smoke events are then identified using the Hybrid Single-Particle Lagrangian Integrated Trajectory (HYSPLIT) modeling system to determine smoke sources in relation to the air quality monitors’ location. Days that contain both proximal and distal smoke are referred to as “mixed.” This analysis is used to determine how different ages of smoke events are likely responsible for producing maximum daily 8-hr O3 exceedances in the DMNFR’s Environmental Protection Agency’s (EPA) nonattainment zone. Results suggest that with smoke present, there is an enhancement in O3 concentration with co-occurrence of low-moderate concentration of PM2.5 in an urban region. This enhancement is even larger when the plume contains mixed smoke. Diurnal variations of upslope/downslope wind mechanisms also contribute to the timing of O3-rise/stagnation and PM2.5 recorded maximums.

Book excerpt: When prescribed burning is conducted at the wildland-urban interface (WUI), the smoke that is produced can sometimes inconvenience people, but it can also cause more serious health and safety problems. The public is unlikely to continue to tolerate the use of prescribed fire, regardless of the benefits, if burn managers cannot keep smoke out of smoke-sensitive areas. In the South, forest management organizations commonly require that plans for prescribed burns pass a smoke screening review and some States require such a review before they will authorize a burn. Current screening systems, however, do not incorporate criteria for use at the WUI. This guide describes modifications to the Southern Smoke Screening System for burns at the WUI. These modifications couple new research findings with the collective experience of burners who have extensively used the 1976 Southern Smoke Screening System. This new smoke screening system is designed for use on burns less than 50 acres in size and has undergone several years of successful field testing in Florida.

Book excerpt: Birds are particularly vulnerable to air pollution, yet studies on the direct and indirect effects of air pollution on birds are limited. In this dissertation, I explored how fine particulate matter (PM2.5) drives patterns in bird observations with the goal of providing insight into avian responses to air pollution and generating foundational knowledge to guide future study. I considered the effect of PM2.5 in different contexts, both as a major component of wildfire smoke and as an urban air pollutant. I incorporated four distinct methods, including 1) executing a systematic literature review, 2) modeling the effect of PM2.5 on the probability of observing birds, 3) evaluating the influence of PM2.5 on birdsong and other soundscape features, and 4) using occupancy models to directly estimate the effect of PM2.5 on detection of birds. Together, these approaches demonstrate spatial, temporal, and interspecific variation in the relationship between PM2.5 and bird observations and underscore the potential for interdisciplinary collaborations to rapidly advance research on the impacts of air pollution on birds.

Using exposure to wildfire smoke as a novel setting, I document a significant physical effect of climate change on corporate operating income. On average, a one-standard-deviation increase of wildfire smoke exposure is associated with an $18.7 million loss in operating income. The effect is strongest for firms with high R&D-to-employee ratios, with high average labor costs, or that operate in industries that are highly dependent on skilled labor, suggesting that decreased productivity among high-skilled employees drives the observed effect. I also find that the stock market does not fully incorporate the effect of wildfire smoke into stock prices until annual earnings announcements. More climate change disclosure moderates the negative market reaction around annual earnings announcements. Overall, this paper documents the less salient effects of climate change on corporate performance and asset prices.

Wildlands and climate experts expect these trends to continue and quite likely to worsen in coming years. Wildfires and other disasters can be particularly devastating for vulnerable communities. Members of these communities tend to experience worse health outcomes from disasters, have fewer resources for responding and rebuilding, and receive less assistance from state, local, and federal agencies. Because burning wood releases particulate matter and other toxicants, the health effects of wildfires extend well beyond burns. In addition, deposition of toxicants in soil and water can result in chronic as well as acute exposures. On June 4-5, 2019, four different entities within the National Academies of Sciences, Engineering, and Medicine held a workshop titled Implications of the California Wildfires for Health, Communities, and Preparedness at the Betty Irene Moore School of Nursing at the University of California, Davis. The workshop explored the population health, environmental health, emergency preparedness, and health equity consequences of increasingly strong and numerous wildfires, particularly in California. This publication is a summary of the presentations and discussion of the workshop.

Book excerpt: We study how air pollution impacts the U.S. labor market by analyzing effects of drifting wildfire smoke that can affect populations far from the fires themselves. We link satellite smoke plumes with labor market outcomes to estimate that an additional day of smoke exposure reduces quarterly earnings by about 0.1 percent. Extensive margin responses, including employment reductions and labor force exits, can explain 13 percent of the overall earnings losses. The implied welfare cost of lost earnings due to air pollution exposure is on par with standard valuations of the mortality burden. The findings suggest that labor market channels warrant greater consideration in policy responses to air pollution.
