Available in PDF, EPUB and Kindle. Book excerpt: In light of recent global trends and crises, including the hasty withdrawal of Western troops from Afghanistan and the Russian war of aggression against Ukraine, this book sheds new light on global power shifts in multiple areas of international relations between industrialized countries and emerging powers. This book argues that “the global age” is rapidly supplanting “the modern age”, and that modernity is paving the way for globality. The events that are taking place in the 21st century can no longer be effectively described, understood or explained by the concept of modernity which originated more than 500 years ago. Further, this book challenges the academic and societal tendency to view international power-related phenomena on the basis of a dichotomy between hard and soft power. It assumes that another power source, independent of hard and soft power, does exist. Invisible, structure-manipulating, and effectively leveraged, it is precisely this “third power” that drives and shapes power phenomena in the “global age” more intensively than either hard or soft power. This book seeks to verify its core hypotheses by applying them to a set of selected global phenomena, particularly from the domains of geopolitics (Belt & Road Initiative, Iran conflict, war in Afghanistan, and competition for a new world order) and technology (Global Navigation Satellite Systems, 5G infrastructure, race for international standards, and ICT rivalry). Rather than systematically examining each of these issues, it focuses on extracting theoretical meanings from these cases to demonstrate the logic of globality and structural power, partly from global-horizontal perspectives, partly through a structural-vertical lens.

Available in PDF, EPUB and Kindle. Book excerpt: 'Why are you making this about race?' This question is repeated daily in public and in the media. Calling someone racist in these times of mounting white supremacy seems to be a worse insult than racism itself. In our supposedly post-racial society, surely it’s time to stop talking about race? This powerful refutation is a call to notice not just when and how race still matters but when, how and why it is said not to matter. Race critical scholar Alana Lentin argues that society is in urgent need of developing the skills of racial literacy, by jettisoning the idea that race is something and unveiling what race does as a key technology of modern rule, hidden in plain sight. Weaving together international examples, she eviscerates misconceptions such as reverse racism and the newfound acceptability of 'race realism', bursts the 'I’m not racist, but' justification, complicates the common criticisms of identity politics and warns against using concerns about antisemitism as a proxy for antiracism. Dominant voices in society suggest we are talking too much about race. Lentin shows why we actually need to talk about it more and how in doing so we can act to make it matter less.

Available in PDF, EPUB and Kindle. Book excerpt: Every arena of science has its own flash-point issues—chemistry and poison gas, physics and the atom bomb—and genetics has had a troubled history with race. As Jonathan Marks reveals, this dangerous relationship rumbles on to this day, still leaving plenty of leeway for a belief in the basic natural inequality of races. The eugenic science of the early twentieth century and the commodified genomic science of today are unified by the mistaken belief that human races are naturalistic categories. Yet their boundaries are founded neither in biology nor in genetics and, not being a formal scientific concept, race is largely not accessible to the scientist. As Marks argues, race can only be grasped through the humanities: historically, experientially, politically. This wise, witty essay explores the persistence and legacy of scientific racism, which misappropriates the authority of science and undermines it by converting it into a social weapon.

Book excerpt: How can colorblindness – the idea that race does not matter – be racist? This illuminating book introduces the paradox of colorblind racism: how dismissing or downplaying the realities of race and racism can perpetuate inequality and violence. Drawing on a range of theoretical approaches and real-life examples, Meghan Burke reveals colorblind racism to be an insidious presence in many areas of institutional and everyday life in the United States. She explains what is meant by colorblind racism, uncovers its role in the history of racial discrimination, and explores its effects on how we talk about and treat race today. The book also engages with recent critiques of colorblind racism to show the limitations of this framework and how a deeper, more careful study of colorblindness is needed to understand the persistence of racism and how it may be challenged. This accessible book will be an invaluable overview of a key phenomenon for students across the social sciences, and its far-reaching insights will appeal to all interested in the social life of race and racism.

Book excerpt: This report published by ISPI and the Brookings Institution analyzes the challenges to international order posed by the ongoing race for technological superiority. From artificial intelligence and quantum computing to hypersonic weapons and new forms of cyber and electronic warfare, advances in technology have threatened to make the international security environment more unpredictable and volatile – yet the international community remains unprepared to assess and manage that risk. What is needed is a mature understanding of how technology has emerged as a key enabler of sovereignty in the XXI century, how the ongoing race for technological supremacy is disrupting the balance of power globally, and what the attendant strategic and security implications of those transformations will be.This report is an effort to that end.

Available in PDF, EPUB and Kindle. Book excerpt: The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. The project is intended to furnish policy makers and the public with hard facts and deep insights for understanding China's regional and global ambitions. The initiative draws not only on Brookings's deep bench of China and East Asia experts, but also on the tremendous breadth of the institution's security, strategy, regional studies, technological, and economic development experts. Areas of focus include the evolution of China's domestic institutions; great power relations; the emergence of critical technologies; Asian security; China's influence in key regions beyond Asia; and China's impact on global governance and norms. Global China: Assessing China's Growing Role in the World provides the most current, broad-scope, and fact-based assessment of the implications of China's rise for the United States and the rest of the world.

Available in PDF, EPUB and Kindle. Book excerpt: A real-world how-to manual for talking about race in the classroom Educators and activists frequently call for the need to address the lingering presence of racism in higher education. Yet few books offer specific suggestions and advice on how to introduce race to students who believe we live in a post-racial world where racism is no longer a real issue. In Teaching Race the authors offer practical tools and techniques for teaching and discussing racial issues at predominately White institutions of higher education. As current events highlight the dynamics surrounding race and racism on campus and the world beyond, this book provides teachers with essential training to facilitate productive discussion and raise racial awareness in the classroom. A variety of teaching and learning experts provide insights, tips, and guidance on running classroom discussions on race. They present effective approaches and activities to bring reluctant students into a consideration of race and explore how White teachers can model racial awareness, thereby inviting students into the process of examining their own white identity. Racism, whether evident in overt displays or subconscious bias, has repercussions that reverberate far beyond the campus grounds. As the cultural climate increasingly calls out for more research, education, and dialogue on race and racism, this book helps teachers spotlight issues related to race in a way that leads to effective classroom and campus conversation. The book provides guidance on how to: Create the conditions that facilitate respectful racial dialogue by building trust and effectively negotiating conflict Uncover each student’s own subconscious bias and the intersectionality that exists even in the most homogenous-appearing classrooms Help students embrace discomfort, and adapt discussion methods to accommodate issues of race and positionality Avoid common traps, mistakes, and misconceptions encountered in anti-racist teaching Predominantly White institutions face a number of challenges in dealing with race issues, including a lack of precedence, an absence of modeling by campus leaders, and little clear guidance on how teachers can identify and challenge racism on campus. Teaching Race is packed with activities, suggestions and exercises to provide practical real-world help for teachers trying to introduce race in class

Book excerpt: NATIONAL INDIE EXCELLENCE AWARDS WINNER — TECHNOLOGY As the world rolls out transformational 5G services, it has become increasingly clear that China may be able to disrupt—or even access—the wireless networks that carry our medical, financial, and even military communications. This insider story from a telecommunications veteran uncovers how we got into this mess—and how to change the outcome. In Wireless Wars: China's Dangerous Domination of 5G and How We're Fighting Back, author Jon Pelson explains how America invented cellular technology, taught China how to make the gear, and then handed them the market. Pelson shares never-before-told stories from the executives and scientists who built the industry and describes how China undercut and destroyed competing equipment makers, freeing themselves to export their nation’s network gear—and their surveillance state. He also reveals China’s successful program to purchase the support of the world’s leading political, business, and military figures in their effort to control rival nations’ networks. What’s more, Pelson draws on his lifelong experience in the telecommunications industry and remarkable access to the sector’s leaders to reveal how innovative companies can take on the Chinese threat and work with counterintelligence and cybersecurity experts to prevent China from closing the trap. He offers unparalleled insights into how 5G impacts businesses, national security and you. Finally, Wireless Wars proposes how America can use its own unique superpower to retake the lead from China. This book is about more than just 5G wireless services, which enable self-driving cars, advanced telemedicine, and transformational industrial capabilities. It’s about the dangers of placing our most sensitive information into the hands of foreign companies who answer to the Chinese Communist Party. And it’s about the technology giant that China is using to project its power around the world; Huawei, a global super-company that has surged from a local vendor to a $120 billion-a-year behemoth in just a few years. For anyone curious about the hottest issue at the intersection of technology and geopolitics, Wireless Wars offers an immersive crash course and an unforgettable read.

The nation now risks falling behind its competitors, principally China. The United States needs to advance a national innovation strategy to ensure it remains the predominant power in a range of emerging technologies. Innovation and National Security: Keeping Our Edge outlines a strategy based on four pillars: restoring federal funding for research and development, attracting and educating a science and technology workforce, supporting technology adoption in the defense sector, and bolstering and scaling technology alliances and ecosystems. Failure could lead to a future in which rivals strengthen their militaries and threaten U.S. security interests, and new innovation centers replace the United States as the source of original ideas and inspiration for the world.

Book excerpt: An “insightful” and in-depth look at anti-science politics and its deadly results (Maria Konnikova, New York Times–bestselling author of The Biggest Bluff). Thomas Jefferson said, “Wherever the people are well informed, they can be trusted with their own government.” But what happens when they aren’t? From climate change to vaccinations, transportation to technology, health care to defense, we are in the midst of an unprecedented expansion of scientific progress—and a simultaneous expansion of danger. At the very time we need them most, scientists and the very idea of objective knowledge are being bombarded by a vast, well-funded war on science, and the results are deadly. Whether it’s driven by identity politics, ideology, or industry, the result is an unprecedented erosion of thought in Western democracies as voters, policymakers, and justices actively ignore scientific evidence, leaving major policy decisions to be based more on the demands of the most strident voices. This compelling book investigates the historical, social, philosophical, political, and emotional reasons why evidence-based politics are in decline and authoritarian politics are once again on the rise on both left and right—and provides some compelling solutions to bring us to our collective senses, before it's too late. “If you care about attacks on climate science and the rise of authoritarianism, if you care about biased media coverage and shake-your-head political tomfoolery, this book is for you.”—The Guardian

Available in PDF, EPUB and Kindle. Book excerpt: China has become deeply integrated into the world economy. Yet, gradual marketization has facilitated the country’s rise without leading to its wholesale assimilation to global neoliberalism. This book uncovers the fierce contest about economic reforms that shaped China’s path. In the first post-Mao decade, China’s reformers were sharply divided. They agreed that China had to reform its economic system and move toward more marketization—but struggled over how to go about it. Should China destroy the core of the socialist system through shock therapy, or should it use the institutions of the planned economy as market creators? With hindsight, the historical record proves the high stakes behind the question: China embarked on an economic expansion commonly described as unprecedented in scope and pace, whereas Russia’s economy collapsed under shock therapy. Based on extensive research, including interviews with key Chinese and international participants and World Bank officials as well as insights gleaned from unpublished documents, the book charts the debate that ultimately enabled China to follow a path to gradual reindustrialization. Beyond shedding light on the crossroads of the 1980s, it reveals the intellectual foundations of state-market relations in reform-era China through a longue durée lens. Overall, the book delivers an original perspective on China’s economic model and its continuing contestations from within and from without.
