One important facet is to look at how costs are distributed and spent during the lifetime of a structure: an approach known as life cycle costing, which has the ultimate aim of minimising total lifetime expenditure. As an example, choosing an inexpensive coating for steelwork may require maintenance every three years, whereas a coating which is more expensive may require repairing only once per decade. It is a question of balance - taking the lifetime costs of the structure into consideration. Book excerpt: The construction industry provides employment for more than 2.8 million people, contributed 8.7 per cent of the UK economy's gross value-added (GVA) in 2006. The built environment is estimated to account for some 70 per cent of UK manufactured wealth. The industry's ability to deliver projects successfully in terms of time, cost and design quality has a major impact on the economy's wider performance. Construction is vital for the provision of good quality public services, and plays a role in the delivery of just over half of the Government's 30 public service agreements. It is also key to the long-term objective of making the UK a low-carbon society: buildings account for around half of greenhouse gas emissions. The health of the construction industry is a matter of public concern. The industry is complex and fragmented; it operates on low profit margins. There are difficulties in ensuring that lessons from experience are shared; that the workforce is sufficiently trained; and that appropriate contractual relationships are in place between different parts of the supply chain. The industry has set new targets for itself, and, in conjunction with government, established a Strategy for Sustainable Construction. The Government, because of its roles as both client and regulator, can and must be at the forefront of the drive to embed best practice. The sector also needs strategic leadership, and the Committee recommends the creation of the post of Chief Construction Officer, which both government and the industry should accept as having overall responsibility for construction.

Key findings include: i) government is failing to meet the sustainability standards it has set for the construction and refurbishment of buildings on the government estate, as well as for sustainable operations targets set for carbon emissions, energy and water consumption; and ii) various barriers are hindering progress towards more sustainable buildings, including the fragmentation of policy responsibility among government bodies for improving sustainable construction and refurbishment, the absence of a coherent approach to monitoring progress and ensuring compliance, and the widespread perception of a conflict between sustainability and value for money.

Book excerpt: Survey and study background In an effort to gain some answers on the 1ST capital investment (project selection) decision criteria used in practice, a survey was undertaken in 1990 of 80 American, British, Australian and New Zealand companies. A one-page survey form was used that provided 15 possible 1ST investment criteria, a means of indicating whether they are used or not, the percentage of projects to which each criterion is applied, and an overall ranking in terms of total project value for each criterion. The criteria are shown in Table 2.1. The criteria are categorized into financial, management, and development criteria. They were developed, first, through interviews with some 20 chief information officers (CIOs) in Britain and the United States. These CIOs were questioned on what criteria their organizations use in selecting 1ST investment projects, with the aim of developing a full list of the criteria used in practice. Secondly, the criteria and the form were tested and refined in a pilot study with some 12 companies. The criteria used in the survey and listed in Table 2.1 are primary level criteria.
