DOJ found in her favor over 10 years after she reported the retaliation. GAO was asked to review DOJ's process for handling such complaints. GAO examined (1) the time DOJ took to resolve FBI whistleblower retaliation complaints, (2) the extent to which DOJ took steps to resolve complaints more quickly, and (3) the extent to which DOJ complied with certain regulatory reporting requirements. GAO reviewed all DOJ case files for FBI whistleblower retaliation complaints DOJ closed from 2009 to 2013, and interviewed whistleblower attorneys, advocates, and government officials about the complaint process. Available in PDF, EPUB and Kindle. Book excerpt: Whistleblowers help safeguard the federal government against waste, fraud, and abuse -- however, they also risk retaliation by their employers. For example, in 2002, a former FBI agent allegedly suffered retaliation after disclosing that colleagues had stolen items from Ground Zero following the September 11, 2001, terrorist attacks. The Department of Justice (DOJ) found in her favor over 10 years after she reported the retaliation. The Government Accountability Office (GAO) reviewed DOJ's process for handling such complaints and in this book examines the time DOJ took to resolve FBI whistleblower retaliation complaints; the extent to which DOJ took steps to resolve complaints more quickly; and the extent to which DOJ complied with certain regulatory reporting requirements. Furthermore, in the context of the Intelligence Community (IC), whistleblowers are generally employees or contractors of federal intelligence agencies who bring to light information on agency wrongdoings. The threat of retaliation may deter potential whistleblowers from disclosing information on agency wrongdoing. There is seemingly tension between the desire to eliminate this deterrence, and thus encourage whistleblowers to bring agency misconduct to light, and the need to protect government secrets which, if disclosed publicly, could be harmful to the country's national security interests. This book concludes with a discussion on three sources of IC whistleblower protection against retaliation.

This book is a fully updated and expanded revision of The Whistleblower’s Handbook, the first-ever comprehensive consumer guide to exposing workplace wrongdoing. Kohn’s thirty-seven rules highlight the “traps” facing whistleblowers today and address how to file anonymous cases and qualify for multi-million-dollar rewards. Kohn carefully explains complex rules and laws governing whistleblowing including the Dodd-Frank, IRS, and False Claims Acts, as well as detailed strategies for fighting retaliation. He also covers controversial issues such as taping, removing documents, and ignoring nondisclosure agreements. Modernized laws have revolutionized the rights of employees both in the United States and internationally, enabling whistleblowers to be paid over $10 billion in rewards for doing the right thing. No employee should blow the whistle without knowing their rights. Too much is at stake.

Book Synopsis Disrupt, Discredit, and Divide by : Mike German
Download or read book Disrupt, Discredit, and Divide written by Mike German and published by The New Press. This book was released on 2019-09-10 with total page 296 pages. Available in PDF, EPUB and Kindle. Book excerpt: Impressively researched and eloquently argued, former special agent Mike German’s Disrupt, Discredit, and Divide tells the story of the transformation of the FBI after the 9/11 attacks from a law enforcement agency, made famous by prosecuting organized crime and corruption in business and government, into arguably the most secretive domestic intelligence agency America has ever seen. German shows how FBI leaders exploited the fear of terrorism in the aftermath of 9/11 to shed the legal constraints imposed on them in the 1970s in the wake of Hoover-era civil rights abuses. Empowered by the Patriot Act and new investigative guidelines, the bureau resurrected a discredited theory of terrorist “radicalization” and adopted a “disruption strategy” that targeted Muslims, foreigners, and communities of color, and tarred dissidents inside and outside the bureau as security threats, dividing American communities against one another. By prioritizing its national security missions over its law enforcement mission, the FBI undermined public confidence in justice and the rule of law. Its failure to include racist, anti-Semitic, Islamophobic, and xenophobic violence committed by white nationalists within its counterterrorism mandate only increased the perception that the FBI was protecting the powerful at the expense of the powerless. Disrupt, Discredit, and Divide is an engaging and unsettling contemporary history of the FBI and a bold call for reform, told by a longtime counterterrorism undercover agent who has become a widely admired whistleblower and a critic for civil liberties and accountable government.
