Book excerpt: "According to the United States Chief of Space Operations 2020 Planning Guidance, “Chinese and Russian military doctrines indicate they view space as essential to modern warfare, and view counterspace capabilities as potent means to reduce U.S. and allied military effectiveness.” In short, strategic leaders need to know that Russia is a major spacepower and that Russian military space doctrine and counterspace capabilities should not be overlooked. When considering Russian motivations or potential military actions in any domain, strategic leaders should know certain basic information about Russian space. While Russian space is significant by itself, importantly, it is intimately tied to China. Therefore, as strategic leaders consider greater power competition with Russia and China, understanding Russian capabilities and motivations with space are important. Furthermore, the United States may ultimately have to choose between China and Russia. Planning for two great competitors is too difficult and risking China and Russia forming an alliance is too risky. We should partner with both however we can, but, ultimately, if forced, the United States should decide to concentrate on carefully partnering with Russia over China. This strategic partnership should consist of many aspects tied to several instruments of national power. Militarily, it should consist of many domains. The United States and Russia have a history of cooperation in the space domain that it should further develop and leverage. Space could prove to be the deciding factor in improving American-Russian relations, especially now to counter the recent strategic announcement that Russia and China plan to build a research station on the Moon together."--Page 1.
