To assure that the excess plutonium from the U.S. Department of Energy (DOE) sites was stored in a safe and environmentally friendly manner the plutonium-bearing materials are stabilized and packaged according to well developed criteria published as a DOE Standard. The packaged materials are stored in secure facilities and regular surveillance activities are conducted to assure continuing package integrity. The stabilization, packaging, storage and surveillance requirements were developed through extensive science and engineering activities including those related to: plutonium-environment interactions and container pressurization, corrosion and stress corrosion cracking, plutonium-container material interactions, loss of sealing capability and changes in heat transfer characteristics. This paper summarizes some of those activities and outlines ongoing science and engineering programs that assure continued safe and secure storage of the plutonium-bearing metals and oxides.

The SPS is a combination of components required to expedite the safe and timely storage of Plutonium (Pu) oxide. The SPS program will receive site Pu packages, process the Pu for storage, package the Pu into metallic containers, and safely store the containers in a specially modified storage vault. The location of the SPS will be in the 2736- ZB building and the storage vaults will be in the 2736-Z building of the PFP, as shown in Figure 1-1. The SPS will produce storage canisters that are larger than those currently used for Pu storage at the PFP. Therefore, the existing storage areas within the PFP secure vaults will require modification. Other modifications will be performed on the 2736-ZB building complex to facilitate the installation and operation of the SPS.

Since the cessation of weapons production in 1990, many of these facilities with plutonium in storage have not operated. Since the shutdown was regarded as temporary, little attempt was made at that time to empty the process lines of plutonium, or to place the plutonium in containers or packages that would provide safe storage for extended periods of time. As a result, the packages and containers providing interim storage are vulnerable to failure through leakage, rupture and other modes, and pose potential hazards to facility workers, the public and the environment. Here, an approach to measuring and tracking the reduction in vulnerabilities resulting from stabilizing and repackaging plutonium is developed and presented. The approach utilizes results obtained by the DOE Working Group on the vulnerabilities associated with plutonium storage.

Phase 3 will include an additional addendum to this HSMP and address health and safety issues associated with the start up and on-site test phase of the project. This initial submittal of the HSMP is intended to address those activities anticipated to be performed during phase 1 of the project. This HSMP is intended to be a living document which shall be modified as information regarding the individual tasks associated with the project becomes available. These modifications will be in the form of addenda to be submitted prior to the initiation of each phase of the project. For additional work authorized under this project this HSMP will be modified as described in section 1.4.

Book excerpt: The production of nuclear materials for the national defense was an intense, nationwide effort that began with the Manhattan Project and continued throughout the Cold War. Now many of these product materials, by-products, and precursors, such as irradiated nuclear fuels and targets, have been declared as excess by the Department of Energy (DOE). Most of this excess inventory has been, or will be, turned over to DOE's Office of Environmental Management (EM), which is responsible for cleaning up the former production sites. Recognizing the scientific and technical challenges facing EM, Congress in 1995 established the EM Science Program (EMSP) to develop and fund directed, long-term research that could substantially enhance the knowledge base available for new cleanup technologies and decision making. The EMSP has previously asked the National Academies' National Research Council for advice for developing research agendas in subsurface contamination, facility deactivation and decommissioning, high-level waste, and mixed and transuranic waste. For this study the committee was tasked to provide recommendations for a research agenda to improve the scientific basis for DOE's management of its high-cost, high-volume, or high-risk excess nuclear materials and spent nuclear fuels. To address its task, the committee focused its attention on DOE's excess plutonium-239, spent nuclear fuels, cesium-137 and strontium-90 capsules, depleted uranium, and higher actinide isotopes.
