Available in PDF, EPUB and Kindle. Book excerpt: Microsimulation as a modelling tool in social sciences has increased in importance over the last few decades. Once restricted to a handful of universities and government departments, as a scientific field it has achieved a new dynamism during the last decade. As computing power increases and data availability becomes more widespread, microsimulation models can be put to hitherto unprecedented uses. Edited by leading experts in the field, this book illustrates recent advances, methodologies and uses of socioeconomic microsimulation in social sciences around the world. It does so by analysing new grounds covered in microsimulation and exploring new applications in traditional fields. As such, the chapters - grouped into five sections: new methods and methodology; pensions; financial crisis and austerity measures; health; and poverty - present recent, innovative and challenging work in various fields that is not just relevant for those in that field, but that might also inspire scholars from the other disciplines to broaden their minds to new and exciting uses of this established methodology.

Book excerpt: Since the 1990s, and increasingly so, European welfare states have been undergoing fundamental change. The analysis presented in this book shows that these changes may be interpreted as a paradigmatic shift of European societies, since fundamental concepts, principles and societal effects of welfare institutions have been redefined, reset and rearranged. Given contemporary institutional, economic, social and cultural changes, current post-industrial forms of welfare states are characterised by a very different logic than that which prevailed some 30 years ago. This logic, while being ambivalent in certain areas, brings about highly modified societies. This book provides an understanding and identification of different facets of this paradigmatic shift, in order to contribute to the bigger picture of welfare state and societal change. Rather than referring to persisting differences in welfare state regimes, which are in parts identified here also, it directs its attention towards new and cross-country and cross-regime developments and tensions. The interpretations of welfare state change found in other studies, thereby, are enhanced in original ways. The theoretically-based empirical analysis of welfare state change departs from the generally accepted insight that mature democratic welfare states depend on social cohesion. The central question of this study, therefore, is how emancipatory past and present welfare state regulations are. The results show that the mechanisms, visibility and lines of social inequality differ significantly after three decades of partly fundamental reforms characterized by marketization, fragmentation and equalisation of welfare provision.

Book excerpt: Pension reform is high on the policy agenda of many advanced and emerging market economies. In advanced economies the challenge is generally to contain future increases in public pension spending as the population ages. In emerging market economies, the challenges are often different. Where pension coverage is extensive, the issues are similar to those in advanced economies. Where pension coverage is low, the key challenge will be to expand coverage in a fiscally sustainable manner. This volume examines the outlook for public pension spending over the coming decades and the options for reform in 52 advanced and emerging market economies.

Available in PDF, EPUB and Kindle. Book excerpt: The Greek pension system has been costly, complex, and distortive, which has contributed to Greece’s fiscal problems and discouraged labor force participation. Several attempts to reform the system faltered due to lack of implementation, pushback by vested interests, and court rulings leading to reversals. A series of reforms introduced throughout 2015–17 unified benefit and contribution rules, removed several distortions and reduced fragmentation and costs. If fully implemented throughout the long-term, these reforms can go a long way towards enhancing the pension system affordability. However, reforms faced setbacks and fell short of creating stronger incentives to build long contribution histories, to deliver sustainable growth by improving the fiscal policy mix, and to ensure fairness and equitable burden sharing across generations and interest groups. Policy priorities should aim towards fully implementing the 2015–17 reforms and complementing them with additional reforms to address these remaining objectives.

It is more relevant than ever to ask: do existing minimum income protection schemes succeed in adequately protecting citizens, be it whether they are excluded from work, working, retired, or having children? Drawing on in-depth and up-to-date institutional data from across Europe and the US, this volume details the reality of minimum income protection policies over time. Including contributions from leading scholars in the field, each chapter provides a systematic cross-national analysis of minimum income protection policies, developing concrete policy guidance on an issue at the heart of the European debate.

Book excerpt: This paper reviews past trends in public pension spending and provides projections for 27 advanced and 25 emerging economies over 2011–2050. In constructing these projections, the paper incorporates the impact of recent pension reforms and highlights the key assumptions underlying these projections and associated risks. The paper also presents reform options to address future pension spending pressures in the advanced and emerging economies. These reforms—mainly increasing retirement ages, reducing replacement rates, or increasing payroll taxes—are discussed in the context of their role in fiscal consolidation, and their implications for both equity and economic growth. In addition, the paper examines the challenge of emerging economies of expanding coverage in a fiscally sustainable manner

Its social, fiscal, and macroeconomic implications confront policy makers, practitioners, and academia with challenging questions. Pension systems in aging societies--in need of reform and further stressed by the pressures of globalization--require parallel reforms of the labor market and effective lifelong learning, not only to promote working longer, but to ensure that people can actually do so. At the same time, the working population should be motivated to contribute to pension schemes and prepare for old age. Diversify.

Available in PDF, EPUB and Kindle. Book excerpt: Women, Business and the Law 2021 is the seventh in a series of annual studies measuring the laws and regulations that affect women’s economic opportunity in 190 economies. The project presents eight indicators structured around women’s interactions with the law as they move through their lives and careers: Mobility, Workplace, Pay, Marriage, Parenthood, Entrepreneurship, Assets, and Pension. This year’s report updates all indicators as of October 1, 2020 and builds evidence of the links between legal gender equality and women’s economic inclusion. By examining the economic decisions women make throughout their working lives, as well as the pace of reform over the past 50 years, Women, Business and the Law 2021 makes an important contribution to research and policy discussions about the state of women’s economic empowerment. Prepared during a global pandemic that threatens progress toward gender equality, this edition also includes important findings on government responses to COVID-19 and pilot research related to childcare and women’s access to justice.
