Book excerpt: This book assesses how policies developed by the National Assembly for Wales are affecting gender inequalities and investigates whether they are having an impact on social justice for women in Wales. In 1999 the first elections to devolved governments took place in Scotland and Wales. In Wales this resulted in 40 per cent of Assembly Members being women. In 2003 this proportion increased to 50 per cent which makes the National Assembly for Wales ‘the first legislative body with equal numbers of men and women in the world’ (“The Guardian”, 3/5/03). This new gender balance of political representatives is a significant change in the gendering of political institutions and this, together with the creation of a new tier of government, has the potential to create new opportunities for the development of social policies which address gender and other social inequalities. Focusing on distinct policy domains, this book explores gender politics in a devolved Wales. Each chapter investigates a particular aspect of social policy, exploring the way it has developed since devolution and the extent to which considerations of gender and social justice for women are central to this development. The empirical chapters which form the core of the book are situated theoretically and politically by the first chapter which discusses how gender and social justice can be theorised and explores devolution and its relation to gender politics in Wales.

Earlier reports were (1) "Renting homes" (Law Com. 297, Cm. 6781, ISBN 9780101678124) and (2) "Housing: proportionate dispute resolution (Law Com. 309, Cm. 7377, ISBN 9780101737722). The focus of this report is the private rented sector, specifically the repair and maintenance of the property and harassment and unlawful eviction. It builds on the consultation paper on this topic (2007, Consultation paper 181, ISBN 9780117037816). Part 1 sets out the background, and part 2 considers the case for change. Part 3 reviews the history of regulation. The options for change outlined in the discussion paper are rehearsed in part 4 and part 5 sets out the conclusions drawn by the Commission from the responses to that paper (which are detailed in appendix B). Part 6 sets out the recommendations for reform. The review offers the prospect of a new regulatory approach that will be of significant social benefit. Implementation of the recommendations in "Renting homes" would contribute to the understanding of both landlords and occupiers of their mutual legal rights and responsibilities and encourage responsible renting. Smart regulation is proposed, involving much greater self-regulation by the sector, the establishment of housing standards monitors and codes of practice for housing management practice and letting agents. The recommendations set out a series of affordable and proportionate measures that, by enhancing self-regulation, will improve the management of the private rented sector.

Book excerpt: The Committee undertook this inquiry to address concerns about the imprisonment of Welsh prisoners outside Wales. At present there are only four prisons in Wales, all in the South, and there is little provision for juveniles and no prisons for women. The overcrowding means that Welsh prisoners have a reduced chance of serving their sentence near home and reduces the chances of successful resettlement on release. The Committee believe there should be new prison places in North Wales, separate provision for young offenders and a new approach to women prisoners along the lines suggested by Baroness Corston. The report also address concerns about support services for mental illness amongst prisoners, the amount of Welsh language provision and education services.
