Book excerpt: This fact sheet summarizes responses by 49 states (Massachusetts did not respond) to the General Accounting Office questionnaire on state efforts to integrate human services programs. The questionnaire focused on low income families. Responses to the questionnaire indicate the following: (1) 23 states have integrated all their service delivery units for the three major benefit programs: Aid to Families with Dependent Children, Medicaid for the Categorically Needy; and Food Stamps; (2) 48 states would like to achieve more service integration; (3) 30 states have started at least one service integration demonstration project since October 1, 1983; (4) 14 states have considered legislation related to service integration since January 1, 1985; (5) among the most frequent obstacles to integration of services are the number of regulations applying to the programs, and the fact that different programs use different financial eligibility requirements; (6) coordination among state officials is greater at the program level than at higher levels; and (7) the three reasons most often given by states for eligible families not receiving benefits are transportation difficulties, lack of local outreach services, and insufficient funds for limited-funding programs. The fact sheet presents state responses to the questionnaire in statistical form. Appendices include program descriptions, state questionnaire results for obstacle factors, and state questionnaire results for state and local actions. (Ps).

It has diverged from other European countries experiencing similar economic and social trends, who have not enacted such dramatic cuts and reforms. Until recently, however, the changes proved very popular with the public, who increasingly hated the welfare system and viewed its users as lazy, undeserving, and likely to be cheating. In this book, Tom O'Grady focuses on policies that provide relief from unemployment, poverty, and disability to uncover why Britain's welfare system has been reformed so radically and why, until recently, the public enthusiastically endorsed this programme. Using a comparative and historical perspective, he traces the evolution of British welfare policy, politics, discourse, and public opinion since the 1980s, and argues that from the 1990s a long-term change in discourse from both politicians and the media caused the British public to turn against welfare by 2010. That, combined with the financial crisis, left the system uniquely vulnerable to cuts. This book explores the roots of public opinion on the welfare system, the motives of politicians who have revolutionized it, and the ways in which the system and its users have been spoken about. It is an account of how the public came to consider deserving recipients of help as scroungers; of when and why politicians and the media vilified them; of political parties whose discourse and policies were transformed, almost overnight; and of Britain's journey from providing welfare as generously as the average European country in the 1970s to becoming an outlier today.

Book excerpt: The Department of Health, Education and Welfare's regional offices have completed the most comprehensive outreach effort in HEW's history, hearing and learning the views of all interests in our society concerning our welfare system and its reform. During the past two months, over 10,000 individuals and organizations have provided written and oral comments in response to regional office invitations advising of your outreach interest. In addition, innumerable people were reached through more than 300 newspaper articles, radio and television interviews. Further, over 9,000 people attended 145 conferences and public meetings in all states. Their statements provided a rare insight into (a) the grass roots impact of our welfare system and (b) views as to what should be done about it. In seeking comments from those not normally reached by the Department, we asked for information and views about the six major issues identified by the Assistant Secretary for Planning and Evaluation and outlined in the March 7, 1977 Federal Register statement. We found a clear and strong consensus that our welfare system needs change, but no such consensus about what should be done.
