Understanding the impacts of NREGS and the pathway through which its impacts are realized thus has important policy implications. We use a three-round 4,000-household panel from Andhra Pradesh together with administrative data to explore short- and medium-term poverty and welfare effects of NREGS. Triple difference estimates suggest that participants significantly increase consumption (protein and energy intake) in the short run and accumulate more nonfinancial assets in the medium term. Direct benefits exceed program-related transfers and are most pronounced for scheduled castes and tribes and households supplying casual labor. Asset creation via program-induced land improvements is consistent with a medium-term increase in assets by nonparticipants and increases in wage income in excess of program cost.

Are the conditions stipulated by the Act met in practice, under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)? What impact on poverty do the earnings from the scheme have? Does the scheme meet its potential? How can it do better? Right to Work? Assessing India's Employment Guarantee Scheme in Bihar studies the MGNREGS's impact across India, then focuses on Bihar, the country's third largest and one of its poorest states. It shows that although the scheme has the potential to substantially reduce poverty through extra earnings for poor families, that potential is not realized in practice. Workers are not getting all the work they want, nor are they getting the full wages due. The intended recipients' awareness of how to obtain work is low. In a controlled experiment, a specially designed fictional movie was used to show how knowledge of rights and processes can be enhanced. Although the movie effectively raised awareness and improved public perceptions of the scheme, it had little effect on actions such as seeking employment when needed. Supplyside constraints in responding to demand for work must also be addressed. A number of specific constraints to work provision are identified, including poor implementation capacity, weak financial management, and inadequate monitoring systems. Addressing these constraints would allow this major antipoverty program to come much closer to reaching its potential.

We argue that a chronic friction of wage payment delay in this flagship programme could adversely affect the welfare of the poor through two channels. First, it causes deferred consumption. Second, it turns labour into a credit good which makes an indebted household work harder to clear off his existing debt. The loss of welfare persists even when the worker has an outside employment option. If a programme of financial inclusion increases the indebtedness of the poor, a wage payment delay in the NREGA programme could escalate this welfare loss although the official indicator of success (i.e., participation) may not reveal this friction.

We focus on one such administrative failure - the persistent delay in paying beneficiaries on time in India's iconic anti-poverty programme, the National Rural Employment Guarantee Act (NREGA). Using a life cycle model, we argue that a long wage payment lag in this flagship programme could adversely affect the welfare of the poor through two channels. First, it imposes an implicit consumption tax on the household. Second, it lowers the human and financial net worth of the household and encourages increased household participation in the programme to clear off the initial debt burden. The loss of welfare persists even when the worker has outside employment options. Empirical evidence based on primary data lends support to our key theoretical prediction that wage payment delay encourages worker participation in the NREGA programme. Our findings suggest that a conventional measure of performance of an anti-poverty programme - such as higher NREGA participation of rural households - would be misleading because it does not necessarily reveal the welfare loss suffered by the asset-poor households who face a formidable wage payment delay.

I exploit the cross-district rollout of the program to analyze the causal effect on household consumption. I use the National Sample Survey data to conduct a difference-in-difference analysis where the treatment group consists of households in 184 early implementation districts and the control group consists of households in 209 late implementation districts. The program significantly raised household per capita consumption by around 10 percent. Although households predominantly use the program during the lean agricultural season, I find consumption increased both during the lean and non-lean agricultural season, and households continued to smooth consumption over the year. For the marginalized caste group, the program increased consumption by around 12 percent. Therefore, historical and ongoing discrimination along with other barriers to entry have not prevented this group from benefiting from the program.
