Developments in the cocoa sector can have significant implications for poverty reduction and shared prosperity given that the sector is a source of livelihood for about one-fifth of the population, as well as an important source of export and government revenues. Cocoa pricing has always been a major focus of public policy in the country, and in 2011 the government initiated a new round of cocoa sector reforms seeking to stimulate cocoa production and to secure the livelihoods of cocoa farmers through guaranteed minimum farm-gate prices. Policymakers will certainly like to know the likely impacts of this price policy reform on household welfare and poverty. This paper uses a nonparametric approach to policy incidence analysis to estimate the first-order effects of this policy reform. To assess the pro-poorness of the reform in cocoa pricing, variations in poverty induced by the policy are compared to a benchmark case. While increasing the cocoa farm-gate price has a potential to reduce poverty among cocoa farmers, it turns out that the increase in 2015-2016 translates into a relatively small drop in overall poverty. This variation is assessed to be weakly pro-poor. It is likely that this poverty impact can be amplified by additional policy interventions designed to address the key constraints facing the rural economy such as productivity constraints stemming from factors such as lack of relevant research and development, weak extension services, poor transportation and storage infrastructure, and generally poor provision of relevant public goods. Addressing these issues require a coherent policy framework that can be effectively implemented by accountable institutions to increase the role of agriculture as an engine of inclusive growth in Cote d'Ivoire.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Book excerpt: This third and final volume from the City Study analyzes the structure of Bogota and Cali, Colombia by modelling different markets and the behavior of individuals, households, firms, and governments within these markets. Simple economic reasoning is used to understand the urban behavior that can determine a city's overall appearance and structure. The author underlines the importance of this understanding which, he argues, could lead to the creation of more effective urban policies. This study links infrastructure requirements and supply to the behavior of urban life and to the existing income distribution in the city. The author concludes that institutional responses to the rapidly changing and unpredictable demands of metropolitan residents must become an inherent part of city structure, and that this would be the most practical way of coping with urban growth.

Book excerpt: Citing a paucity of empirical evidence on the poverty and distributional impacts of trade policy reform in Ghana as the main motivation for this volume, the editors (both of the Institute of Statistical, Social and Economic Research at the U. of Ghana) present eleven papers that combine theory and econometric analysis in an effort to assess linkages between globalization, trade, and poverty (including gendered aspects). Specific topics examined include manufacturing employment and wage effects of trade liberalization; the influence of education on trade liberalization impacts on household welfare; trade liberalization and manufacturing firm productivity; the impact of elimination of trade taxes on poverty and income distribution; food prices, tax reforms, and consumer welfare under trade liberalization; impacts on tariff revenues; and impacts on cash cropping, gender, and household welfare; Distributed in the US by Stylus. Available in PDF, EPUB and Kindle. Book excerpt: This book, written by global experts, provides a comprehensive and topical analysis on the economics of chocolate. While the main approach is economic analysis, there are important contributions from other disciplines, including psychology, history, government, nutrition, and geography. The chapters are organized around several themes, including the history of cocoa and chocolate — from cocoa drinks in the Maya empire to the growing sales of Belgian chocolates in China; how governments have used cocoa and chocolate as a source of tax revenue and have regulated chocolate (and defined it by law) to protect consumers' health from fraud and industries from competition; how the poor cocoa producers in developing countries are linked through trade and multinational companies with rich consumers in industrialized countries; and how the rise of consumption in emerging markets (China, India, and Africa) is causing a major boom in global demand and prices, and a potential shortage of the world's chocolate.

Financing of the poverty reduction strategy is provided largely through budget resources and assistance from the government's technical and financial partners (TFP). Assistance from the TFP may also take the form of project grants or program grants.

Book excerpt: Surveys the World Bank's experience in supporting developing country civil service reforms and begins to assess the progress made. The World Bank recognizes the importance of the civil service to the general welfare of the 4.6 billion people in low and middle income countries. Between 1981 and 1991, civil service reform was a prominent feature of 90 World Bank lending operations. This paper surveys the Bank's experience in supporting this reform and assesses the progress made. The lending operations concentrated on two separate dimensions: (1) Shorter-term, emergency steps to reform public pay and employment policies, which center on measures to contain the cost and the size of the civil service (2) longer-term civil service strengthening efforts directed toward ongoing, sustained management improvements. After examining the record of these reforms, the authors conclude that the results have been mixed at best. They recommend greater emphasis on devising a coherent, far-reaching strategy for reform and on detailing the set of tactics by which these goals will be achieved.

Book excerpt: Poverty comparisons - such as whether poverty has increased, or where it is greatest, are typically clouded in conceptual and methodological uncertainties. How should individual well-being be assessed in deciding who is poor? Is a household survey a reliable guide? Where should the poverty line be drawn, and does the choice matter? This monograph surveys the issues that need to be considered in answering these questions, providing an accessible introduction to the most recent literature. The strengths and weaknesses of past methods are discussed, and a summary of methodological recommendations is given. A number of new analytical tools are described which can greatly facilitate poverty comparisons, recognising the uncertainties involved.

Book excerpt: Explains the broad range of financial instruments government policymakers can use to avoid commodity price risks caused by fluctuating prices. This hands-on book describes management techniques countries can use to avoid the financial risk that occurs when commodity prices fluctuate dramatically. It illustrates each technique in detail with practical case studies of Colombia, Costa Rica, Hungary, Papua New Guinea, Sub-Saharan Africa, and Venezuela. These financial techniques include short-term instruments and newer methods that let governments evade price risks over longer periods and raise finances that are linked to commodity prices. The new techniques include commodity loans, bonds, swaps, futures, forwards, and options. Policymakers receive clear information about how these financial instruments can manage price risk, provide access to external finance, and lower a country's credit risk. The workbook shows how risk instruments work within traditional stabilization schemes and explains which of the techniques protect against external risk. It also identifies the institutional changes and education requirements governments must meet to use the instruments effectively. This book advances the more theoretical work on the new, longer-term instruments that appears in Commodity Risk Management and Finance, published by the World Bank and Oxford University Press. Published for the World Bank by The Johns Hopkins University Press.

Book excerpt: In September 2001, staff from the World Bank and the International Monetary Fund met with the objective of strengthening collaboration between the two organizations in projects of civil service reform. This strengthened collaboration will have key benefits in ensuring consistency between the conflicting goals of the two organizations, establishing realistic objectives within the reform process, and maintaining a core set of wage and employment data. The principal conclusion arrived at was that World Bank and IMF staff should be engaging in collaboration earlier in the reform process. To guide the collaboration, six foundations were identified. These include: develop a medium-term fiscal framework; foster national ownership by making reforms politically feasible; focus and streamline conditionality; agree on sequencing and timing of reforms; and strengthen data collection. These principals will be tested for effectiveness in several focus countries.
