It is used to derive the estimates necessary to monitor labour market conditions in the ten provinces of Canada. The purpose of this paper is to describe the estimation methodology used to derive these estimates. In doing so, the intent is to provide a detailed account of LFS weighting procedures so as to serve as a reference document, and to provide the rationale behind the particular methods employed. Included is a description of how the design weights are computed, how nonresponding households are treated, and how the generalized regression estimator is used to exploit demographic population estimates. A section devoted to the computation of sampling errors is provided, as is an appendix that describes the changes made to the estimation methodology between the present (1995) and previous (1985) sample designs"--Abstract.

After extensive studies, including the investigation of a number of alternative methods for exploiting the sample overlap to improve the quality of estimates, the LFS has chosen and implemented a regression composite estimation method. Currently, a compromise linear estimator between level and monthly change driven estimates with the a value of 2/3 is implemented. This study is to evaluate a broad range of values on many different LFS characteristics and its impacts on the final survey weights.

Generally, statistical agencies use imputation as a way to treat item nonresponse. A common preliminary to imputation is the formation of imputation cells. In this article, we study the formation of these cells using two methods. The first method is similar to that of Eltinge and Yansaneh (1997) in the case of weighting cells and the second is the method currently used in the Canadian Labour Force Survey. Using labour force data, simulation studies are performed to test the impact of the response rate, the response mechanism and constraints on the quality of the point estimator under both methods.

Hence, under this rotation scheme, once a rotation panel enters in the sample, it stays 6 months in the sample before it rotates out. Because of this design feature, the estimates on the same panel in different months are highly correlated. Moreover, when a rotation panel rotates out, a neighbouring rotation panel usually rotates in. Since they are geographically close, estimates based on the neighbouring rotation panels are also correlated. These correlations are called panel correlations: their magnitudes are variable-specific and time-dependent. This paper describes a methodology for estimating the panel correlations and presents estimated correlations for selected variables using 1980-81 and 1985-87 data. The work was originated for the study of composite estimation technique. However, the results are useful in any situation in which the panel correlation plays a role.

Some persons on temporary layoff have likely been identified as not in the labour force instead of being unemployed, with a corresponding underestimation of the unemployment rate. As part of the LFS redesign a new questionnaire, to be phased in from September 1996 to January 1997, includes improved identification of persons on temporary layoff. Prior to the phase-in of the redesigned questionnaire, a temporary layoff supplement was administered from August 1995 to August 1996 to measure the effect of the improved identification of temporary layoffs on the unemployment rate and on the historical time series of unemployment rates. This paper also illustrates the use of the linearized jackknife variance estimator under a nonresponse weighting ajustment.
