Book excerpt: This book critically examines the influence of International Society on East Asia, and how its attempts to introduce ‘civilization’ to ‘barbarous’ polities contributed to conflict between China and Japan. Challenging existing works that have presented the expansion of (European) International Society as a progressive, linear process, this book contends that imperialism – along with an ideology premised on ‘civilising’ ‘barbarous’ peoples – played a central role in its historic development. Considering how these elements of International Society affected China and Japan’s entry into it, Shogo Suzuki contends that such states envisaged a Janus-faced International Society, which simultaneously aimed for cooperative relations among its ‘civilized’ members and for the introduction of ‘civilization’ towards non-European polities, often by coercive means. By examining the complex process by which China and Japan engaged with this dualism, this book highlights a darker side of China and Japan’s socialization into International Society which previous studies have failed to acknowledge. Drawing on Chinese and Japanese primary sources seldom utilized in International Relations, this book makes a compelling case for revising our understandings of International Society and its expansion. This book proposes that the state we see today has developed over the past two centuries largely as a response to internal challenges emerging from the late empire. Well before the Opium War, Chinese confronted such constitutional questions as: How does the scope of political participation affect state power? How is the state to secure a share of societys wealth? In response to the changing demands of the age, this agenda has been expressed in changing language. Yet, because the underlying pattern remains recognizable, the modernization of the state in response to foreign aggression can be studied in longer perspective. The author offers three concrete studies to illustrate the constitutional agenda in action: how the early nineteenth-century scholar-activist Wei Yuan confronted the relation between broadened political participation and authoritarian state power; how the reformist proposals of the influential scholar Feng Guifen were received by mainstream bureaucrats during the 1898 reform movement; and how fiscal problems of the late empire formed a backdrop to agricultural collectivization in the 1950s. In each case, the author presents the "modern constitutional solution as only the most recent answer to old Chinese questions. The book concludes by describing the transformation of the constitutional agenda over the course of the modern period.

Book excerpt: This book examines the ascendancy of a minor nineteenth-century Tibetan chieftain Gönpo Namgyel who hailed from Eastern Kham, a frontier region situated between the power centers of Central Tibet and Qing China. For most of the nineteenth century, Gönpo Namgyel dominated the politics of Kham and posed a serious challenge to both the Qing and Lhasa regimes. The study explores the dynamics of local and national politics, as well as the tensions over power and authority between the two power centers. Drawing upon both Tibetan and Chinese primary sources, the study sheds new light on the governance and polity of the Kham region, enhancing our understanding of Sino-Tibetan conflicts regarding Kham from the nineteenth century, up to the mid-twentieth century. The book focuses on local events, rather than seeing history as shaped solely by the power centers. The rise of Gönpo Namgyel is situated within the context of the local politics of Kham while taking into consideration its relations with mid-nineteenth century Qing and Central Tibet. It further explores the social-cultural milieu that gave rise to this charismatic and controversial chief. A series of questions emerge concerning traditional historiographical practice, including the historical practices of Chinese and Tibetan scholars as well as approaches to the history of China and Tibet by Western scholars. Probing into history from a local perspective adds a new dimension to the study of nineteenth-century Sino-Tibetan relations. This research reveals that there is no single force determining history, nor are persons in the periphery mere passive observers of national events. The kings, governors, and chieftains in Kham were active in shaping their own regional identity and asserting their own terms in relation to the two power centers, demonstrating that the peripheries are equal partners in central-periphery relations, rather than passive recipients as has commonly been represented in earlier historical narratives.
