In addition, the book looks to the future of planning by addressing topics of major importance, including residual risk integration in local development plans, damage insurance and the potential role of climate vulnerability reduction credits. In many regions of the tropics, climate planning is growing but has still very low quality. This book identifies the weaknesses and proposes effective solutions.

A range of informal mechanisms to insure rural households against the impact of shocks, but they are a modest component of a risk layering strategy for well-off households and even less protective for low-income households. Formal insurance mechanisms have inherent market imperfections. State interventions to address these limitations have proven costly and generally are targeted poorly. Recent developments in microfinance as well as in insurance marketing have opened new possibilities for household risk reduction. Index insurance, such as weather indexing, addresses other inherent problems in insurance by using an indicator that is not affected by individual behaviour and may address monitoring costs and moral hazard. A number of innovations using index insurance are being tried currently in diverse settings ranging from India to Mongolia to Malawi. Marketing costs may limit the provision of such insurance to small farmers, but even in such cases microfinance institutes may serve as market intermediaries. Moreover, state and submational governments can use insurance to achieve countercyclical funding programs. In this vein, municipal governments in Mexico have used insurance to finance disaster contingency while the World Food Program has insured a portion of its emergency assistance to Ethiopia. Humanitarian organizations and NGOs may also seek insurance in this manner.

Book excerpt: Intermediary firms within agri-food value chains operating between the farmgate and retailers typically account for at least as much, if not more, value added as the primary agricultural production sector of the economy, but little is known about how these small and largely informal firms conduct their business. Drawing on a set of innovative surveys implemented amid the arabica coffee and soybean value chains in Uganda and the rice and potato value chains in Bangladesh, we describe the financial activities of the firms that transform agricultural produce into food. We document four sets of results. First, across all intermediary actors in our data the overwhelming majority of transactions are cash-based. Second, although many intermediary actors are un-banked, access to financial accounts varies considerably by value chain segment, commodity, and country. Third, while most intermediary actors report using mobile money for personal purposes, especially in Uganda, very few use mobile money to facilitate business transactions. Fourth, although intermediary actors frequently report exposure to risk, very few effectively manage this risk. We conclude by discussing how intermediary agri-food value chain actors represent an underappreciated population for the promotion of new technologies both to improve the stability of the agricultural sector and to improve outcomes among smallholder farmers.

CSA practices aim to achieve three closely related objectives: sustainably increase agricultural productivity, adapt to climate change, and mitigate greenhouse gas (GHG) emissions. The CSA objectives directly contribute to achieving the 2014 Malabo Declaration goals, which include commitments to (1) end hunger in Africa by 2025, (2) halve poverty by 2025 through inclusive agricultural growth and transformation, and (3) enhance the resilience of livelihoods and production systems to climate variability and other related risks. These linkages underscore the importance of including CSA in country and regional plans to achieve overarching development objectives in Africa, in particular food security and poverty reduction. The 2016 Annual Trends and Outlook Report (ATOR) examines the contribution of CSA to meeting Malabo Declaration goals by taking stock of current knowledge on the effects of climate change, reviewing existing evidence of the effectiveness of various CSA strategies, and discussing examples of CSA-based practices and tools for developing evidence-based policies and programs.
