Book excerpt: Executive Order No. 1298 signed by President Clinton on November 14,1994 declared a national emergency with resect to the unusual and extraordinary threat that proliferation of weapons of mass destruction (those weapons categorized as nuclear, chemical or biological) poses to the national security, foreign policy, and economy of the United States. In the wake of the Cold War, a new world disorder seen's to be emerging wherein the legitimacy of many states is being challenged from within by increasing non-state calls for self determination from the likes of religious cults, hate groups, isolationist movements, ethnic groups, and revivalist movements. These movements often prey on the insecurities of the population, offering to fill psychological, social, political, or religious security needs of those who would join them. Religious oriented groups appear to share a common ideology which rejects existing social, economic, and political structure demanding a drastic revision of the world - a world where they become the authoritarian, dominant influence. These are the Post-Modern Terrorists who possess a ripeness to threaten use of weapons of mass destruction. This study presents an argument suggesting that terrorist groups operating under the veneer of religion are truly the most likely candidates to threaten use of mass destruction in a mass casualty causing terrorist act.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume explores the relationship between the accelerating process of globalization and the proliferation of Weapons of Mass Destruction, which is increasingly seen as the pre-eminent threat to international security. The proliferation of Weapons of Mass Destruction has traditionally been seen as a function of the 'security dilemma' in the state-based international system. But the advent of the nuclear supply network pieced together by the Pakistani scientist A. Q. Khan represented a departure from this model, involving a variety of organizations not directly connected to a state. This volume assembles an international group of experts in order to assess the relationship between proliferation and globalization to ascertain how contemporary communication, transportation and financial networks are facilitating or constraining trade in dangerous contraband. The book ultimately seeks to determine whether globalization is fundamentally altering the nature of the proliferation problem, particularly the threat that Weapons of Mass Destruction might fall into the hands of terrorists. This book will be of much interest to students of nuclear proliferation, international security, terrorism and IR in general.

Available in PDF, EPUB and Kindle. Book excerpt: The spread of weapons of mass destruction poses one of the greatest threats to international peace and security in modern times--the specter of nuclear, chemical, and biological weapons looms over relations among many countries. The September 11 tragedy and other terrorist attacks have been painful warnings about gaps in nonproliferation policies and regimes, specifically with regard to nonstate actors. In this volume, experts in nonproliferation studies examine challenges faced by the international community and propose directions for national and international policy making and lawmaking. The first group of essays outlines the primary threats posed by WMD proliferation and terrorism. Essays in the second section analyze existing treaties and other normative regimes, including the Nuclear Non-Proliferation Treaty and the Chemical Weapons and Biological Weapons Conventions, and recommend ways to address the challenges to their effectiveness. Essays in part three examine the shift some states have made away from nonproliferation treaties and regimes toward more forceful and proactive policies of counterproliferation, such as the Proliferation Security Initiative, which coordinates efforts to search and seize suspect shipments of WMD-related materials.

Book excerpt: There is a widely held belief in the imminent probability of nuclear, chemical, or biological weapons of mass destruction being used by terrorists against civilian targets. This edited volume critically assesses the suggestion that one safeguard against this possibility would be to strengthen existing international prohibitions against state- level acquisition of such weapons. A glimpse of the possible potential of terrorist use of weapons of mass destruction has been seen through the actions of the Tokyo Aum group, and through the use of chlorine by insurgents in Iraq. However, the extent of the real threat posed is as yet unclear, and safeguarding against it in developing countries will not be easy. This book assembles specialists in each category of WMD in order to examine the potential of expanding the three ‘classical’ arms control treaties in order to combat the threat posed by smaller terrorist groups, and draws conclusions as to the strengths and weaknesses of this suggestion.

Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press, Chatham House, and Clingendael Institute publication Adopted in April 2004, UN Security Council Resolution 1540 obliges all states to take steps to prevent non-state actors, especially terrorist organizations and arms traffickers, from acquiring weapons of mass destruction and related materials. The United Nations placed itself firmly in the center of one of the world's key international security challenges. Global Non-Proliferation and Counter-Terrorism brings together renowned scholars and policymakers to examine a wide range of new policy-related questions arising from the resolution's impact on the bio-scientific community, the Chemical Weapons Convention, the IAEA, trade and customs, and counter-proliferation initiatives such as the Proliferation Security Initiative (PSI). The impact of 1540 goes beyond setting new legal requirements. It focuses on enforcement not only nationally but also internationally, pressing all states to place their own houses in order. Among the key questions is how the resolution will change the existing network of non-proliferation regimes. Will it merely reinforce requirements of the existing non-proliferation treaties? Or will it offer a legal framework for counter-proliferation activities and other measures to enforce the non-proliferation network? This book provides an overview of the novel policy questions UNSCR 1540's future implementation and enforcement will offer for years to come. Contributors include Jeffrey Almond, Thomas J. Biersteker (Brown University), Olivia Bosch (Chatham House), Gerald Epstein (CSIS), Chandré Gould (Center for Conflict Resolution, Cape Town )], Ron Manley (former OPCW Director of Verification) Sarah Meek (ISS), Siew Gay Ong (Ministry of Foreign Affairs, Singapore), Elizabeth Prescott (AAAS Congressional Fellow), Tariq Rauf (IAEA), Will Robinson (World Customs Organization), Roelof Jan Manschot (Eurojust), Peter van Ham (Netherlands Institute of International Relations), Ted Whiteside (NATO), and Angela Woodward (VERTIC).

Book excerpt: Preventing Catastrophe is written by two authors who are experienced "Washington hands" and who understand the interplay between intelligence and policymaking. Both have been personally involved, in the United States and overseas, in pursuing national and international measures to stop the proliferation of weapons of mass destruction. Their extensive experience is evident in this book, which puts the Iraqi WMD issue in proper perspective, explains the challenge of monitoring small clandestine programs, and explains how the effort to prevent terrorist acquisition and use of WMD differs from preventing their acquisition and use by nation states. At the same time, the authors are able to make a complex subject understandable to non-technical experts, making this book a useful teaching tool, especially for those who have little or no knowledge or experience in US national security decision making. "National intelligence and international inspections are necessary to create confidence that violations of non-proliferation commitments are detected in time to permit appropriate action. Both must be pursued with professionalism and critical minds avoiding poor intelligence or cosmetic inspections. The issues studied thoroughly and with good judgment in this welcome volume by Graham and Hansen were intensely controversial in the case of Iraq but remain central to international counter-proliferation efforts."—Hans Blix, Executive Chairman of the Weapons of Mass Destruction Commission

Available in PDF, EPUB and Kindle. Book excerpt: In recent years, senior policy officials have highlighted increased signs of convergence between terrorism and unconventional (CBRN) weapons. Terrorism now involves technologies available to anyone, anywhere, anytime, deployed through innovative solutions. This indicates a new and more complex global security environment with increasing risks of terrorists trying to acquire and deploy a CBRN (Chemical Biological Radiological Nuclear) attack. This book addresses the critical importance of understanding innovation and decision-making between terrorist groups and unconventional weapons, and the difficulty in pinpointing what factors may drive violence escalation. It also underscores the necessity to understand the complex interaction between terrorist group dynamics and decision-making behaviour in relation to old and new technologies. Unconventional Weapons and International Terrorism seeks to identify a set of early warnings and critical indicators for possible future terrorist efforts to acquire and utilize unconventional CBRN weapons as a means to pursue their goals. It also discusses the challenge for intelligence analysis in handling threat convergence in the context of globalisation. The book will be of great interest to students of terrorism studies, counter-terrorism, nuclear proliferation, security studies and IR in general.

Book excerpt: The twenty-nine articles explore the issue of WMD and key questions raised about terrorism, its definition, objects, motivation, whether there is a different species of it emerging in the aftermath of the close of the Cold War, preparedness and the means of prevention. The conventional, low-technology terrorism of the past has exercised a social and political impact far out of proportion with the casualties it has caused. The massive, indiscriminate destruction caused by an act of WMD terrorism similarly would have disproportionate social, political, economic and strategic effects.

Book excerpt: In Defence Against Weapons of Mass Destruction Terrorism the editors examined the class of Weapons of Mass Destruction (WMD) for terrorist use, and have found that their effects range from serious nuisance value up to catastrophic destruction of a large urban area. There are some differences in the effects depending on whether they are used against military or civilian targets, whether they are used from inside the target area or outside, and between those weapons for which MOPP (Mission Oriented Protective Posture) gear can provide useful protection (Biological Weapons, Chemical Weapons) and those for which it often cannot (radiation, nuclear explosions). These are useful ways to begin thinking about establishing protocols for protecting our armed forces and the civilian population they are sworn to defend.

Book excerpt: One Of The Debated Aspects Of The Study Of Terrorism Over Last Few Years Has Been The Likelihood Of Using Weapons Of Mass Destruction (Wmd) By Terrorists. A Rash Of Terrorist Spectaculars, Pushing As Never Before The Possibility Of Wmd Use By Non-State Actors Into The Spotlight, Has Brought The Immediacy Of The Question Home. Aum Shinrikyo'S Sarin Gas Attack On The Tokyo Subway In March 1995 Represented The First Large-Scale Use Of Mass-Casualty Weapons By A Non-State Actor For The Express Purpose Of Causing Large Numbers Of Deaths And Injuries. These Attacks Make The Question Of Potential Use Of Wmd By Terrorists An Important And Timely One, Especially When Considered In The Light Of The Explosion In Information Technology Availability And Growing Concerns Over Proliferation And Material Control Issues. The Level Of Physical Destruction, Injury And Loss Of Life From These Weapons Is So Great That The Potential For Acquisition And Use By Terrorists Warrants Serious Consideration.(Published In Collaboration With Usi, New Delhi)

Have the problem and its solution been misconceived and misrepresented, as manifested by the problematic aftermath of Iraq War? Has 9/11 rendered redundant past international ordering strategies, or these still discarded at our own peril? These are questions explored in this Adelphi Paper.

Book excerpt: Nuclear, biological and chemical weapons are designed to cause destruction on a vastly greater scale than any conventional weapons, with the potential to kill thousands in a single attack and with effects that may persist in the environment and in our bodies indefinitely. This report by the independent Weapons of Mass Destruction Commission, chaired by Dr Hans Blix, sets out 60 recommendations on how the world community, national governments and civil society should address this global challenge under the following headings: preventing the proliferation of nuclear weapons; preventing nuclear terrorism; reducing the threat and numbers of existing nuclear weapons; moving from regulating nuclear weapons to outlawing them; biological and toxin weapons; chemical weapons; weapons of mass destruction (WMD) delivery means, missile defences and weapons in space; export controls, international assistance and non-governmental actors; compliance, verification, enforcement and the role of the United Nations.
