Book excerpt: This study investigated the impact of the implementation of Integrated Weapon System Management (IWSM) on the support equipment acquisition process. The literature search revealed that IWSM is the latest of many Air Force attempts to ensure all aspects of a weapon system's life cycle are considered when acquisition decisions are made. Areas of interest included organizational structure; inter-functional relationships; procedural changes; and procedural guidance and automated tools used. Two years after IWSM implementation, interviews were conducted with twenty-four people in various functional disciplines in four System Program Offices and included both Aerospace System Center (ASC) and Air Logistics Center (ALC) personnel. Although there were no significant changes in office structure, the use of the term Integrated Product Team to describe working groups had improved the inter- functional relationships and communication among offices. This shortened the time required to perform some steps of the process. The research found little or no common procedural guidance used among the SPOs, other than the Federal Acquisition Regulation (FAR) for contracting. Also, SPO-unique software was in common use, instead of automated tools from the Acquisition Logistics Toolbox and Index. Book excerpt: There is a direct link between the increasing technological sophistication of our present-day weapon systems and the complexity of the support equipment required to maintain them. With this complexity has also come increased numbers of equipment at increased cost and lead times. In 1988, aircraft and missile support equipment alone totaled over 82,800 line items values at over 10.5 billion dollars. The support equipment requirements and acquisition process that has evolved over the years is extremely complex and it requires the coordination of many people. As such, it is often characterized as being nonresponsive to the Air Force needs. Since 1983, there have been numerous Air Force studies to address the support equipment issues. Over 200 recommendations have been made in an attempt to improve the support equipment acquisition process, yet support equipment shortfalls are still a major problem today. A literature review was developed to identify those studies, their conclusions and recommendations. The purpose of this thesis was to determine if the current SERD (Support Equipment Recommunication Data) processing is being accomplished within the 75 days required by regulation and to identify where the current process could be improved. The research was accomplished by selecting a representative sample of SERDs and by interviewing support equipment experts, (kr).

In the past, support equipment has not received proper management attention. However, people are beginning to realize that support equipment is one of the major factors affecting the maintainability and reliability of the fielded weapon system. The purpose of this thesis is to examine the support equipment acquisition process within Air Force Systems Command and methods of improvement designed to reduce acquisition costs. The thesis considers support equipment from three perspectives; in terms of the Integrated Logistics Support concept, within the framework of the weapon systems acquisition process, and finally the 'specifics' of the acquisition process. The thesis consludes with a thorough examination of three methods multi-year contracting, breakout procurement, and local manufacture, presently being used within Air Force Systems Command to reduce support equipment acquisition costs. Presented are the benefits, disadvantages, and criteria for use of each method.

This study was to analyze the acquisition and provisioning process of two specific pieces of Support Equipment associated with the Pratt and Whitney Aircraft F100 engine: the Supervisory Control System (SCS) Tester and Engine Trim Box (ETB). In addition, the Programmable Automated Trim Test System (PATTS) proposed by P & WA as a new generation item of Support Equipment was examined. The objective of this research was to evaluate the acquisition and provisioning process of two existing items of Support Equipment and compare it to an item being considered for procurement at the present time. This was done to determine if the lessons learned from the SCS Tester and ETB were being applied to PATTS. In the authors' opinions, the problems encountered with the SCS Tester and ETB were mainly due to inadequate requirements determination, improper source coding, and insufficient application of the Integrated Logistics Support concept. PATTS, though immune to many of these problems, received greater planning and coordination emphasis through the efforts and foresight of a few key individuals. (Author).
