The WSP approach is systematic, comprehensive, cost-effective and appropriate in a wide range of circumstances and thus are an important tool for small community water supplies. This manual is designed to engage, empower and guide communities in the WSP development and implementation process. Guidance is provided on how to develop and implement a WSP through six achievable tasks. By following the WSP approach as described in this manual, small communities can improve the management of their drinking-water systems to achieve incremental and sustainable improvements in their drinking-water quality."--Publisher's description.

Book excerpt: Small drinking-water supplies commonly experience operational, managerial, technical and resourcing challenges that impact their ability to deliver safe and reliable services. The needs and opportunities associated with these supplies therefore warrant explicit consideration in policies and regulations. These Guidelines, specifically tailored to small water supplies, build on over 60 years of guidance by the World Health Organization (WHO) on drinking-water quality and safety. They focus on establishing drinking-water quality regulations and standards that are health based and context appropriate; on proactively managing risks through water safety planning and sanitary inspections; and on carrying out independent surveillance. The guidance is intended primarily for decision-makers at national and subnational levels with responsibility for developing regulatory frameworks and support programmes related to these activities. Other stakeholders involved in water service provision will also benefit from the guidance in this document. Designed to be practical and accessible, these Guidelines offer clear guidance that is rooted in the principle of progressive improvement. State-of-the-art recommendations and implementation guidance are provided, drawn from a comprehensive evidence review and established good practices. Additionally, case examples are provided from countries and areas around the world to demonstrate how the guidance in this publication has been implemented in practice in a wide variety of contexts. Together with WHO’s 2024 Sanitary inspection packages – a supporting tool for the Guidelines for drinking-water quality: small water supplies, these Guidelines update and supersede WHO’s 1997 Guidelines for drinking-water quality. Volume 3: surveillance and control of community supplies. Key changes to this updated publication include a greater focus on preventive risk management and a broader range of small water supplies covered, including those managed by households, communities and professional entities.

Available in PDF, EPUB and Kindle. Book excerpt: In 2004, the WHO Guidelines for Drinking Water Quality recommended that water suppliers develop and implement "Water Safety Plans" (WSPs) in order to systematically assess and manage risks. Since this time, governments and regulators, water suppliers and practitioners have increasingly embraced this approach, but they have also requested further guidance. This much-anticipated workbook answers this call by describing how to develop and implement a WSP in clear and practical terms. Stepwise advice is provided through 11 learning modules, each representing a key step in the WSP development and implementation process: 1. Assemble the WSP team; 2. Describe the water supply system; 3. Identify hazards and hazardous events and assess the risks; 4. Determine and validate control measures, reassess and prioritise the risks; 5. Develop, implement and maintain an improvement/upgrade plan; 6. Define monitoring of the control measures; 7. Verify the effectiveness of the WSP; 8. Prepare management procedures; 9. Develop supporting programmes; 10. Plan and carry out periodic review of the WSP; 11. Revise the WSP following an incident ; Every Module is divided into three sections: 'Overview', 'Examples and Tools', and 'Case studies'. The overview section provides a brief introduction to the Module, including why it is important and how it fits into the overall WSP development and implementation process. It outlines key activities that should be carried out, lists typical challenges that may be encountered, and summarizes the essential outputs to be produced. The examples and tools section provides resources which could be adapted to support the development and implementation of WSPs. These resources include example tables and checklists, template forms, diagrams, or practical tips to help a WSP team address specific challenges. These are often example outputs and methodologies adapted from recent WSP experiences. Each Module concludes with case studies so the reader can benefit from lessons-learned from real-life experiences. They are intended to make WSP concepts more concrete and to help readers anticipate issues and challenges that may arise. The descriptions were drawn from WSP initiatives in Australia, the Latin American and the Caribbean region (LAC), and the United Kingdom.

Since it first appearance in 2000, the system has been widely quoted, adapted and used in a large number of projects both for internal performance assessment and metric benchmarking. Water professionals have benefited from a coherent and flexible system, with precise and detailed definitions that in many cases have become a standard. The system has proven to be adaptable and it has been used in very different contexts for diverse purposes. The Performance Indicators System can be used in any organization regardless of its size, nature (public, private, etc.) or degree of complexity and development. The third edition of Performance Indicators for Water Supply Services represents a further improvement of the original manual. It contains a reviewed and consolidated version of the indicators, resulting from the real needs of water companies worldwide that were expressed during the extensive field testing of the original system. The indicators now properly cover bulk distribution and the needs of developing countries, and all definitions have been thoroughly revised. The confidence grading scheme has been simplified and the procedure to assess the results- uncertainty has been significantly enhanced. In addition to the updated contents of the original edition, a large part of the manual is now devoted to the practical application of the system. Complete with simplified step-by-step implementation procedures and case studies, the manual provides guidelines on how to adapt the IWA concepts and indicators to specific contexts and objectives. This new edition of Performance Indicators for Water Supply Services is an invaluable reference source for all those concerned with managing the performance of the water supply industry, including those in the water utilities as well as regulators, policy-makers and financial agencies.

Book excerpt: The brand new manual provides step-by-step guidance to determine revenue requirements, analyze rates, develop a financial plan, and design a better rate structure -- even with limited resources and data. Written for small water systems (defined as serving a population of up to 10,000) it focuses on the unique attributes of small systems as related to financial planning and rate design, with the understanding that most data is contained in the current customer billing system, and merely needs to be massaged. With details plus a sample case study, it helps develop a rate structure that emphasizes simplicity and ease of billing, while at the same time recognizes cost recovery and equitability. Also covered are communications with the public, which is integral to a successful rate restructuring, regulatory approval, system development funding, and rate phase-in.

Book excerpt: Every year, thousands of deaths due to diarrhea, cholera, typhoid and other gastrointestinal diseases have been attributed to poor water, sanitation and hygiene not just in this region but globally. Diarrheal diseases could be avoided if water suppliers would ensure the safety of drinking water from source to consumer. Guided by the national drinking water regulations, the health-based targets of maximum allowable concentration for microbiological, chemical, physical and radiological parameters in drinking water could be achieved through the application of the multiple barrier approach to risk management in water supply. This is the overall principle and goal of water safety plans. This Workbook is intended to be used for training within the Region emphasizing a systematic and preventive risk-based approach to avoid drinking water contamination towards improvement of public health. The strategy is to use multiple barriers so that if one barrier fails, the water stays safe. The intended users are water supply practitioners at all levels especially water quality managers, operators, regulators, assessors, academics, consultants, NGOs, and international organizations.

The Roundtable on Environmental Health Sciences, Research, and Medicine of the Institute of Medicine convened a workshop in October 2007, summarized in this volume, to address objectives related to Sustainable Water, Sanitation, and Hygiene Services. One of the objectives of the workshop was to think about the interdependence of environmental health and human health as connected through water. Organizations cannot discuss water without considering the interrelationship of sanitation and hygiene. It is the convergence of these strategies that promotes healthy outcomes for both individuals and the environment. A second objective of the workshop was to consider how planning, management, and interdisciplinary approaches-including technology, social behavioral issues, gender, health, environment, economic, and political aspects-can be integrated to arrive at sustainable solutions. Many organizations and agencies are trying to forge a path toward sustainable practices in water, but the various sectors utilizing and governing water services are not interconnected. More integration and a greater understanding of holistic approaches are needed.

Book excerpt: Legionnaires' disease, a pneumonia caused by the Legionella bacterium, is the leading cause of reported waterborne disease outbreaks in the United States. Legionella occur naturally in water from many different environmental sources, but grow rapidly in the warm, stagnant conditions that can be found in engineered water systems such as cooling towers, building plumbing, and hot tubs. Humans are primarily exposed to Legionella through inhalation of contaminated aerosols into the respiratory system. Legionnaires' disease can be fatal, with between 3 and 33 percent of Legionella infections leading to death, and studies show the incidence of Legionnaires' disease in the United States increased five-fold from 2000 to 2017. Management of Legionella in Water Systems reviews the state of science on Legionella contamination of water systems, specifically the ecology and diagnosis. This report explores the process of transmission via water systems, quantification, prevention and control, and policy and training issues that affect the incidence of Legionnaires' disease. It also analyzes existing knowledge gaps and recommends research priorities moving forward.

This book was released on 2024-02-14 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: A sanitary inspection is a simple, on-site evaluation (traditionally using a checklist) to help identify and support the management of priority risk factors that may lead to contamination of a drinking-water supply. Sanitary inspections are a well-established and widely-applied practice. They can support water safety planning, and in some contexts, may be a simplified alternative to water safety plans. This publication presents the World Health Organization’s (WHO’s) sanitary inspection packages. These packages update the sanitary inspection forms in WHO’s 1997 Guidelines for drinking-water quality. Volume 3: surveillance and control of community supplies. With more than 25 years of practical experience with the application of sanitary inspections, these packages have been developed from a comprehensive evidence review and established good practices. Each package includes a sanitary inspection form, supported by technical guidance and management advice to help ensure the ongoing safe management of small water supplies. These new tools support proactive risk management and drinking-water quality surveillance across a broad range of water delivery scenarios, and can be applied by health authorities, surveillance agencies, water suppliers, and other stakeholders. As such, they are a valuable practical tool to help implement the recommendations in WHO’s 2024 Guidelines for drinking-water quality: small water supplies.
