Book excerpt: The water quality of proposed Twin Valley Lake, Wild Rice River, Minnesota, was evaluated with respect to its eutrophication potential and the water quality criteria and standards appropriate for project purposes. Study approaches included review of existing water quality data taken on the Wild Rice River, review of existing data on surrounding lakes, algal bioassay analyses on water samples taken in the Wild Rice River and in one nearby lake, laboratory studies on soil samples taken at the proposed project site, mathematical simulations, and nutrient loading analyses. Water quality data from the Wild Rice River indicated no major water quality problems. Dissolved oxygen averaged 94 percent saturation. Phosphorus concentrations were sufficently high to support nuisance algal blooms, but nitrogen concentrations were low, indicating possible nitrogen limitation. Fecal coli-form counts exceeded 200 colonies/100 ml only during storm events. Algal bioassays were conducted on water samples taken in the Wild Rice River, Dayton Hollow Reservoir, and Ottertail River, the major tributary to Dayton Hollow Reservoir. Chemical analyses on the samples taken in the Ottertail River and Dayton Hollow Reservoir indicated that conditions in the reservoir and river were similar. In all of the samples, the nutrients were in an available form. The bioassays were inconclusive, indicating that either phosphorus or nitrogen could be limiting.

Approximately 540 acres of riparian habitat would initially be destroyed, and about 1,100 acres of riparian and upland habitat in the flood pool would be modified. The original plan to compensate for these losses has been changed, and the changes are presented in this report. The present plan does not include aquatic mitigation features because it is current Corps policy that the fishery benefits provided by the reservoir must be counted against losses to the stream habitat induced by the project. The plan includes management for project lands, the acquisition of about 1,600 acres of land adjacent to an existing State wildlife management area, and implementation of specific habitat management and improvement measures. The compensation plan will require congressional authorization because it constitutes a major departure from the authorized project.

A group of about 30 delegates met there in an informal gathering to discuss the specific problems of lakes which have reached a noxious stage of eutrophication. This ad hoc group realized its own specific identity within the limnological community and suggested the organization of a specialized future meeting on hypertrophic ecosystems. After two years of preparatory work, the workshop was fmally held in Vaxjo, Sweden, between September 10 and 14, 1979, on the premises of the University campus. The Institute of Limnology, University of Lund (Professor Sven Bjork), undertook the task of host and organizer. The City ofVaxjo and the University of Lund co-sponsored the event, which was held under the auspices and patronage of the Societas Internationalis Limnologiae. The objective of the workshop was to seek better understanding of highly-eutrophic, disturbed and unstable aquatic ecosystems (lakes, reservoirs and ponds developing noxious algal and bacterial blooms, fluctuating in their water quality on a daily and seasonal scale, producing gases, off-flavor and toxic substances, experiencing periodic anoxia and massive fish kills, etc.), Le., systems requiring corrective measures and new concepts for their solution beyond those generally accepted for 'normal' eutrophic systems.

Book excerpt: Water samples have been collected at two sites on the Wild Rice River since September 1974 to establish baseline water-quality characteristics before construction of a reservoir near Twin Valley, Minnesota for recreation and flood control. A decline in water quality between the sites is shown by mean total-phosphorus concentrations that increase from 0.06 to 0.10 milligrams per liter downstream, and mean turbidity that increases from 12 to 24 units downstream. Phosphorus and ammonia concentrations as high as 0.31 and 2.7 milligrams per liter, respectively, could be the result of domestic waste input to the river upstream from Hendrum. Biochemical oxygen demand concentrations were significantly higher during spring runoff than during the rest of the year. Four out of 90 bacteria samples taken at Twin Valley indicate the presence of human fecal material, though bacteria densities do not exceed recommendations of the U.S. Environmental Protection Agency for public-water supplies. The dominance of organic-pollution tolerant phytoplankton in 49 out of 78 samples also indicates degradation of the river quality at Twin Valley. Nutrient concentrations at Twin Valley have no apparent effect on phytoplankton concentrations. None of the constituents sampled were found to exceed recommended concentrations for public-water supplies. (Author).
