The chief influencing factors are population growth and migration, together with changes in lifestyle, demographic structure and the possible effects of climate change (the detailed implications of climate change are not yet clear, and anyway will depend on global location, but must at least increase the uncertainty in security of supply). This is compounded by rapid development, creeping urbanization and, in some places, rising standards of living. Meeting this increasing demand from existing resources is self-evidently an uphill struggle, particularly in water stressed/scarce regions in the developed and developing world alike. There are typically two potential responses: either "supply-side" (meeting demand with new resources) or "demand-side" (managing consumptive demand itself to postpone or avoid the need to develop new resources). There is considerable pressure from the general public, regulatory agencies, and some governments to minimise the impacts of new supply projects (e.g. building new reservoirs or inter-regional transfer schemes), implying the emphasis should be shifted towards managing water demand by best utilising the water that is already available. Water Demand Management has been prepared by the academic, government and industry network WATERSAVE. The concept of the book is to assemble a comprehensive picture of demand management topics ranging from technical to social and legal aspects, through expert critical literature reviews. The depth and breadth of coverage is a unique contribution to the field and the book will be an invaluable information source for practitioners and researchers, including water utility engineers/planners, environmental regulators, equipment and service providers, and postgraduates. I began that paper by pointing to the growing importance of demand-side considerations in water resources: "The provision of potable water is one of government's oldest functions with evidence of this activity stretching back thousands of years. During much of that time, water demands were taken as exogenously given and the principle task of authorities was defined as an engineering one: how to supply a given quantity of water at least cost. In recent years, however, concerns have arisen from observations of excessive water use, degraded water quality and continued inadequate service for many, especially the very poor. As a result of these and other concerns, there is a growing effort to view water resource allocation from a perspective that incorporates consumers' preferences along with supply constraints into management plans. " (Renzetti, 2000, p. 123). The purpose of this volume is to examine, in greater detail than was possible in that article, what is known regarding the economic characteristics of the demand for water. Thus, this book is meant to be an extended critical review of the state of the art.

Book excerpt: This detailed study of the use of water at different price levels by residential consumers in the Toronto-centred region from Hamilton to Oshawa challenges the basis of our present urban water supply policy. Adoption of the recommendations presented would mean higher prices to householders, but a considerable saving of hundreds of millions of tax dollars over the next three decades. The present policy uses a 'requirement approach' in which future water needs are calculated by extrapolation of past trends and an assumption that demand is inelastic. This leads to excessive levels of water use and over-investment in water supply, sewage collection, and treatment systems. The resultant misallocation of resources can be corrected by adoption of a demand/management approach in which investment policy is guided by consumer demand and alternative pricing arrangements are used as a management tool. Dr. Grima examines several alternative choices for management, such as metering, increasing marginal prices, sewerage charges, seasonal charges, and an increasing price block schedule, and describes the results of each. Book excerpt: Water quality processes in the drinking water distribution network are strongly influenced by the flow velocity and residence time of the water in the network. In order to understand how the water quality changes in the drinking water distribution network, a good understanding of hydraulics is required. Specifically in the periphery of the network, where customers are connected, the hydraulics can change rapidly. During the night time the water is almost stagnant and the residence time increases. In the morning, when everybody gets up and flushes the toilet and takes a shower, high flow velocities can occur. During the remainder of the day flow velocities are low. The stochastic endues model SIMDEUM was developed to simulate water use on a small time scale (1 s) and small spatial scale (per fixture). SIMDEUM enables a good model of flow velocities, residence times and the connected water quality processes in the water distribution network. Stochastic Water Demand Modelling: Hydraulics in Water Distribution Networks describes the requirements of hydraulics in water quality modelling and provides insight into the development of detailed residential and non-residential water demand models. The book illustrates the use of detailed demand models in water quality models with respect to the variation in residence times and the relation with particle accumulation and resuspension. The models are compared to measurements in several real drinking water distribution networks.

The pre-1990 WDPs, with population as the main driver of change, over-projected current water use by 20 to 130%. The post-1990 WDPs, with sophisticated modeling frameworks, show substantial underestimation under the ‘business-as-usual’ scenarios and are more downward biased under sustainable scenarios. Overall, the value of long-term country-level projections in global WDPs is inadequate for local water resource planning. To increase the accuracy and value of global WDPs, future WDPs should take into account the spatial variation and influence of rapidly changing key exogenous and endogenous drivers of water demand in different sectors across and within countries, and provide a sensitivity analysis of projections.

However, currently water deficit is one of the major constraints hampering development in the catchment; both the mining and agricultural sectors are producing below optimal levels because of their reliance on insufficient supplies. In this study, the Water Evaluation and Planning (WEAP) model was used to evaluate scenarios of historic, current and future water demand in the catchment. For each scenario, the WEAP model was used to simulate demand in five different sectors (rural, urban, mining, commercial forestry and irrigation) over a 70-year period of varying rainfall and hydrology. Levels of assured supply were estimated for each sector and the economic cost of failing to provide water was predicted. For the future scenarios, the impact of infrastructure development and water conservation measures were assessed. The study illustrates how a relatively simple model can provide useful insight for resource planning and management.
