The report focuses on the cities of Round Rock, Cedar Park, and Leander Texas and their combined effort to create the Brushy Creek Regional Utility Authority (BCRUA) to meet future regional water needs. In order to understand the importance of conservation to water resource planning, a background of Texas water management is evaluated along with the rising emphasis on water conservation in the state. Arguments relating to conservation measures are presented along with policy-oriented best management practices from the Texas Water Development Board (TWDB). The City of Austin, Texas is used as a case study for water conservation in Texas. This case study is a complement to the TWDB's Best Management Practice Guide due to its history of conservation efforts, initiatives, and outreach. The report identifies specific actions the cities served by the BCRUA can take to include water conservation in planning to meet the needs of the growing regional population.
