" This famous statement has been echoed by many politicians: shortly before be coming president of Turkey, SOleyman Demirel declared that the waters of the Euphrates and Tigris belonged to Turkey, just as oil belongs to the Arabs. Rafael Eytan, at that time and now again Israeli Minister of Agriculture, declared in 1990 in full-page advertisements in the Jerusalem Post that Israel would never cede the West Bank to the Palestinians because Israel's water supply would otherwise be endangered. Finally, Ismail Serageldin, vice president of the World Bank, declared in 1995 that "the wars of the next century will be over water". These statements are typical of the atmosphere reigning in the Middle East and in several other places around the world concerning the issue of international fresh water resources. Whether these perceptions correspond to an actual threat to a nation's water supply or whether they correspond to the official position of states in negotiations often conducted secretly, is an entirely different matter. A closer analysis of the issue of international fresh water resources, as we attempt in this book, admittedly reveals a dangerous potential for conflict over water.

Traditional sources of water have been taxed by the growth of populations in the area and their accompanying problems of pollution, waste, improper operation of water facilities, and poor cooperation between countries sharing common, but limited, water resources. With a population of nearly 170 million and growth rates between 1.6 and 3.8 percent (World-wide rate is 1.7 percent), the region has already experienced localized water shortages. Those countries bordering on the Nile, Jordan, and Tigris/Euphrates Rivers (and associated aquifers) are mutually dependent on limited renewable water sources that will be increasingly insufficient for their populations in the years ahead. An area of intense and violent conflict, cooperation to resolve regional problems in the past have proven nearly impossible. The role of the United States in the Middle East in the years ahead will require leadership in the resolution of major water issues if any stability in the region is to exist. A national policy that promotes the importance of renewable water programs to the area and its people must be a keystone of United States security policy. The complexity of the problem requires that the nations effected cooperate on the development of solutions. The United States can assist through technical assistance: diplomatic efforts to encourage cooperation and sharing of information between nations, encouragement of greater management and conservation efforts, assistance in the formulation of long-range planning and research, and encouragement of the necessary investments by the private sector in the absence of government financial assistance. Failure to address the complexities of the water resource problem will not only limit the effectiveness of U.S. foreign policy programs, but will continue to fuel the fires of conflict in the Middle East.

Current policy regimes for managing water across competing needs are primarily determined by state control of large infrastructure. Policy makers across the region understand the unsustainability of water allocations and that increasing investments in new infrastructure and technologies to increase water supply place a growing financial burden on governments. However, standard solutions for demand management—reallocating water to higher value uses, reducing waste, and increasing tariffs—pose difficult political dilemmas that, more often than not, are left unresolved. Without institutional reform, the region will likely remain in water distress even with increased financing for water sector infrastructure.The Economics of Water Scarcity in the Middle East and North Africa: Institutional Solutions confronts the persistence and severity of water scarcity in MENA. The report draws on the tools of public economics to address two crucial challenges facing states in MENA: lack of legitimacy and trust. Evidence from the World Values Survey shows that people in the region believe that a key role of government is to keep prices down and that governments are reluctant to raise tariffs because of the risk of widespread protests. Instead of avoiding the “politically sensitive†? issue of water scarcity, this report argues that reform leaders and their external partners can reform national water institutions and draw on local political contestation to establish a new social contract. The crisis and emotive power of water in the region can be used to bolster legitimacy and trust and build a sustainable, inclusive, thriving economy that is resilient to climate change.

Typically, two or more parties with claim to the same water sources are thought to play a zero-sum game with each side placing a high emotional and political value over the ownership of the water. However, Franklin Fisher and his coauthors demonstrate that when disputes in ownership are expressed as disputes about money values, in most cases, the benefits of ownership will be surprisingly small. By assigning an economic value to water and treating water as a tradable resource, parties see that the gains from cooperation exceed the costs resulting from the change in ownership. A zero-sum game becomes a win-win situation. To support this new approach, Liquid Assets presents an innovative water allocation model that can be used to assist water management, the cost-benefit analysis of water infrastructure, and the resolution of disputes. The model takes system-wide effects into account and is the first to overcome the failure of actual water markets to cope with the divergence between social and private benefits (as implied by agricultural subsidies), permitting the model-user to impose his or her own values or policies. Liquid Assets applies its methodology to Israel, Jordan, and Palestine, a region where water is scarce and water conflicts are often thought to be explosive. Indeed, this book is the result of a joint effort of Israeli, Jordanian, Palestinian, American, and Dutch experts. But the book‘s message and methods are not restricted to the Middle East.
