The Awash River Basin is the most utilized river basin in Ethiopia hosting most of the industrial activities in the country, a number of small to large scale irrigation schemes and the main population centres of the country with more than 18.6 million people (2017 estimate). The basin faces high water stress during the peak of the irrigation season and frequent flooding in rainy seasons. The Water Accounting Plus (WA+) system designed by IHE Delft with its partners FAO and IWMI has been applied to gain full insights into the state of the water resources in the basin for the period 2009 to 2018. The WA+ framework is a reporting mechanism for water flows, fluxes and stocks that are summarized by means of WA+ sheets. The role of land use and land cover on producing and consuming water is described explicitly.

The Litani River basin is one of the key river basins in Lebanon and it is experiencing water scarcity with annual renewable water resources being 606.9 mm3/yr. With an estimated population of 375 000 in 2010 and doubled by 2016 due to the Syrian refugee crisis, the total per capita water availability is around 800 m3/cap/yr indicating water shortage. Increasing challenges such as growing population, climate change, groundwater over-exploitation and inter-basin transfers have put the available water resources in the basin under stress. The completeness and quality of the hydro-meteorological records are insufficient to draw an appropriate picture of the water resources conditions. However, the Water Accounting Plus (WA+) system designed by IHE Delft with its partners FAO and IWMI has been applied to gain full insights into the state of the water resources in the basin for the period 2010 to 2016. Book excerpt: There is growing interest in water accounting, why it is needed, what benefits it brings, and equally important, how it can be put into practice. Water accounting is not a new idea, yet it is an alarmingly simple one. It is about quantifying water resources and uses of water, much like financial accounts provide information on income and expenditure. Interest in water accounting is based on the premise that ‘We cannot plan and manage what we do not measure’ – a statement that few would disagree with. However, given the current focus on water as a precious and limiting resource, the risks of extreme floods and droughts, and water’s central role in the 2030 Agenda, it is difficult to understand why so little attention is given to water accounting and to making sure we have enough water. Indeed, estimates suggest that by 2050, if we continue with our current approach to water management, global water demand will exceed supply by over 40%, which would put at risk 45% of global GDP, 52% of the world’s population, and 40% of grain production (WWDR, 2016). This concern is supported by the World Economic Forum that consistently ranks water crises as a top global risk (WEF, 2015). Reports from South Africa (January 2018) suggesting that Cape Town may be the world’s first major city to face the prospect of running out of water following severe drought, is a timely ‘wake-up call’ for everyone to focus on accounting for water.

Moreover, the interlinkages and dynamics between key water dependent resources sectors, broadly categorized into water, energy, food, and ecosystems (WEFE) was explored to identify key tradeoffs and synergies. This was deliberated as to improving the synchronization of sectoral plans and resources management programs, thereby fast-tracking the coordination process in IWRM. Overall, the research provides a clearer understanding of the system-wide problems, structural challenges and possible future consequences regarding the management and sustainability of the entire water resource system. Ultimately the purpose is to set in motion new strategies and mechanisms to improve the implementation of the currently applied IWRM framework in the context of the SDGs.

The prevailing knowledge of groundwater resources in Ethiopia (or elsewhere in Sub Saharan Africa) was based on geological and stratigraphic framework known nearly four decades ago (mainly 1960's and 70's). Thanks to the substantial geoscientific research since the 70's a new set of relevant geological/stratigrahpic data has been created that helps to re-define our understanding of groundwater resources in Africa as a whole and in Ethiopia in particular: a) For the first time the basement aquifer of Ethiopia has been described hydrogeologically based on genesis of regoliths (deep weathering and striping history); clear regional difference in groundwater potential is shown for the first time; comparative accounty has been given regarding groundwater occurrence in the generally low grade basement rocks of Ethiopia (Arabian Nubian shield) and high grade basement rocks of the rest of Africa. b) For the first time groundwater occurrence in multilayred sedimentary rocks account for spatial variation in degree of karstification; deformation history, and stratigraphy. c) The vast volcanic aquifers of Ethiopia which have previously classified based on their ages are now reclassified based on age, morphology (eg. groundwater in plateau volcanics, groundwater in shield volcanics) and aquifer structure. d) The loose alluvio lacustrine sediments which were known as least extensive in previous works based on areal cover are in fact shown to host the most voluminous groundwater resources in Ethiopia. These aquifers have now been described based on their geomorphology, extent, and genesis. The aim of this book is to use these newly created knowledge to redefine the understanding of groundwater resources in Ethiopia.

It examines major river basin development underway in the semi-arid borderlands of Ethiopia, Kenya and South Sudan and its disastrous human rights consequences for a half-million indigenous people. The volume traces the historical origins of Gibe III megadam construction along the Omo River in Ethiopia—in turn, enabling irrigation for commercial-scale agricultural development and causing radical reduction of downstream Omo and (Kenya's) Lake Turkana waters. Presenting case studies of indigenous Dasanech and northernmost Turkana livelihood systems and Gibe III linked impacts on them, the author predicts agropastoral and fishing economic collapse, region-wide hunger with exposure to disease epidemics, irreversible natural resource destruction and cross-border interethnic armed conflict spilling into South Sudan. The book identifies fundamental failings of government and development bank impact assessments, including their distortion or omission of mandated transboundary assessment, cumulative effects of the Gibe III dam and its linked Ethiopia-Kenya energy transmission 'highway' project, key hydrologic and human ecological characteristics, major earthquake threat in the dam region and widespread expropriation and political repression. Violations of internationally recognized human rights, especially by the Ethiopian government but also the Kenyan government, are extensive and on the increase—with collaboration by the development banks, in breach of their own internal operational procedures. A policy crossroads has now emerged. The author presents the alternative to the present looming catastrophe—consideration of development suspension in order to undertake genuinely independent transboundary assessment and a plan for continued development action within a human rights framework—forging a sustainable future for the indigenous peoples now directly threatened and for their respective eastern Africa states. The framework applies to water resource use at three levels of analysis: a use level such as an irrigated field or household, a service level such as an irrigation or water supply system, and a water basin level that may include several uses. Water accounting terminology and performance indicators are developed and presented with examples at all the three levels. Concepts and terminologies presented are developed to be supportive in a number of activities including: identification of opportunities for water savings and increasing water productivity; developing a better understanding of present patterns of water use and impacts of interventions; improving communication among professionals and communication to non-water professionals; and improving the rationale for allocation of water among uses. It is expected that with further application, these water accounting concepts will evolve into a robust, supporting methodology for water basin analysis.
